Dear Mr. Spain:
On September 14, 2023, Ms. Amanda Thompson, representing the State of North Carolina, Division of Waste
Management Solid Waste Section (Section) inspected the above referenced facility. Atthe time of the inspection,
Section staff observed unacceptable wastes within the waste stream, an operations area greater than the
allowed 2 acres, and waste deposited within water. A Notice of Violation was sent via certified mail on September
25, 2023. A follow up inspection was conducted on October 24, 2023. The Section determined that the
unacceptable wastes had been removed and waste had been removed from the water. The waste within the 2-
acre notification had been processed and removed, however, the waste in the northwestern portion of the
property had not been processed. An extension was granted. An additional follow-up inspection was conducted
on January 30, 2024. The Section observed that the waste in the northwestern portion of the site had been
process and Mr. Spain was in the process of utilizing the ground vegetative waste as an amendment to his other
properties.
This letter serves to confirm that the requirements of the Notice of Violation dated September 25, 2023, have
been satisfied and the violation(s) have been corrected. Thank you for your cooperation in this matter. If you
