The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on January 11, 2023.
2. The facility is open to the public Monday, Tuesday, Thursday, Friday, and Saturday, 8:00 am to 4:55 pm. The
facility is closed on Wednesday.
3. The facility was secured by gates and fencing to prevent unauthorized entry.
4. Signage showing name of the site, operating hours, emergency contact information, permit number, and that
hazardous and liquid waste cannot be accepted at the site is installed at the entrance of the facility. The facility
recently replaced the Signage, and the permit number is incorrectly displayed as 22021 instead of the proper
permit number 2202T. Update the sign to reflect the proper permit number.
5. The roads were of all-weather construction and were being maintained at the time of inspection.
Records Review
6. Certified Transfer Station Operation Specialists:
• Kevin Shaheen (expires August 27, 2025)
• William Allison (expires October 14, 2024)
• Steven Myers (expires September 14, 2026)
• Ricky Rogers (expires November 17, 2026)
7. Tonnage records were reviewed from the FY-2022-2023 Facility Annual Report. The facility received 5419
tons of waste from July 1, 2022 to June 30, 2023.
8. Leachate pumping records were available for review. The facility contracted with Sodbusters on August 1,
2022, October 20, 2022, January 12, 2023, February 8, 2023, March 27, 2023, May 30, 2023, July 20, 2023,
August 12, 2023, and October 10, 2023 to pump and haul leachate.
9. Cleaning and maintenance records were available for review. The push walls, tipping floor and truck loading
bay are being cleaned no less than once per month by facility staff. The facility is contracting with Woody's
Full Blast Pressure Washing for the cleaning of the sidewalls and waste handling areas.
10. Site staff are receiving the eight hours of annual training updates as required by 15A NCAC 13B .0405(a)(7)
and records were available for review.
Operations Inspection of the Transfer Station (2202T-TRANSFER-1997)
11. Windblown litter was minimal and well managed at the time of inspection.
12. No unapproved waste was observed on the tipping floor at the time of inspection.
13. No waste was observed behind the push walls and the area is cleaned on a daily basis.
14. The trench drains in the loading bay and loaded trailer parking area appeared to be clear and working properly.
15. Spalling was observed on the tipping floor and aggregate was visible. Continue to monitor the floor and if any
rebar becomes exposed, contact the Section, as a repair plan will be necessary.
16. Two loaded trailers were on site at the time of inspection, one in the covered trailer parking area and one parked
on the gravel to the southeast of the transfer building. Trailer T166011 which was moved from the loading bay
to the covered trailer parking area during the inspection appeared to have a small hole in the floor and leachate
was observed leaking. Trailer T166011 should be removed from service and repaired before it is used
again.
17. The leachate holding tank was observed and appeared to be functioning as designed.
Operations Inspection of the White Goods, Tires, and Recycling Convenience Center Areas
18. One tire trailer was staged behind the transfer building to receive incoming scrap tires; no tires were stored
outside the trailer at the time of inspection.
19. Scrap metal and white goods are collected on a concrete pad next to the recycling convenience center. White
goods containing refrigerants were stored separately and upright to prevent the accidental release of
refrigerants.
20. The recycling convenience center is located to the southwest of the transfer building. The facility collects
plastic bottles, cardboard, office paper, aluminum cans, steel cans, white goods, scrap metal, used oil, oil filters
and antifreeze. The area was well managed at the time of inspection.
