Analytical laboratory results indicated a petroleum release from the former UST tank basin. Partner recommended the completion of a Phase I Limited Site Assessment (LSA) to determine the rick classification of the site. On May 8, 2021, SUMMIT installed one (1) permanent monitoring well to collect soil and groundwater samples.  Contaminant Migration Control Measures: The release was to the subsurface. Therefore, no contaminant migration control measures were necessary.  Measures Taken to Mitigate Fire/Safety Hazards: There do not appear to be any immediate fire or safety hazards present as a result of the release.  Contaminated Soil Storage/Treatment and/or Disposal: SUMMIT did not observe the removal of the USTs or the collection of soil and groundwater samples in May 2018.  Status of Free Product Investigation/Removal: Free product has not been observed at the site. A list of the monitoring well information is presented in Table 2. The Well and Groundwater Contamination locations are indicated on Figure 4.  Public Water Supply: The area within a 1,500-foot radius of the source area has access to the City of Charlotte municipal water system, which is derived from the Catawba River.  Surface Water: an un-maned creek is approximately 1,000 feet to the east of the subject site.  Wellhead Protection Areas: No wellhead protection areas were identified within a 1,500- foot radius of the source area. Water supplies in the vicinity are derived from the Catawba River.  Subsurface Structures: No structures with basements were observed in the immediate vicinity of the site. There is a subsurface stormwater drain located approximately 100 feet to the north-northeast of the former tank basin.  Land Use: The site formally contains a vacant commercial building.. The site is located in a mixed residential and commercial area in Mecklenburg County. The site is surrounded by commercial properties to the east, west and to the south, and residential properties to the north. A Site Map has been included as Figure 2. A Limited Site Assessment Risk Classification and Land Use Form has been included as Appendix A.  Property Owners and Occupants: The names and addresses of the owners of properties adjacent to the site is presented in Table 1. According to the contour lines on the topographic maps, the elevation of the subject property ranges from approximately 750 feet (along western property boundaries) to approximately 740 feet (along eastern property boundaries) above Mean Sea Level (MSL). The inferred groundwater flow direction based on topography appears to be to the east towards an un-named creek. The un-named creek flows into Stewart Creek. Stewart Creek flows into Irwin Creek. Irwin Creek flows into Sugar Creek. Sugar Creek flows into the Catawba River, near Goat Island. This property contains the soil types: Ur—Urban land. The surface cover of the UST basin was asphalt. Surficial soils observed during boring advancement activities were orange, red and tan clayey silt to silt to depths of approximately 17.5 feet. The depth to groundwater in Type II temporary monitoring well W-1 installed on My 8, 2021 and developed on May 12, 2021 was 9.5 feet Below Ground Surface (BGS). A boring log for monitoring well W-1 has been included as Appendix B. The depth to groundwater in Type II temporary monitoring well W-1 installed on My 8, 2021 and developed on May 12, 2021 was 9.5 feet Below Ground Surface (BGS). A boring log for monitoring well W-1 has been included as Appendix B. 5.1 Soil Soil samples “S-1 @ 5” and “S-1 @ 10” were collected during well installation on May 8, 2021. Acetone (11.0 ug/kg) was detected by the laboratory analytical instruments in “S-1 @ 5.” Acetone (11.0 ug/kg), Benzo(a)anthracene (10 ug/kg), Benzo(a)pyrene (27 ug/kg), Benzo(b)fluoranthene (42 ug/kg) Benzo(g,h,i)perylene (16 ug/kg), Benzo(k)fluoranthene (15 ug/kg) Chrysene (14 ug/kg), Indeno(1,2,3-c,d)pyrene (13 ug/kg), and Pyrene (9.5 ug/kg) were detected by the laboratory analytical instruments. These compounds are associated with petroleum releases and are below the North Carolina Soil-to-Groundwater Maximums. A complete report of laboratory analyses for the soil samples has been included as Appendix C. 5.2 Groundwater On May 8, 2021, Type II monitoring well W-1 was installed north (and downgradient) of the former tank basin using hollow stem augers. The monitoring well was installed for the purpose of completing a Phase I Limited Site Assessment associated with the former UST basin. The location of the monitoring well is shown on Figure 3. A well construction record is included as Appendix B. Monitoring well W-1 was gauged, purged and sampled on May 12, 2021. The groundwater sample collected from monitoring well W-1 was analyzed by EPA Method 8260 and 8270 and by MADEP VPH and EPH. Acetone (8.0 ug/L), Methyl Tertiary Butyl Ether (MTBE) (2.6 ug/L), Acetophenone (0.61 ug/L), Caprolactam (2.2 ug/L), Diethylphthalate (0.55 ug/L), bis(2-Ethylhexyl)phthalate (0.55 ug/L) and C9-C12 Aliphatics (30 ug/L) were detected by the laboratory analytical instruments. These compounds are associated with petroleum releases and are below the North Carolina Groundwater Quality Standards. No additional concentrations of requested method constituents were reported in the groundwater sample collected from monitoring well W-1. A complete report of laboratory analyses for the groundwater sample has been included as Appendix C. The site formerly operated as a commercial building. Property use in the immediate vicinity is mixed residential and commercial, but mostly commercial. The down gradient direction for the site is commercial. Therefore, the site should be assigned a commercial land use classification.  Potable water in the area is provided by the City of Charlotte. The source of the potable water is from the Catawba River. No supply wells were identified within 1,500 feet of the site. No water supply wells being utilized as sources of potable water are located within 1,000 feet of the source area. No water supply wells being utilized for irrigation or other non- potable uses are located within 250 feet of the source area. In addition, the site is not located within a designated wellhead protection area.  An un-named creek is approximately 1,000 feet to the east of the subject site.  The soil sampled during the monitoring well construction do not exceed the soil to groundwater maximums.  No concentrations of requested analytical parameters were reported above the maximum allowable concentrations in the groundwater sample (W-1) collected during the Phase I LSA for the former UST basin.  Based on this information, although a release has occurred, it does not appear to meet any of the NCDEQ criteria for a high or intermediate risk classification. Therefore, the release should be assigned a low risk classification. Additionally, based on LSA analytical results, no further assessment or remediation of soil or groundwater in the former UST area is warranted. The assessment was conducted based on the scope of work and level of effort specified by the NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise location sampled and at the time the samples were collected. Additionally, the data obtained from the samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
