The North Carolina Department of Environmental Quality (DEQ) incident number for the site is 19951, and DEQ has assigned the site an intermediate risk classification due to the presence of free product. H&H completed the installation and startup of a free product recovery system specified in the approved Corrective Action Plan (CAP) in July 9, 2004. The system operated by removing only free product from two recovery wells. Due to a change in Trust Fund priorities, the free product recovery system was shut down on November 24, 2004. Ten additional product recovery wells and existing monitoring well MW-1 were added to the recovery system and the system was restarted in October 2012. The cleanup goal of the remediation system is to reduce free phase product thickness to less than 1/8” (0.01 ft). Once this goal is achieved, the site should be eligible for risk-based closure unless Gross Contamination Levels (GCLs) are present. The current system performance estimate, based on September 2023 gauging data, indicates a free product volume reduction of approximately 94% from the initial free product volume estimate. These data show that the system has been generally effective at removing free phase product and the current free product recovery milestone has been met. However, relatively thin free product thicknesses remain in multiple wells. The DEQ incident number for the site is 19951, and DEQ has assigned the site an intermediate risk classification due to the presence of free product. A site location map and a site plan are included as Figures 1 and 2, respectively. The site formerly operated four 10,000-gallon fiber-reinforced plastic (FRP) diesel underground storage tanks (USTs) and an associated dispenser island. The USTs were reportedly installed in May 1978 and were removed in March 1999. The former TCT facility is currently operated as a trailer leasing and truck maintenance facility. In February 1999, an initial soil sample (GP-15) collected near the subject UST basin contained gasoline-range and diesel-range TPH above the state action levels of 10 mg/kg. On March 5 and 6, 1999, the four 10,000-gallon diesel USTs were removed. During the UST removal action, approximately 1,000 tons of impacted soil were also removed. Following soil removal, ten soil confirmation samples were collected. Gasoline-range TPH was detected in the confirmation samples at concentrations ranging from <6.94 mg/kg to 2,550 mg/kg, and diesel-range TPH was detected at concentrations ranging from <13.9 mg/kg to 24,600 mg/kg. Soil impacts were detected in the base of the excavation, which extended to approximately 12 ft below grade. Upon review of the UST Tank Closure Assessment Report, DEQ requested a Limited Site Assessment (LSA) for the former USTs and associated dispenser island. A Phase II LSA was ompleted by others in December 1999. The Phase II LSA identified free product in monitoring well MW-1, soil impacts above soil-to-groundwater Maximum Soil Contaminant Concentrations (MSCCs) beneath the former UST basin, and groundwater impacts above standards in the immediate vicinity of the UST basin. DEQ responded to the Phase II LSA with a Notice of Regulatory Requirement (NORR) dated May 8, 2003. The CSA activities included a receptor survey update, installation of seven direct push technology (DPT) soil borings, installation of 13 shallow one-inch diameter monitoring wells, installation of one hand auger shallow monitoring well, free product assessment, and groundwater sampling activities. The results of the CSA indicated: • Soil target compound concentrations did not exceed Industrial/Commercial Maximum Soil Contaminant Concentrations (MSCCs) but did exceed soil-to-groundwater MSCCs. • The horizontal and vertical extent of unsaturated soil impacts above soil-to-groundwater MSCCs were well defined. The estimated volume of soil impacted above soil-to- groundwater MSCCs was approximately 1,500 cubic yards (approximately 2,200 tons). • Free product was detected in nine monitoring wells. The free product had the odor and appearance of diesel fuel in each of these wells. Apparent free product thicknesses ranged from 0.20 ft to 4.36 ft. The estimated extent of free product was well defined and was up to approximately 170 ft long and 120 ft wide. • Groundwater impacts appeared to be confined to the immediate vicinity of the former UST basin, associated dispenser, and area of free product. Constituents detected above groundwater standards included total C9-C18 aliphatics (up to 5,230 µg/l), total C9-C22 aromatics (up to 2,310 µg/l), benzene (up to 34 µg/l), ethylbenzene (up to 100 µg/l), and naphthalene (up to 260 µg/l). No dissolved phase groundwater impacts exceeded DEQ- defined GCLs. H&H prepared a CAP dated August 15, 2003, and the CAP was approved by DEQ in a correspondence dated September 10, 2003. The approved CAP consists of active groundwater remediation using a product only recovery system to remove free product to less than 0.01 ft; thus, lowering the site risk and removing the need for soil remediation. H&H completed the installation of Phase I of the free product recovery system specified in the approved CAP between June and November 2004. Phase I of the free product recovery system consisted of two 4-inch diameter recovery wells (RW-11 and RW-12) and began operation on July 9, 2004. The proposed Phase II system consisted of an additional ten recovery wells. These ten wells were not installed at that time due to a change in Trust Fund priorities and the resulting limited time to evaluate operation of the Phase I part of the recovery system. Due to the changes in the Trust Fund ranking system, implemented in 2004, the free product recovery system was shut down in November 2004. As directed by DEQ in an NORR dated January 13, 2010, Phase II of the recovery system was installed in September 2012, and the system was restarted on October 5, 2012. 