February 1, 2024 Mr. Ervin Lane Hydrologist North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Shotwell C&D Landfill Methane Monitoring Update Permit No. 9226-CDLF-2020 HHNT Project No. 5025-045-04 Dear Mr. Lane: On behalf of Meridian Waste, Hodges, Harbin, Newberry & Tribble, Inc. (HHNT) is providing an update for the subject facility regarding the methane exceedance observed at LG-8R in November 2023 and proposed remedial measures outlined in the Methane Exceedance Notice – Q4 2023 Landfill Gas Monitoring letter, dated December 6, 2023 (FID 1822935). The proposed remedial measures were approved by NCDEQ in an email dated December 18, 2023 (FID 1822936). Monthly landfill gas monitoring for the exceeding probe, LG-8R, and the two off-site structures in the vicinity of the exceeding probe commenced in December 2023. Results from the December 2023 event are enclosed with this letter and indicate no methane gas was detected at any of the monitored locations. In January 2024, the proposed modifications to the landfill gas monitoring system were completed, consisting of the abandonment of LG-8R and installation of replacement probe LG-8R2 closer to the property boundary. Additionally, three new methane monitoring probes were installed at the property boundary consisting of points LG-12, LG-13, and LG-14. Groundwater monitoring well MW-1A was also abandoned and replacement well MW-1AR was installed as part of these activities. A Report of Groundwater and Methane Monitoring Well Abandonment and Installation, dated February 1, 2024 and prepared by Bunnell-Lammons Engineering, Inc. is enclosed with this letter that documents the abandonment and installation of the stated monitoring points. The January 2024 monthly landfill gas monitoring event was conducted on January 18, 2024, and included monitoring of the newly installed methane locations, LG-8R2, LG-12, LG-13, and LG-14, and the two off-site structures. Results from the January 2024 event are enclosed with this letter and indicate no methane gas was detected at any of the monitored locations. The next monitoring event will occur in February 2024 and will coincide with the 1st Quarter 2024 landfill gas monitoring event for the entire perimeter network.
