RE: Samir’s #8 (Incident # 28667) Receptor Update

Ms. Clarke:
On May 12, 2020, I visited the former Samir’s #8 site located at 1426 Hwy 19E in Spruce Pine, North Carolina. Upon arrival I discovered monitoring well MW-1 and the on-site water supply well (WSW-1) were no longer present at the site. I do not know if they were closed properly;
however, there was no evidence of either one located at the site. I also updated the water supply wells located in the 2009 receptor survey and found that in addition to WSW-1 missing, I also could not locate water supply wells WSW-3, WSW-10, WSW-11, and WSW-12. The former locations of WSW-1, WSW-3, WSW-10 and WSW-11 are now owned by the NCDOT. Water
supply well WSW-12 simply does not exist especially in the location shown on Figure 3 in the
2009 LSA submitted by Jordan Environmental, LLC. The current water supply well owners are
listed in Table 1. Also note on the updated Survey Map (Figure 2), the release area is surrounded on both down gradient sides by creeks. To the north is a newly culverted tributary flowing into Brushy Creek at
the northwestern corner of the site, and to the west is Brushy Creek. The current water supply wells are located across Brushy Creek which acts as a hydrologic barrier. SEI recommends lowering the risk at the site to Low and closing the incident with a no-further-
action (NFA) with a notice of residual petroleum (NoRP) attached to the property deed.
