ADDITIONAL COMMENTS
On January 25, 2024, Chuck Kirchner met with Mike Spencer, Brian Norris and Brad Embry to conduct a
comprehensive inspection of the City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford County.
1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material. 3. The facility is permitted to create engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment Plant (WWTP) is approved for use in the engineered soil mix. 4. Mr. Spencer stated WWTP ash has been removed from the permit renewal submission. 5. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm. The facility may expand operational hours in the spring. Permit modification is not required to expand hours.
6. The facility permit, site plan, and operations plan were discussed. 7. The facility receives yard waste from the City of High Point collection operations and from businesses and residents. 8. The City of High Point collects leaves annually from about November through January. 9. Material is generally received from Guilford County. 10. The compost and mulch produced is sold to the public, landscape companies, builders, etc. and used for City projects. 11. The center laydown area still has some old asphalt paving. The City of High Point has allocated funds to repave the laydown area. The city has postponed construction until June or July, according to Mr. Spencer. 12. The front portion of the facility is used to store screened compost, mulch, leaf mulch, and engineered soil. 13. Mulch is ground and put into windrows near the scale house on the north side of the facility. Leaf
material is staged south of the compost windrows. Leaf material is currently ground and added into the compost mix. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard waste storage and active composting and curing.
14. Compost windrows appeared to be properly sized. All windrows shall be approximately twelve feet wide at the base and six feet in height and compost windrows are separated by a twenty-five-foot fire lane. 15. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months. 16. Grass clippings are generally received at the facility from March through October. 17. The facility maintains windrow temperature records. Mr. Taylor stated that temperatures are typically taken on each windrow on Tuesday, Wednesday and Thursday of each week. 18. Temperatures of the windrows are taken from the center of the compost pile every fifty to sixty feet.
19. Temperature records were observed for July 3, 2023 through January 24, 2024.
20. All windrow records have temperatures taken on Monday, Wednesday and Friday. Compost records shall show recorded three consecutive days of temperatures above 131℉ as discussed in the field.
21. The facility maintains two temperature probes used for windrow temperature readings.
22. Thermometer calibration records observed this inspection. Thermometers calibrated on September 25, 2023. Temperature adjustments were recorded on the calibration records.
23. Routine waste screenings of the received waste is conducted at the scale house where vegetative material is dropped off.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

24. The facility maintains records of the quantity, type, and source of material received for processing. The amount of material received from January 1, 2023 through December 31, 2023 is 10,553.94 tons. 25. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold or removed from January 1, 2023 through December 31, 2023 is 10,981.59 tons. 26. Mr. Embry stated that there is currently approximately 2,900 tons of material on site.
27. The facility annual report (FAR) dated July 21, 2023 was received by the Section. Material received for July 2022 through June 2023 is 19,788.53 tons. The amount of compost, mulch, and topsoil created is 19,788.53 tons, the amount sold is 11,250.29 tons, the amount stockpiled is 2,849.78 tons, and the amount used internally/not marketed is 299.79 tons. 28. The facility operates under NPDES permit # NCG240000, effective July 1, 2022 which expires June 30, 2027.
29. There were no odors detected at the facility. 30. The facility appeared to be graded appropriately to ensure positive stormwater drainage. Continue to grade as needed to ensure positive drainage away from the windrow material.
31. The following personnel have completed compost training: a. Brian Norris, Certificate of Completion of the 40 Hour Compost Operations Training Course dated
September 13-15, 2023. b. Brad Embry, Certificate of Completion of the 40 Hour Compost Operations Training Course dated September 13-15, 2023.
32. Discussed additional compost training with Mr. Spencer. Per 15A NCAC 13B .1406(19)(i) Compost Training in accordance with G.S. 130A-309.25(c) shall be required every five years.
33. The City of High Point Fire Department can be contacted to address an emergency at the facility. 34. The facility is secured by a metal gate with lock. Personnel are on site during operating hours.
35. Access roads are of all-weather construction. 36. The facility has proper signage. 37. The facility is also a conditionally approved Temporary Debris Storage and Reduction site (TDSR, DS41-001). Disaster debris shall be managed within the parameters of the facility permit. 38. The disaster debris area is clear and has adequate access to this area if needed.
