The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday
and Saturday from 7:30 am until 12:00 pm.
4. The transfer station walls were covered with dirt and grime and are in need of cleaning. Mr. Beane stated that the
facility utilizes a fire hose, which had recently broken, to wash the walls of the facility. As per 15A NCAC 13B
.0405 (11), the tipping floor, the truck loading bays shall be cleaned with a pressure washer no less than once
per month and the remaining areas of the transfer station building including side walls and any material
storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year.
Ensure that the entire transfer station is cleaned no less than twice per year. Cleaning and maintenance
records shall be maintained and made available to the Division upon written request.
5. The tipping floor had been replaced in November 2023.
6. Waste was observed within the exterior leachate drains. Mr. Beane stated that staff had been instructed to check
and clean out the leachate drains every day.
7. Damage to the sheet metal above the transfer trailer loading bay was observed. Mr. Beane stated that facilities
management was looking to replace the metal sheeting.
8. Windblown waste was observed near the transfer trailer loading bay. Waste was also observed on the floor of the
transfer trailer loading bay. Ms. Thompson stated that all waste needed to be picked up at the end of the operating
day. Mr. Beane provided the Section with photographs of the windblown waste having been removed by the end of
the operating day.
9. All leachate dripping from trailers was contained within the paved area of the leachate collection system. Continue
to ensure that any leaking trailers are parked within the paved area of the leachate collection system and that the
leaks are stopped prior to the trailer leaving the facility.
