Permit Amendment PTC/PTO, Cell 2 Expansion issued December 19, 2006.
PTO issued October 8, 2018.
PTO expired on October 8, 2023. Permit renewal paperwork was submitted on October 5, 2023.
PURPOSE OF SITE VISIT:
Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
A. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of
three horizontal to one vertical at any time."
During this inspection, it appeared that several areas of the side slopes were greater than the three horizontal to one
vertical slope ratio. This had also been identified in previous inspection reports.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is a land clearing and inert debris (LCID) landfill.
2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency
and the permit number.
3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday
through Friday from 7:30AM to 5:30PM. Saturday hours will vary seasonally from full days, partial days, to
closed.
4. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
5. The facility is not currently burying waste within the LCID. Mining and grinding operations are taking place on
top of the LCID.
6. The facility had mown and removed woody vegetation from the side slopes. Continue to mow and remove woody
vegetation from the side slopes.
7. Several areas of standing water were observed on the top of the LCID, in between some of the LCID and crushed
concrete waste stockpiles. The LCID needs to be graded so that water is shed from the top of the LCID.
8. The access roadway had been mown so that vehicles could access the roadway.
9. Digital pictures were taken during the inspection.
