OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance to the facility.
2. The facility is permitted to receive solid waste generated within Rowan County and out of county waste within
the State of North Carolina. The facility receives waste from Cabarrus County, Davidson County, Davie
County, Iredell County, Gaston County, Forsyth County, Stanley County, Mecklenburg County, Guilford
County, Wake County, and Rowan County.
3. The facility is currently working in Phase 4.
4. Edge of waste markers were observed.
5. The working face was small and compact.
6. One tire was observed below the toe of the working face. Mr. Boyd stated he would make sure facility staff
remove it and take it to the tire collection area.
7. The facility utilizes synthetic tarps as daily cover and soil once a week.
8. Facility staff were actively hauling and applying soil during the inspection.
9. Windblown was observed along northwest side slope of Phase 4. The waste observed appeared to be no more
than from daily activities. Mr. Boyd stated that all windblown will be collected by the end of the working day.
10. Facility staff were actively picking up windblown waste during the inspection.
Mulching and Grinding (T&P area)
11. No unacceptable waste was observed in this area.
12. Material is ground twice a year.
13. Mulch is not distributed to the public.
White Goods, Scrap Metal Collection and Bottle Glass
14. The area is well maintained.
15. White goods and scrap metal are loaded into a large roll -off container which is transported by the contractor to
their facility for CFC removal and recycling. The current contractor is Foil's Recycling, located in Harrisburg,
NC.
16. The county has negotiated with Strategic Materials Inc. to use their facility glass bunker to temporarily store
glass from Strategic's routes. Once a month facility staff load a trailer to be picked up by Strategic Materials
Inc. to be recycled in Wilson, NC.
Tire Collection
17. The area is well maintained, and tires are stored in U.S. Tire semi -trailers.
18. Scrap tire certifications are collected at the scale house and facility staff direct citizens to the tire collection area
to unload tires into the trailer.
