Dear Ms. Drummond:
On behalf of C&D Landfill, Inc., ELM Site Solutions (ELMSS) herein submits requested information
for the above -referenced facility. Details contained in this correspondence are based on recent
discussions between the department and facility ownership. This information supports the
Corrective Plan Addendum (ELMSS, September 2023) prepared for Phase 1 closure which was
approved by the Solid Waste Section (SWS) on October 20, 2023.
Phytocap Implementation Schedule
The following schedule for construction of the phytocap is anticipated:
Preparation and Submittal of the Permit to Construct/Operate Application: 2/1/24 - 2/19/24
Soil Cover Placement and Stabilization: 2/5/24 - 2/23/24
Tree Purchase and Shipping: 2/19/24 - 2/23/24
Tree Installation: 2/26/24 - 3/8/24
Deer Deterrent Installation: 2/26/24 — 3/1/24
Phytocap Installation Certification Report: 3/30/24
Performance Monitoring Equipment Procurement and Installation: 2/5/24 — 3/29/24
Irrigation System Installation: 3/11/24 — 3/29/24

Financial Assurance Estimate
A financial assurance estimate will be provided under separate cover by February 29, 2024.
Per -and Polyfluoroalkyl substances (PFAS) Sampling
PFAS sampling occurred on September 12-13 and December 13-15, 2024. Results will be
provided in the December 2023 Semi -Annual Compliance Report with an anticipated delivery date
to the SWS in April 2024.
