Subject: 2023 Second Semi-annual Leachate Sampling Results
Retired Ash Basin Ash Landfill, Phase I, Cells 1 and 2, Permit #36-12
Allen Steam Station
Gaston County, North Carolina
Dear Ms. Moutos:
526 South Church Street
Charlotte, NC 28202
Mail Code: DEP-36A
In accordance with the current landfill Operations Plan, Duke Energy Carolinas, LLC (Duke Energy) is providing
the results of semi-annual leachate sampling for the Allen Steam Station (Allen) Retired Ash Basin (RAB) Ash
Landfill located in Gaston County, North Carolina.
On September 13, 2023, leachate samples were collected from the leachate collection system at sample ports
for Cell 1 and Cell 2 as depicted on Figure 1.
Samples were collected by Duke Energy personnel. A summary of sampling results can be found in Table 1.
Laboratory analytical and field forms are provided as Attachments 1 and 2, respectively. Please note that this
was the first leachate sampling event for the Allen RAB Ash Landfill utilizing the harmonized constituents and
analytical methods approved by the Section on March 20, 2023. Per the harmonized list, calcium lithium,
magnesium, and molybdendum were included in this sampling event, in addition to the historical Allen RAB
Ash Landfill leachate parameters. Since this sampling event comprises only leachate, the parameters tested are
not bound by state groundwater or surface water standards.
The Allen RAB Ash Landfill leachate is sampled semi-annually, typically during the March and September
timeframes. The next landfill leachate sampling event will occur around March 2024 with documentation to
follow.
If you have any questions or concerns, please contact me at 704-382-7171 or at.Courtney.Murphv@duke-
energy.com.
Sincerely, r

Order # J23090222
Qualifiers:
J Analyte detected above the MDL, but below the RL. Analyte concentration should be considered an estimate.
M Matrix Spike and/or Matrix Spike Duplicate recovery was outside of the control limits. The associated Laboratory Control
Spike (LCS) recovery was acceptable.
M4 The spike recovery value was unusable since the analyte concentration in the sample was disproportionate to the spike level.
The associated Laboratory Control Spike recovery was acceptable.
