Suttell, NC L.G., enior Peer Revi Subject: Allen — North Starter Landfill Piezometer and N As authorized by Duke Energy Carolinas, LLC (Duke Energy) and in coordination with Geologic Exploration, Inc., SynTerra has completed piezometer abandonment activities in preparation for ash basin closure and Industrial Landfill expansion activities at the Allen Steam Station (Allen, Site, or Station) located at 253 Plant Allen Road in Gaston County, North Carolina. MONITORING WELL AND PIEZOMETER ABANDONMENT On March 7 and May 15, 2023, SynTerra personnel oversaw the abandonment of four piezometers (Table 1). The abandonments were performed by a licensed North Carolina driller (Geologic Exploration, Inc., #A-4121) in accordance with North Carolina Administrative Code Title 15A, Subchapter 02C (02C), Well Construction Standards. Attached to this letter are the North Carolina Department of Environment and Natural Resources (NCDENR) (now named the North Carolina Department of Environmental Quality) — Division of Water Resources (DWR) Form GW-30 well abandonment records completed by the drilling contractor for each of the four abandoned piezometers. Prior to abandonment, the total depths of each piezometer were measured, and it was determined that no obstructions were present that could interfere with abandonment operations. After abandonment activities, the protective surface coverings, bollards, and concrete pads were removed to near surface grade.
