PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Page 1 of 5 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The permit, operations plan, cover logs, and waste screenings were on -site and reviewed during this inspection. 4. The facility has certified personnel on site during the hours the site is open to the public. Two certificates will expire in the next few months. Please ensure that the personnel are signed up for upcoming training classes. The access around the facility is stable and no soil erosion was noted. 4204-INDUS-1994 6. Some small woody vegetation was observed on the side slopes. Ms. Thompson stated that the trees must be mown or removed before they could grow in size. The landfill should be mown at a minimum of twice per year, or as often as needed, so that the landfill could be properly inspected for issues and to help keep woody vegetation at bay. 4204-Transfer-2013 7. The condition of the tipping floor is consistent with the daily operation of the facility. All waste is removed from the tipping floor at the end of the operating day. The tipping floor is also washed at the end of the operating day. 8. The transfer station had recently been power washed. 9. The exterior sheet metal had been repaired. 10. Minimal windblown waste was observed near the transfer station. Waste was identified within the transfer trailer bay and was consistent with daily operations. 11. Electronic goods are stored within a building, adjacent to the white goods and metal recycling area. The electronics have been palletized and will be picked up once the facility has enough pallets to fill a trailer. Continue to ensure that the electronic goods are stored upright to minimize glass breakage. 12. The metal recycling pile was small and well managed during this inspection. Yard Waste Area 13. No unacceptable wastes were observed within the yard waste area. Mr. Pike said that any unacceptable wastes are removed and placed in containers as they are observed. 14. The unground vegetative waste was identified to be in one large pile. Ms. Thompson recommended that the vegetative waste be windrowed into smaller piles with fire breaks. 15. Several areas of standing water were observed within the yard waste area. It is recommended that the area be graded so that water is shed from the area. 16. The facility is continuing to utilize the old mulch pile on -site or transport off -site for utilized by other facilities. 4204-MSWLF-1981 17. The side slopes of the closed MSWLF and CDLF-1998 Area 1 were properly mowed and maintained. The sides slopes of the CDLF Area 2 had been properly sloped and covered with mulch. Grass was beginning to grow along the side slopes. 19. A stockpile of cover soil was also staged adjacent to the CDLF. 20. Digital pictures were taken during the inspection.