5 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Tennessee Carolina Transport TCT/TCT CAPR 2023/19951_CA_RPTS_20231214_Corrective Action Performance Report (2).doc 3.0 Summary of Potential Receptor Information 3.1 Water Supply Wells A water supply well survey was conducted for the area within a 1,500-ft radius of the site in September 2002 as discussed in the CSA. No water supply wells were identified within a 1,000-ft radius of the former UST basin. The site is located in an industrial area near uptown Charlotte. Municipal water is supplied to the subject property and surrounding properties by Charlotte Water. 3.2 Surface Water A surface water body is located within 500 ft of the former UST basin. A tributary of Little Sugar Creek is located approximately 200 ft east of the former UST basin at its closest point (Figure 2). Little Sugar Creek is a Class C surface water body. 3.3 Subsurface Structures Visual observations were made during CSA activities in 2002 for the potential of subsurface conduits in the vicinity of the UST area. There are sewer lines, electric conduits, water service lines, and other utilities located on the property. However, these subgrade utilities were not identified near the former UST basin and associated dispenser. 6 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Tennessee Carolina Transport TCT/TCT CAPR 2023/19951_CA_RPTS_20231214_Corrective Action Performance Report (2).doc 4.0 Remediation System Performance Phase I of the free product recovery system consisted of two 4-inch diameter recovery wells (RW-11 and RW-12) and began operation on July 9, 2004. The system operated by removing only free product from RW-11 and RW-12 using Ferret pumps, which separate free product and water in the well based on density. The product was then pumped into a 550-gallon double- walled aboveground product storage tank via underground piping. Due to a change in Trust Fund priorities, Phase I of the free product recovery system was shut down on November 24, 2004. During the Phase II system installation in 2012, ten additional 4-inch diameter product recovery wells (RW-1 through RW-10) were added to the recovery system as recommend in the CAP. The Ferret pumps were replaced with more reliable QED bladder pumps. Additionally, because free product continued to be detected in monitoring well MW-1, a pump was installed in this well and it was connected to the free product recovery system. CAP figures depicting the system layout and details are included in Appendix B. Recovery wells RW-1 through RW-10 are constructed of 4-inch diameter PVC. Each recovery well extends to a total depth of 25 ft below ground surface (bgs) with a 15 ft screen interval from 10 to 25 ft bgs. Locations of the wells are depicted in Figure 2. Boring logs and well construction records for the recovery wells are included in Appendix C. H&H has monitored the performance of the free product recovery system since the system re- start in October 2012 by conducting monthly O&M visits. The system operation status, number of hours of operation, compressor pressure, and storage tank liquid volumes are recorded (Table 1). In addition, free product thickness measurements are collected from select site wells (Table 2). Starting in 2018, H&H began hand bailing free product from select monitoring wells during each O&M visit. An O&M log sheet is completed during each site visit and kept in a bound folder. As shown in Table 1, approximately 685 gallons of free product have been recovered since the full system start-up in October 2012. Based on data collected in September 2023, a Groundwater Contour Map is presented as Figure 3 which indicates a flow direction to the south, 7 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Tennessee Carolina Transport TCT/TCT CAPR 2023/19951_CA_RPTS_20231214_Corrective Action Performance Report (2).doc and the extent of free product is depicted in Figure 4. Due to the operation of the free product recovery system, water levels may not have been at equilibrium at the time of gauging. The overall groundwater flow is expected to be to the east towards the tributary. Product thickness versus time graphs are included in Appendix D. Apart from malfunctioning bladder pumps in recovery wells RW-5 and RW-6, the remediation system operated as designed during the reporting period. During the September 2022 O&M visit, the bladders in the pumps in recovery wells RW-5 and RW-6 were discovered leaking. Due to manufacturing delays, new pump bladders could not be obtained from the pump manufacturer until November 2022. The new bladders were installed in RW-5 and RW-6 during the November 30, 2022 O&M visit, and these wells are currently operating as designed. 8 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Tennessee Carolina Transport TCT/TCT CAPR 2023/19951_CA_RPTS_20231214_Corrective Action Performance Report (2).doc 5.0 Cleanup Progress Milestone As stated in the CAP, residual soil impacts above DEQ industrial/commercial MSCCs do not remain in unsaturated source area soils, and groundwater compound concentrations do not exceed DEQ GCLs. As a result, active remediation of site soils and groundwater was not proposed, other than free product recovery. As such, the primary goal of the remediation system is to remove free product. Once free phase product has been removed from the site and sampling results confirm that no groundwater contaminants are observed above GCLs, the site should be eligible for risk–based closure. Free product is defined by the UST Section as undissolved product accumulating to a thickness of 1/8 inch (0.01 ft) or more. Therefore, the objective of free product removal is to remove the separate phase product to a thickness