As authorized by acceptance of Bunnell-Lammons Engineering, Inc. (BLE) Proposal Number J23-14374-10
dated December 8, 2023, we are pleased to submit this report in collaboration with Hodges, Harbin, Newberry,
& Tribble, Inc. (HHNT) to Meridian Waste North Carolina, LLC (Meridian). This report describes the work
performed and presents the results obtained. The purpose of this work was to update the facility’s
environmental monitoring network. The work included the abandonment of one (1) groundwater monitoring
well and one (1) methane monitoring well, the installation of one (1) replacement groundwater monitoring
well, one (1) replacement methane monitoring well, and three (3) new methane monitoring wells.
Included herein is a brief description of the background project information, a description of the scope of
services performed, summary, qualifications, and references.

1.0 PROJECT INFORMATION
The Shotwell C&D Landfill (herein referred to as “Site”) is located in Wake County, North Carolina, with
a physical address of 4724 Smithfield Road, Wendell, North Carolina (Figure 1). Meridian Waste North
Carolina, LLC (Meridian) owns and operates the Site (Permit No. 9226-CDLF-2020). The facility consists
of five (5) constructed waste units (Phases 1-5) and one (1) waste unit currently under construction (Phase
6A).
Meridian requested that background groundwater monitoring well MW-1A be abandoned and reinstalled
to accommodate landfill soil stockpiling activities.
BLE prepared a document titled Work Plan for Groundwater Monitoring Well Abandonment and
Replacement, dated December 13, 2023 (FID 1822937) which was submitted to the North Carolina Division
of Waste Management - Solid Waste Section (SWS) for their concurrence on the abandonment of
background groundwater monitoring well MW-1A and the proposed location of the replacement well
(MW-1AR). The SWS approved the work plan via email on December 18, 2023.
Additionally, methane monitoring well LG-8R had measurable amounts of methane in exceedance of the
Lower Explosive Limit (LEL) during the 4th Quarter 2023 landfill gas monitoring event. As a result of the
exceedance, HHNT prepared a document titled Methane Exceedance Notice – Q4 2023 Landfill Gas
Monitoring, dated December 6, 2023 (FID 1822935), notifying the SWS of the exceedance and proposing
remedial actions. The remedial actions included:
Abandonment and relocation of LG-8R;
Installation of two additional methane monitoring wells (LG-13 & LG-14) near the
property boundary on either side of LG-8R2 to delineate landfill gas in the area; and,
Installation of one new methane monitoring well (LG-12) in conjunction with the
construction of Phase 6A.
The SWS approved the proposed remedial actions via email on December 18, 2023. HHNT provided BLE
with a map in PDF format of the methane monitoring well installation locations approved by the SWS.
BLE was retained by Meridian to provide the abandonment and installation services. This report documents
the abandonment and installation activities listed above in general accordance with the facility’s approved
Water Quality Monitoring Plan (WQMP) and the November 2010 (updated August 2021) SWS guidance
titled Landfill Gas Monitoring Guidance.
2.0 FIELD PROCEDURES AND ACTIVITIES
2.1 General
Field activities were performed between January 4, 2024 and January 11, 2024. A North Carolina licensed
driller from Bridger Drilling of Wilmington, NC, performed the groundwater monitoring well and methane
monitoring well abandonment and installation activities which were documented by a geologist from BLE.
A North Carolina registered surveyor from Advanced Civil Design of Cary, NC was retained by HHNT to
survey the new well locations for horizontal and vertical control (Appendix A). We understand that the

survey was performed on January 22, 2024. BLE received the surveyor’s certification report on February
1, 2024.
2.2 Groundwater Monitoring Well and Methane Monitoring Well Abandonment
One (1) groundwater monitoring well (MW-1A) and one (1) methane monitoring well (LG-8R) were
permanently abandoned in general accordance with the facility’s approved WQMP and the November 2010
(updated August 2021) SWS guidance titled Landfill Gas Monitoring Guidance.
MW-1A and LG-8R were abandoned using the following procedures:
The total depth of each well was initially measured with a weighted tag line;
The total depth of each well’s PVC casing and screen was filled with bentonite-slurry from the
bottom of the well to the top of casing via tremie pipe;
The concrete pad and steel protective cover were removed from each well;
The entire depth of each well was over-drilled to remove the well construction materials; and,
The resulting boreholes were filled with 5% bentonite cement grout from the bottom of the borehole
to 10 feet below ground surface via tremie pipe. The remaining borehole was backfilled with
3/8-inch bentonite chips, hydrated in lifts, to ground surface.
A summary of the completed abandonment activities is included in Table 1. Abandonment locations are
shown on Figure 2. A North Carolina Form GW-30 Well Abandonment Record was prepared for each well,
which are included as Appendix B.
2.3 Drilling Procedures and Subsurface Conditions Encountered
The borings were performed using a CME-45C ATV-mounted drilling rig, employing hollow stem auger
drilling techniques in the residual soil.
The soil descriptions on the boring logs (Appendix C) were based on visual examination and on soil
laboratory results. The descriptions conform to the Unified Soil Classification System (USCS).
2.4 Groundwater Monitoring Well Installation and Construction
One (1) replacement groundwater monitoring well (MW-1AR) was installed at the site in general
accordance with the facility’s approved WQMP. The groundwater monitoring well location is shown on
Figure 2 and well construction diagrams are included in Appendix C. A North Carolina Form GW-1 Well
Construction Record was completed for the groundwater monitoring well and is included in Appendix D.
The groundwater monitoring well consists of 2-inch diameter polyvinyl chloride (PVC; Johnson Schedule
40, NSF-rated) casing with flush-threaded joints inserted in 8.25-inch nominal diameter borehole. The
bottom 10-foot section of the well is a manufactured well screen with 0.010-inch-wide machined slots with
a 0.25-foot-long sediment trap threaded onto the bottom of the screen section. The screen section of the
monitoring well was set with a target water column of approximately 13 feet.
Silica filter sand (DSI, #2) was placed around the outside of the pipe in the borehole annulus to a level
above the top of the well screen. A hydrated bentonite seal (Baroid brand 3/8-inch diameter chips) was
installed on top of the filter sand to seal the monitoring wells at the desired level. The remaining well

