Caldwell County, North Carolina NCDEQ Incident No. 28466 NCDEQ Ranking H155D Dear Mr. Murphy: On behalf of Cary Oil Co., Inc. (Cary Oil), ATC Associates of North Carolina, P.C. (ATC) has prepared this letter report to provide a summary of updated receptor survey information and the groundwater sampling event performed at the site, as approved in TA-42. A site location map is provided as Figure 1 and a site map is provided as Figure 2. Water Supply Wells According to Baton Water, public water is supplied to the area; however, it is not mandatory for properties to be connected to the public water system. The subject facility is connected to the public water system. Twenty-one (21) properties were identified with water supply wells. One potable water supply well was identified approximately 1,175 feet west of the source area. The remaining 20 properties are connected to the public water system. Of the 20 properties, three of the water supply wells are used for non-potable purposes (one property reportedly contains two water supply wells) and the remaining 18 water supply wells are non-operational. The three non-potable water supply wells are located approximately 712 feet east and 740 feet northwest of the source area. Water supply well information is provided on Table 1. The approximate locations of the water supply wells are provided on Figure 3. Surface Water Stafford Creek was identified approximately 1,300 feet southeast of the source area. Other surface water bodies were not identified within 1,500 feet of the source area. January 23, 2023 Page 2 of 3 Regional Geology and Hydrogeology According to the Geologic Map of North Carolina (1985), the site is located within the Inner Piedmont Physiographic Province. The site lies in an area of metamorphosed rock that includes biotite gneiss/schist, mica schist, and small masses of granitic rock in closely interlayered and gradational relationships. The Geologic Map shows large scale, east-west interfingering of biotite gneiss/schist and mica gneiss in the site vicinity. The rocks of the Piedmont weather to regolith of various textures and thicknesses so that the land surface only occasionally has outcrops. A weather profile often includes relatively unstructured residuum in shallow zones, saprolite with some residual rock structure in deeper zones, and partially weathered rock above the bedrock. The depth to bedrock varies from near land surface adjacent to the occasional outcrops to depths of over 100 feet below land surface in areas with readily weathered rock. According to the North Carolina Department of Environmental Quality (NCDEQ) website, no formal aquifer system designation has been provided for the regional site vicinity. However, groundwater in the Piedmont is often first encountered as a water table in pores within the overburden saprolite/residuum. Permeability varies with lithology and is typically relatively low in the many residual soils with higher permeability in saprolite due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater becomes increasingly confined to fractures and other structural features as rock integrity increases at depth. The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium usually behaves as an unconfined aquifer and will yield water with head elevation equivalent to the first elevation where water was encountered. Saprolite groundwater flow is usually in rough occurrence with local topographic conditions and is toward local drainage features. Wellhead Protection At the time of this letter report, the source area is not located within an approved wellhead protection area as defined in 42 USC 300h-7(e). Zoning and Land Use The site is zoned for commercial purposes (RA-20). Properties surrounding the subject property are zoned for residential purposes (RA-20). The nearest residence was identified approximately 220 feet north of the source area. Adjacent properties are identified on Table 2. frTc January 23,2023 Page 3 of3 Groundwater Samplins On December 13,2022, ATC collected a static water level measurement from monitoring wells MW-I, MW-2, MW-3, MW-5D, MW-9, MW-l2, MW-I6D, and MW-l7. Light non-aqueous phase liquid (LNAPL) was not measured in the wells on this date. The depths to water measurements were collected using an electronic oil/water interface probe. Groundwater elevation data are provided on Table 3. A groundwater elevation contour map is provided as Figure 4. It appears groundwater flow is toward the south across the site. On December 13,2022, groundwater samples were collected from monitoring wells MW- l, MW-2, MW-3, MW-5D, MW-9, MW-12, MW-16D, and MW-17, following standard sampling protocols. The groundwater samples were collected into laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS North America in Scott, Louisiana, for analyses. The groundwater samples were analyzed by Environmental Protection Agency (EPA) Method 602. The laboratory analytical results of the groundwater samples collected from montioring wells MW-1, MW-2, MW-3, MW-9, and MW-I2 detected target compound concentrations above established 2L Standards. Dissolved benzene was detected above its established Gross Contaminant Level (GCL) in the groundwater sample collected from montioring we[l MW-2. A summary of the groundwater analytical data is provided in Table 4. A dissolved benzene isoconcentation map is provided as Figure 5. Dissolved contaminants of concern are depicted on Figure 6.
