The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on January 4, 2024 unless otherwise noted.
2. The facility is permitted to receive construction or demolition debris or waste as defined in NCGS 130A-
290(a)(4), inert debris as defined in NCGS 130A-290(a)(14), recyclable materials as defined in NCGS 130A-
290(a)(26), and special wastes defined in NCGS 130A-290(a)(40).
3. The facility is secured by gates and fencing to prevent unauthorized access.
4. Signs were posted at the entrance of the facility stating the types of materials the facility can and cannot accept,
name and permit number, hours of operation, and emergency contact information.
Records Review
5. The permit and operations plan were available for review upon request.
6. Certified Transfer Station Operations Specialists:

7. Waste Screenings from October 3, 2022 to January 3, 2024 were available for review. The forms document the
types of material being screened as well as photographs of the load. Please ensure that the forms document
the final disposition of any unacceptable waste that is encountered.
8. Tonnage records were provided by email. The facility received 14,845.99 tons of material for processing from
Julyl, 2023 to December 31, 2023.
Operations Inspection of the Treatment and Processing Facility (4508-TP-2020)
9. The tipping floor slopes to the center of the building where the leachate drain is located. The facility has had
issues with the original grates being damaged during normal operations. The facility has placed washed 57
stone in the trench drain to facilitate drainage. No leachate was observed outside the containment area at the
time of inspection.
10. The push walls and tipping floor were in good condition at the time of inspection.
It. The facility found a creosote treated telephone pole in a recently dumped load. Facility staff moved the pole to
the side of the tipping floor and staff stated that it would be taken for disposal at a facility that was permitted to
receive that material. Continue to remove unapproved material from incoming loads and dispose of them
at a properly permitted facility.
12. During the inspection a waste company brought a roll -off container full of waste to the facility for disposal.
Upon opening the container, plastic auto parts were observed. Before the driver dumped the load, facility staff
alerted the driver that the facility could not accept that type of material. Staff directed the driver to a facility
that could accept that type of waste.
13. Windblown litter was observed to the southeast of the loading area in the land clearing debris stockpile.
However, facility staff were actively picking up litter and staff sent photographs of the area after the inspection.
14. The facility has a dumpster where tires that are found in the incoming waste stream are stored before being
taken for proper disposal. 15A NCAC 13B .1107 O states in Bart: "Whole and partial scrap tires capable of
holding water shall be covered upon receipt with a water shedding material or disposed of, processed, or
removed from the site within ten days of receipt. " Cover the tires with a tarp or other water shedding
material to control mosquitoes and protect public health and welfare. Facility staff sent photographs after
the inspection showing that the tires had been covered.
15. Wood is stored and ground on the west side of the facility. Ground material is then moved to the east side of
the facility where it is stockpiled to await shipment out as boiler fuel. A majority of the unground stockpile
consisted of crates constructed out of engineered wood. Please remember, engineered wood can only be
ground for boiler fuel and CANNOT be used for landscaping mulch.
16. Shingles are stockpiled adjacent to the wood stockpile. Some wood has become intermingled in the shingle
stockpile. Ensure that the stockpiles remain segregated to prevent cross contamination of materials.
