Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste John Frazier, Nash County Solid Waste Ben Barnes, Nash County Solid Waste William Hill, Nash County Health and Human Services Director STATUS OF PERMIT: 6401-MSWLF-1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021. PURPOSE OF SITE VISIT: Technical Assistance Meeting and Introduction to John Frazier STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 3 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: This was a technical assistance meeting requested by Mr. Bill Hill, Nash County Health and Human Services Director, to introduce Mr. John Frazier the new Nash County Solid Waste Manager. This technical assistance meeting was to walk Mr. Frazier through an inspection and to answer any questions that he may have. 6401-MSWLF-1983 1. Edge of waste (EOW) markers were visible from one to the next. 2. Portions of the side slopes were becoming overgrown with vegetation. Some woody vegetation was observed within the edge of waste markers. Ms. Thompson stated to Mr. Frazier that the landfill should be mown as often as necessary to allow for proper inspection but must be mown twice per year at a minimum. The woody vegetation must also be removed from the side slopes. Mr. Barnes stated that the tractor and brush hog had been repaired, however, staff had not yet had a chance to mow the side slopes. Prior to mowing the side slopes, please monitor for wetness so that the tractor does not leave ruts and damage the cap. Mow and maintain the side slopes to allow for proper inspection. 3. No new areas of ATV tracks were observed up the side slopes of 6401-MSWLF-1983. Numerous No Trespassing signs have been posted in areas utilized for unauthorized access. Continue to attempt to deter the ATVs from accessing the landfill. 6403-CDLF-2000 4. Vegetation had been established over a majority of 6403-CDLF-2000 Phase 4. Some woody vegetation was observed along the side slopes of the closed portion of the CDLF. The vegetation along the northern and eastern drainage ditches of Phase 4 had become overgrown. Ensure that the overgrown and woody vegetation is removed from the side slopes and drainage ditches as often as needed to allow for proper inspection and functioning. 5. Several erosion rills were identified along the side slopes of CDLF Phase 4. The rills should be repaired and seeded. Additional seeding of the entirety of Phase 4 may be needed to prevent additional erosion. 6. An area of standing water was observed near the southwestern corner of the CDLF Phase 4. Ms. Thompson stated that the area would need to be graded to shed water from the area. Monitor and grade areas as needed so that water is shed and not impounding over the waste. 7. The initial lift of Phase 4 has been completed. The facility is in the process of tying Phase 3 into Phase 4. The working face was small and compact. The facility has a contract in place with an outside contractor to haul cover soil to the working face. Mr. Frazier stated that the cover logs are maintained by the operator who pushes the cover soil over the waste. Continue to ensure that the working face is covered at a minimum of once per week. 8. The metal recycle stockpile was small and of manageable size during the inspection. Continue to manage the metal recyclables in accordance with the operations plan. 9. Windblown waste was observed on Phase 4 and adjacent to the metal recycle stockpile. Ms. Thompson stated to Mr. Frazier that the windblown waste should be picked up daily. Mr. Frazier stated that the waste would be picked up throughout the facility. Additional cover soil would be placed over the windblown/exposed waste on Phase 4. 10. Some overgrown vegetation was observed on the side slopes of sediment basin to the north of CDLF Phase 4. Mr. Barnes stated that he has been conducting weekly inspections of the stormwater basins to monitor their conditions and outfalls. Maintenance issues would also be noted during the inspections. Maintenance and repairs should be completed as needed to ensure the proper functioning of the stormwater basins. 11. The tires have been laced within trailers for transport to Central Carolina Tire. The permit, operations plan, training records, and waste screening records were readily available, however, were not reviewed during this inspection. Mr. Frazier stated that the cover logs and waste screening records are maintained by the operator at the working face. 11. Digital photographs were taken during the inspection.
