January 23, 2024 North Carolina Department of Environmental Quality Division of Waste Management Solid Waste Section 2090 U.S. 70 Highway Swannanoa, NC 28778-8211 Attn: Ms. Sarah Moutos (submitted electronically) Re: Subsurface Geotechnical Exploration - Supplemental Investigation Proposed Canal Road Landfill PN: 3623-INDUS-XXXX Allen Steam Station 253 Plant Allen Road Belmont, Gaston County, North Carolina Dear Ms. Moutos, 525 S Tyron Street Charlotte, NC 28202 DEP36A Duke Energy Carolinas, LLC (Duke Energy) request approval from the Division of Waste Management (Division) for a supplemental bedrock and hydrogeologic investigation to support design and permitting of the proposed Canal Road Landfill (CLF) [3623-INDUS-XXXX] at the Allen Steam Station. This supplemental exploration includes additional bedrock coring, hydrologic testing, and piezometer installation in the vicinity of the proposed CLF. The attached figures and table were prepared by AECOM on behalf of Duke Energy and include historical, existing, and proposed investigation locations. A total of four additional subsurface investigation locations are proposed as shown on the attached figures and summarized in the attached table. Although not specifically required per the applicable subchapter 13B of the North Carolina Administrative Code, Duke Energy understands some existing landfill facilities in our fleet have permit requirements for a Licencesed Geologist to supervise groundwater well installations. For clarity, Duke Energy request approval from the Division to install four additional piezometers supervisied by a qualified geotechnical field support that is under the direct supervision of and in contact with a Licensed Geologist. The four additional piezometers will be installed by a North Carolina licensed well contractor in accordance with subchapter 02C of the North Carolina Administrative Code.