of less than 0.01 ft. Although the volume estimates may not be accurate, estimating the free product volume is important to determination of the effectiveness of the recovery method over time. Estimating free product volume is difficult because monitor well thicknesses are different than formation product thickness. In the formation, free product floats on the capillary fringe which is not present in the monitor well. Free product drains into the monitor well, and the weight of the product can depress the water level in the well allowing more product to drain to the well. The free product thickness in a monitor well, often termed “apparent thickness,” measures the distance from the top of formation free product on the capillary fringe to the depressed water level in the monitor well. Therefore, the apparent thickness exceeds the formation free product thickness. The US EPA publication How to Effectively Recover Free Product at Leaking Underground Storage Tank Sites: A Guide for State Regulators (September 1996) presents various methods for estimating free product volume based on apparent (measured) thicknesses. One of these methods is referred to as the Method of de Pastrovich which is reported to be more accurate in finer grained soils, such as present at the subject site. This method estimates the formation free product thickness (Hf) from the apparent thickness (Ho) using the density difference between water (w) and gasoline (d) as follows: 9 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Tennessee Carolina Transport TCT/TCT CAPR 2023/19951_CA_RPTS_20231214_Corrective Action Performance Report (2).doc Hf = Ho (w - d)/ (d) Using this equation, the apparent thickness is 5.3 times higher than the formation thickness. Based on measurements collected on September 17, 2012 prior to system startup, the average apparent thickness was 1.5 ft, giving an average formation thickness of approximately 0.30 ft. During this time, the free product area covered approximately 17,476 ft2. Using this area, the calculated formation thickness of 0.30 ft, and an assumed total porosity of 0.2, the estimated volume of free product was approximately 1,049 cubic ft or 7,834 gallons (1 gallon of diesel = 0.1339 ft3) prior to system startup. A free product calculations table is included in Appendix E, and a figure depicting the extent of free product in September 2012 is included in Appendix F. For closure estimates, an average apparent thickness of 1/8 inch (0.01’) was assumed within the September 2012 area of the plume (17,476 ft2). While the free product area became smaller over time, the 2012 area was used in the calculation as a conservative estimate. Calculations indicate risk-based site closure may be achieved at approximately 52 calculated residual gallons, or a 99.33% reduction of the original free product volume. Based on this assumption, milestone projections were established for the site to compare estimated progress versus observed progress for the system over the current estimated cleanup timeline of twelve years (Table 3). In reality, DEQ may require that no monitoring well contain even 0.01’ of free product for incident closure. During the September 25, 2023 gauging event, H&H observed an average apparent product thickness of 0.10 ft. Using the same calculations as described above, the estimated volume of free product during the September 2023 gauging event is approximately 66 cubic ft or 496 gallons. Figures depicting the historical extents of free product are included in Appendix F. Current remediation performance monitoring requires milestones be established for the site. At the end of the time period described in this report, the system had just completed approximately eleven years of operation since startup in October 2012. The milestone for the eleventh year of active remediation indicates an estimated volume reduction of approximately 90% from the initial estimate. These data show that the system has been generally effective at removing free phase product and the current free product recovery milestone has been met (Table 3). It is important to note that because free product volume estimates are based on apparent free product thicknesses in the monitoring wells, the original and subsequent relative free product volumes and system recovery estimates appear to be overestimated. This is evidenced by a comparison of the total volume of free product recovered to the original and remaining estimated free product in the formation as summarized in Table 3. Some of this discrepancy may be associated with free product mass reduction associated with volatilization. H&H completed the installation and startup of a free product recovery system specified in the approved CAP in July 9, 2004. The system operated by removing only free product from two recovery wells. Due to a change in Trust Fund priorities, the free product recovery system was shut down on November 24, 2004. Ten additional product recovery wells and existing monitoring well MW-1 were added to the recovery system, and the system was restarted in October 2012. Apart from two leaking pump bladders that were replaced in November 2023, O&M data indicate that the treatment system is currently operating as designed. Approximately 685 gallons of free product have been recovered since system re-start in October 2012. The current system performance estimate, based on September 2023 gauging data, indicates a free product volume reduction of approximately 94% initial volume estimate. The average apparent free product thickness has decreased from 1.5 ft in 2012 to 0.10 ft in 2023. Although removing direct from silty soils is a slow process, these data show that the system has been generally effective at removing free phase product. The current free product recovery milestone has been met.
