ADDITIONAL COMMENTS
On January 18, 2024, Chuck Kirchner met with Drew Hinkle and Jason Atkins to conduct a comprehensive inspection of the WI Burnt Poplar Transfer, LLC – Burnt Poplar Transfer Station located on Burnt Poplar Road in Greensboro, Guilford County. 1. The facility is a permitted municipal solid waste (MSW) and construction and demolition debris (C&D) transfer station with recyclable and recovered materials operations. 2. The facility is owned by GFL Environmental which acquired Waste Industries USA, Inc. on November 15, 2018. 3. Stella Environmental operates the transfer station and hauls MSW to the disposal facility. 4. The scale house is operated by GFL Environmental personnel. 5. The facility is open Monday through Friday 6:00 am to 6:00 pm and Saturday as needed.
6. The facility permit, site plan, and operations plan were discussed. 7. The following, at a minimum, must not be accepted for disposal at the facility: hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined
in 40 CFR 761, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f). 8. A container is kept on site for pallets and a separate covered container is kept on site for tires which are separated from waste brought to the transfer station.
9. The facility is permitted to receive non-hazardous solid waste as defined in N.C.G.S. 130A -290(a)(35) which is generated within Guilford, Davidson, Forsyth, and Randolph Counties and in consistent with the Operations Manual (DIN 27106), except where prohibited by North Carolina General Statutes Article 9 of Chapter 130A and the 15A NCAC 13B rules. MSW is currently only being received from Davidson, Forsyth and Guilford Counties. 10. The facility transports solid waste for disposal at the Uwharrie MSW Landfill (62-04) in Montgomery County. 11. The following are facility certified personnel: a. Richard Gales, certified Transfer Station Operations Specialist, TS-2020001, exp. 01/17/26. b. Eric D. Brown, certified Transfer Station Operations Specialist, TS-2020046, exp. 07/17/26. c. Darrell Bennett, certified Transfer Station Operations Specialist, TS-2023030, exp. 03/10/26. 12. The facility maintains records of the amount of MSW throughput. The tonnage received inbound from July 01, 2023 through December 31, 2023 was 33,2222 and outbound tonnage was 32,700 for the same period.
13. Mr. Atkins stated that the facility receives an average of ~ 242 tons/day of MSW waste.
14. The facility annual report (FAR) was received by the SWS, dated July 14, 2023. Tonnage received July 2022 through June 2023 is 66,721 and the tonnage shipped out is 66,721.
15. Recyclable and recovered materials are not received at this facility. 16. The facility is required to conduct at least one waste screening per week but not less than 1% by weight of the
waste stream entering the facility based on the previous week’s total. 17. Waste screening reports were verified for June 1, 2023 through January 17, 2024. 18. During the inspection, there were five empty transfer trailers on site in addition to the one that was currently being filled in the transfer station. Two additional transfer trailers were set aside and undergoing maintenance. 19. The transfer trailers were inspected and appeared to be in good condition.
20. Any leaking from trailers is considered leachate and shall be collected and emptied into the leachate collection system. 21. Mr. Atkins stated that the facility ships out about 10 transfer trailers daily.
22. A small amount of windblown material from the day’s operations was observed on site during this inspection. Windblown material must be collected by the end of the day and may not be allowed to leave the property boundary.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

23. Leachate from the tipping floor is designed to drain through three rectangular holes in the rear push wall. The
design allows leachate to drop into the load out bay and flow into the [load out bay] drains. Ensure the leachate drain holes in the push wall are maintained such that leachate freely flows into the load out bay. 24. The leachate drains observed in the loadout bay appeared functional.
25. Leachate from the facility flows through two particulate settling tanks then into a collection tank. The leachate collection tank discharges to the City of Greensboro sanitary sewer.
26. Safety Kleen last pumped particulate from the leachate particulate settling tanks October 6, 2022. The particulate tanks are regularly inspected and cleaned out when needed. 27. Material shredding or grinding is not permissible at the facility.
28. Concrete crushing is permissible at the facility. No crushing is conducted at this facility. 29. The City of Greensboro fire department can be contacted to address an emergency at the facility. 30. The facility has four fire extinguishers located at the transfer station building, one fire extinguisher inside of the scale house, and a water hose located at the transfer station building. 31. The fire extinguishers were inspected by NC Fire Extinguisher, Inc. Fire extinguishers were last inspected in May of 2023 and Mr. Hinkle inspects the fire extinguishers monthly. 32. Stella Environmental maintains a first aid kit with a portable eyewash station in the scale house. 33. The facility has all-weather access roads. 34. The facility is secured by a locked gate.
