The certification number for East Coast Environmental, P.A. is C- 136 Underground Storage Tank Closure Report Ingleside Grocery 3573 NC 39 Highway North, Louisburg Franklin County, North Carolina East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 4 B SITE HISTORY AND CHARACTERIZATION B.1 UST Owner and Operator Information General information regarding Underground Storage Tank (UST) history and ownership is displayed in Table 1 in Appendix II. B.2 UST Information The subject UST was constructed of single walled fiberglass coated steel and was registered with the North Carolina Department of Environmental Quality (NC-DEQ) UST Section. The NC-DEQ UST database reports that the subject UST was installed during December 1998. Product piping associated with the UST system was single walled fiberglass. See Appendix I, Figure 2 for Site map indicating former UST system location. The UST, associated product line and product dispenser were removed as part of the closure activities. There are no longer any petroleum UST systems located on the Site. General information for the UST removed from the Ingleside Grocery (hereinafter referred to as the “Site”) is based on historical information obtained from the NC-DEQ Registered UST database and observation made while the UST system was being removed and from Site representatives. This information is displayed in Table 1 in Appendix II. B.3 Non-UST Information Two 10,000-gallon petroleum Aboveground Storage Tanks (ASTs) remain at the Site and are used for the storage of gasoline and diesel fuel. See Appendix I Figure 2 for AST locations B.4 Historical Petroleum Release Descriptions The Site once contained two previous petroleum USTs, (2,000-gasoline and 550-gallon heating oil) which were removed during December 1998. Multiple releases were reportedly detected under the 2,000-gallon gasoline as the analytical results for soil samples collected from under the tank, lines and dispenser reportedly showed GRO at concentrations in excess of the NC-DENR action levels. No petroleum contaminated soils were reported to have been excavated as part of the 1998 closure activities. Finally, no UST closure report was available for review for the UST system from 1998, however based on ECE’s observations made during the October 2022 closure event it is likely that the tank removed during 1998 and the tank removed during 2022 shared the same product dispenser location. Underground Storage Tank Closure Report Ingleside Grocery 3573 NC 39 Highway North, Louisburg Franklin County, North Carolina East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 5 A release of approximately 50 to 100-gallons of gasoline from the AST system was also reported during 2008 when a product line was damaged by a delivery truck. In response 123-tons of gasoline contaminated soil was removed and transported offsite for treatment and disposal. B.5 Site Characteristics The Site is currently occupied by the Ingleside Grocery (Figure 1). The immediately surrounding properties are currently being used primarily for commercial and residential purposes. As sated previously, the Site reportedly contained petroleum UST systems prior to the one that is the subject of this closure report, however no new UST systems are planned for installation on the Site. The NC-DEQ database reports that the subject UST system was installed during 1998 and there is record of a petroleum release incident (Incident #20881) associated with either a 2,000-gallon gasoline UST previously removed from the Site during 1998 or the release from the gasoline AST in 2008. The Site has an approximate elevation of 530-feet above mean sea level (MSL) and the Site and surrounding area slopes gently downward to the southeast. Locally, groundwater is expected to flow to the southeast as well. No subsurface utilities were observed in the excavation while removing the UST system. The Geologic Map of North Carolina1 locates the Site as being underlain by foliated to massive granitic rock of the Raleigh Belt Physiographic Province. Further, the Geologic Map describes the granitic rock as “metacystic to equigranular”. Observations made by ECE during removal of the UST system revealed that this location is underlain by yellow- orange clayey silt to approximately eight feet below land surface. Neither groundwater nor rock was observed at the bottom of the excavation. The Site and some surrounding properties continue to utilize well water as their water supply with no alternate water supply currently available for the area. The closest in-use supply well is located on-Site and approximately 70-feet north of the 2,000-gallon UST that is the subject of this closure report. In addition, there are also as many as fifteen additional water supply wells located within a 1,000-foor radius of the Site. Underground Storage Tank Closure Report Ingleside Grocery 3573 NC 39 Highway North, Louisburg Franklin County, North Carolina East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 6 C UST CLOSURE C.1 Preparations for UST Closure A UST-3 (Notice of Intent) form was prepared and submitted to the NC-DEQ Raleigh Regional Office and NC- DEQ Central Office before removal of the subject UST system. C.2 UST Residuals Remaining residuals liquids were removed from the tank by Creekside Land Development prior to beginning closure activities. They were later transferred to one of the existing 10,000 gallons ASTs. C.3 Closure Procedures The UST closure activities were performed by Creekside Land Development during October 12, 2022 utilizing an excavator. The subject tank was noted to be single walled fiberglass coated steel. The associated product line was constructed of single walled fiberglass. See Figure 2 for former UST system location. The excavation made to remove the gasoline tank measured as much as 15-feet in length by 9-feet in width and was up to 8-feet in depth. Observations made by ECE during removal of the UST revealed that this location is underlain by yellow-orange clayey silt. Neither groundwater nor rock was observed at the bottom of