The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On January 30, 2024, Chuck Kirchner met with Jason Tarkenton to conduct a comprehensive inspection of the A-1 Sandrock, Inc. C&D Landfill on Bishop Road in Greensboro, Guilford County.

1. The facility is a construction and demolition debris (C&D) landfill with a C&D treatment and processing (T&P)
operation. 2. The facility is in operation Monday through Friday 7:00 am – 5:00 pm and Saturday as needed. Saturday is open seasonally from March to October from 7:00am until 12:00pm.
3. The facility permit, site plan, and operations plan were discussed. 4. The facility permit approves the operation of C&D landfill Phases 1 through 4 and the T&P [LCID and concrete recycling] operation. Permit to Construct issued for Phase 3C and 4 has been approved.
5. The facility is accepting C&D in Phase 3, Cell C. 6. Phase 1 is covered with soil and contains vegetative ground cover. 7. The facility service area is located up to 50 miles from the landfill. Counties within the fifty-mile radius include: Alamance, Cabarrus, Caswell, Chatham, Davidson, Davie, Durham, Forsyth, Guilford, Lee, Montgomery, Moore, Orange, Person, Randolph, Rockingham, Rowan, Stanly, Stokes, Surry, nand Yadkin. 8. The facility is permitted to receive C&D, inert debris, land clearing debris (LCD), and (used) asphalt.
RECORDS REVIEW
9. The following are facility certified personnel:

10. The facility is required to conduct a minimum of three waste screenings a week. The facility currently conducts
one waste screening per day. Waste screening records were observed for January 4, 2023 through January 18, 2024. 11. The facility maintains semiannual groundwater and surface water monitoring and leachate test records submitted by SCS Engineers, P.C. and analyzed by Pace Analytical out of Huntersville, North Carolina. Records were observed for groundwater and surface water monitoring and leachate testing conducted in October 2022 and April 2023. An exceedance was indicated in each report. 12. The facility conducts landfill gas monitoring via twelve gas monitoring wells. Wells are located around the C&D landfill footprint. No building interiors are sampled as part of the landfill gas monitoring requirements due to a creek separating the landfill footprint from any structures at this facility. Sampling is conducted on site by Pace Analytical. Records were observed for February 9, 2023, June 5, 2023, August 10, 2023, November 30, 2023 and January 18, 2024. No exceedances were recorded.
13. Weekly soil cover logs were observed this inspection from January 12, 2022 through January 29, 2024.
14. The C&DLF unit is approved to accept up to 300 tons per day. The franchise agreement with Guilford County has been increased to 500 tons per day but until a new permit is approved the C&DLF unit may only receive 300 tons per day on average per the permit approved on May 20, 2021. The facility stopped giving discounts and is currently
receiving about 145 tons per day according to Mr. Tarkenton.
15. The facility maintains records of the quantity, type, and source of material received for processing. The total amount of material received from January 1, 2023 through December 31, 2023 is 76,220 tons of which
49,231 tons was C&D waste. This is down about 29% from the previous year. 16. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold or removed from January 1, 2023 through December 31, 2023 is 11,188 tons of recycled concrete material and 4,775 tons of mulch material. Some material brought onto site is outsourced from other producers and is sold by A-1 Sandrock, Inc at this facility. The outsourced material outbound quantity is not included in the Facility Annual Report or in these outbound quantities.

17. Mr. Tarkenton stated that there is currently approximately 12,000 tons of recyclable concrete material on site and approximately 7,000-8,000 cubic yards of LCD material on site. 18. The facility is no longer accepting asbestos and all asphalt is usually re-directed to the Blythe asphalt facility which is adjacent to the A-1 facility according to Mr. Tarkenton.
19. The facility provides two facility annual reports (FAR). One FAR is to fulfill the 41-17 C&D permit requirements and the other is to fulfill the 41-17 T&P permit requirements. Both reports dated July 31, 2023 were received by the Section. Material reported received from July 1, 2022 through June 30, 2023 is 53,747 tons of C&D material,
2,980 tons LCID material, 10,765 tons of concrete material and 1,020 tons of shingles. The amount of mulch and recycled concrete products reflects the incoming numbers since all the material is ground and sold according to Mr. Tarkenton. OPERATIONS INSPECTION of the FACILITY 20. The concrete collection and processing area is adjacent to the scale house. The LCD and clean wood are stored in Storage Area B & C. An area along Bishop Road has been graded out and is used to store mulch and stone material. 21. The facility is crushing concrete on an ongoing basis. A large amount of concrete was observed on site this inspection. The grinder is currently located at another facility but is expected to return to the Bishop Road facility soon and continue grinding operations according to Mr. Tarkenton. 22. A-1 has recently made an agreement with Greensboro Mulch who is currently purchasing a large amount of LCID
material from the A-1 facility according to Mr. Tarkenton. 23. LCID area and ground mulch observed in good condition. 24. No grinding of waste shall take place in the rain.
25. Only a small amount of processed material was observed on site during this inspection. Continue to keep 25’ fire lanes maintained around and between windrows of combustible material.
26. The facility shall cover solid waste with six inches of soil when the waste disposal area exceeds one-half acre and at least once weekly. Sufficient soil to be used for cover was observed near the working face this inspection.
27. The working face was small and compact. 28. Some concrete that had plastic material in it was separated out from the normal C&D loads. The plastic and concrete will be separated and the plastic will go into the C&D landfill and the concrete will be recycled according
to Mr. Tarkenton. 29. The landfill footprint is designated by edge of waste markers. Markers appeared in good condition. Ensure markers maintain line of sight connectivity and are maintained as needed throughout life of the facility.
30. Repair and stabilize rills on east side of the facility as discussed at the landfill. 31. Ensure all exposed waste outside the working face is covered with a minimum of 6” soil as discussed at the landfill. Especially the Abbey Green dirt used to cover the south side of the landfill. 32. The facility is required to maintain unobstructed pathways so that groundwater wells, landfill gas monitoring wells and surface water sampling locations remain accessible. During this inspection wells observed were regularly maintained and easily accessible. SUPPORTING COMMENTS 33. Remove accumulated sediment from diversion swales around the landfill and repair and stabilize as needed.
34. Ensure erosion rills on the landfill cap are repaired and stabilized accordingly. 35. The laydown area on the north side of the facility is used to store recycled concrete and LCID material. In addition, outsourced mulch, quarry stone and sand are sold from this facility.
36. The facility has a 2,200-gallon water truck which can be used for dust control.
37. The Pinecroft Sedgefield Fire District can be contacted to address an emergency at the facility.
