The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. Proper signage was observed at the entrance to the facility.
2. All access roads were in good operational condition.
3. No objectional odors were detected off -site.
4. During the inspection active compost was observed on the northeast end of the concrete pad.
5. Compost meeting PFRP was observed on the northwest end of the concrete pad.
6. Observed two windrows in the field that had met PFPR and were curing.
7. It appears the required buffers are being maintained between the compost areas, property lines and
residences/dwellings.
8. The screener and bagging machine are in a building allowing facility staff to process material during inclement
weather.
Records Review
9. The current permit and operations plan is maintained at the facility.
10. Man-made inert tests were performed on 2/9/2023 and 8/15/2023 and pathogen tests were performed on
4/29/2023 and 9/24/2023.
11. Temperature logs were reviewed from 1/5/2023 to 12/29/2023. Temperatures appeared to be maintained at or
above the required temperature.
12. Waste Analysis reports were performed on 2/3/2023 and 7/20/2023.
13. The facility is diverting a portion of their feed stock to Orbit Energy in Charlotte, NC.