the excavation. Finally, no obvious signs of a petroleum release to the soils under the tank was noted during the UST closure excavation therefore soils excavated for removal of the tank were returned to the excavation. However, free phase petroleum product in the form of gasoline was noted under the associated product dispenser and product line near the dispenser. A UST-3 was submitted to the NC-DEQ Central Office and NC-DEQ Raleigh Regional Office prior to beginning UST closure activities. A UST-2a (Site Investigation Report) has also been submitted to the NC-DEQ Central Office and NC-DEQ Raleigh Regional Office and included as part of this UST Closure Report. See Appendix III for a copy of the UST-3 and UST-2a forms. A UST disposal certificate is also included in Appendix III. C.4 Field Screening Procedures and Observations Field screening of soils consisted of their visual and olfactory profiling after the UST system was removed from the ground while utilizing a PID. The PID results were in general agreement with the field observations made by Underground Storage Tank Closure Report Ingleside Grocery 3573 NC 39 Highway North, Louisburg Franklin County, North Carolina East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 7 the ECE geologist at the time of UST closure in that no obvious sign of a petroleum release was noted under the UST while obvious gasoline contamination was noted under the dispenser and line running up to the dispenser. C.5 Soil Sampling At the conclusion of UST system removal activities, ECE collected a series of two excavation bottom samples (T-1 and T-2) from the bottom limits of the UST excavation as shown in Figure 2. Three soil samples were also collected from under the product lines after their removal. See Figure 2 in Appendix I for soil closure sample locations. Soil samples collected for closure of the UST system were submitted to ENCO Laboratories of Cary NC for analysis by EPA method 8015 for Gasoline Range Organics (GRO). Soil sample L-3 was also submitted for the risk-based analyses including EPA Method 8260 for volatile organic compounds and the MADEP-VPH analysis. Closure samples were collected in order to comply with the North Carolina Department of Environmental Quality (NC-DEQ) “Guidelines for Site Checks, Tank Closure and Initial Response and Abatement for UST Releases March 1, 2007 Version, Change 11 2021” Hereinafter referred to as “The Guidelines”. No soil sample was collected from under the product dispenser due to the presence of free phase petroleum product in this area. It should be noted that petroleum contaminated soils excavation activities were not performed due to the presence of the product dispenser canopy footing immediately adjacent to the former product dispenser location. C.6 Groundwater Sampling Groundwater was not encountered while completing the UST excavation therefore no groundwater samples were collected for completion of these UST closure activities. C.7 Quality Control Measures The soil samples collected for laboratory analysis were handled only with clean nitrile gloves and either immediately paced in a cooler on ice for transportation to ENCO Laboratories or Cary, NC for analyses. Specific information related to the samples collected, including date and time of collection, is found on the Chain of Custody forms at the back of the laboratory analytical report in Appendix V. All nitrile gloves used by ECE personnel during petroleum contaminated soil removal activities were properly discarded, along with any other potentially contaminated articles, immediately after their use. Underground Storage Tank Closure Report Ingleside Grocery 3573 NC 39 Highway North, Louisburg Franklin County, North Carolina East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 8 ECE followed standard EPA and NC-DEQ protocols and guidelines for collecting soil samples. It is ECE's belief that the laboratory analytical results provided in this report should not have been adversely affected by our sampling, handling and shipment procedures. Summary of Soil Analytical Results The results for the soil closure samples collected from under the gasoline UST and product lines were all below the action level of 50-mg/kg for GRO. Analytical results for soil sample L-3 submitted for risk-based analyses showed that the soil sample contained several contaminants targeted by EPA Method 8260 at levels which were in excess of their Soil to Groundwater Maximum Soil Contaminant Concentrations (MSCCs) as set forth in The Guidelines. However, no contaminants were detected at levels that exceeded their Residential MSCCs as set forth in The Guidelines. Further, the results for the MADEP-VPH testing showed no VPH at levels in excess of their Soil to Groundwater or Residential MSCCs. The sample locations for these soil samples can be found in Figure 2. A summary of the analytical data can be found in Table 2 located in Appendix II. D CONCLUSIONS ECE has reviewed the information obtained after the removal of one 2,000-gallon UST system from the Site. Based on ECE's Site observations and the laboratory results for five soil samples collected from the final limits of the excavation, it can be concluded that free phase petroleum product in the form of gasoline and petroleum impacted soils were observed under the former gasoline product dispenser location as well as the product line in close proximity to the dispenser. Further, it should be noted that petroleum contaminated soils excavation activities were not performed in this area due to the presence of the product dispenser canopy footing immediately adjacent to the former product dispenser location. Finally, the source of the free phase petroleum product cannot be accurately determined due to the history of two previous gasoline releases at the Site dating back to 1998 and free product observed in nearby groundwater monitoring well since at least 2012. A copy of this Underground Storage Tank Closure Report should be forwarded to the NC-DEQ Raleigh Regional Office to the attention of Mark Powers for review.