annulus was grouted with a 5% bentonite-cement mixture from the top of the bentonite seal to within one-
foot of the ground surface.
The surface completion of the well consists of a PVC cap and a lockable 4-inch x 4-inch x 5-foot standup
protective steel cover, with a 2-foot by 2-foot concrete pad at the base of the steel cover. An identification
plate was fastened to the protective steel cover. The identification plate specifies the well identification
number, drilling contractor, date installed, total depth, and construction details. A 4-inch x 4-inch wooden
ID post painted blue was installed next to the well. The well was constructed with a vent hole in the PVC
casing near the top of the well, a weep hole near the base of the outer protective steel cover, and a survey
pin in the concrete pad.
Laboratory analyses were performed on a soil sample collected from the depth of the well’s screened
interval and the filter pack sand via ASTM D 422. The soil laboratory results are included in Appendix E.
2.4.1 Groundwater Monitoring Well Development
The one (1) replacement groundwater monitoring well was purged and developed to reduce the groundwater
turbidity utilizing conventional development techniques (surging and pumping). The total volume of
groundwater purged was 27.5 gallons. Turbidity was measured during the well development using a Hach
2100Q Portable Turbidimeter. The initial turbidity exceeded 1,000 NTUs but was developed until further
development did not substantially reduce the turbidity level. The final turbidity value achieved was 9.8
NTUs. A summary of the well development is attached in Appendix F.
2.5 Methane Monitoring Well Installation and Construction
One (1) replacement methane monitoring well (LG-8R2) and three (3) new methane monitoring wells
(LG-12, LG-13, and LG-14) were installed at the site in general accordance with the November 2010
(updated August 2021) SWS guidance titled Landfill Gas Monitoring Guidance. The methane monitoring
well locations are shown on Figure 2 and well construction diagrams are included in Appendix C. A North
Carolina Form GW-1 Well Construction Record was completed for each of the methane monitoring wells
and are included in Appendix D.
The methane monitoring wells consist of 2-inch diameter PVC (Johnson Schedule 40, NSF-rated) casing
inserted into 8.25-inch nominal diameter boreholes. The screens were set to span the majority of the vadose
zone, beginning at the first occurrence of bedrock or groundwater, whichever was shallower. The screened
section of the casing consisted of manufactured PVC well screen with 0.010-inch-wide machined slots and
a threaded endcap. Filter pack sand (DSI, #2) was placed from the bottom of the borehole to above the static
groundwater level for boreholes that extended beyond the first occurrence of groundwater. The annulus of
the screened interval was filled with washed quartz pea gravel from the top of sand to 5 feet bgs. The
remaining annulus of the wells consists of an approximately 0.5-foot layer of filter sand placed on top of
the pea gravel, an approximate 1-foot layer of hydrated 3/8-inch bentonite chips placed on top of the filter
sand, and a 5% bentonite-cement mixture to the ground surface.
The surface completion of the wells consists of a quick connect cap and a lockable 4-inch x 4-inch x 5-foot
standup protective steel cover, with a 2-foot by 2-foot concrete pad at the base of the steel cover. An
identification plate was fastened to the protective steel cover. The identification plate specifies the well
identification number, drilling contractor, date installed, total depth, and construction details. A 4-inch x
4-inch wooden ID post painted red was installed next to each methane well. The wells were constructed
with a weep hole near the base of the outer protective steel cover, and a survey pin in the concrete pad.

3.0 SUMMARY
The groundwater monitoring network has been updated by abandoning one (1) existing groundwater
monitoring well (MW-1A) and installing and developing one (1) replacement groundwater monitoring well
(MW-1AR). The landfill gas monitoring network has been updated and expanded by abandoning one (1)
existing methane monitoring well (LG-8R) and installing one (1) replacement methane monitoring well (LG-
8R2) and three (3) new methane monitoring wells (LG-12, LG-13, and LG-14). The abandonment and
installation activities were performed in general accordance with the facility’s approved WQMP and the
November 2010 (updated August 2021) SWS guidance titled Landfill Gas Monitoring Guidance.
4.0 QUALIFICATIONS OF REPORT
The activities and evaluative approaches used in this scope of work are consistent with those normally
employed for services of this type. Our services have been performed based on our understanding of the site
and the observations made during our work.
This report has been prepared on behalf of and exclusively for the use of Meridian. This report and the
findings contained herein shall not, in whole or in part, be used or relied upon by any other party (excluding
the SWS) without BLE’s prior written consent.
