Seven underground storage tanks (USTs) were previously operated at the site. One 12,000-gallon kerosene, one 12,000-gallon diesel, one 20,000-gallon gasoline, one 10,000-gallon gasoline, one 15,000-gallon gasoline, one 1,000-gallon gasoline, and one 1,000-gallon kerosene USTs were removed from the site in 1992. A petroleum release was suspected during soil investigation activities prior to tank closure and confirmed following tank removal. The purpose of this report is to document the latest sorbent sock removal and groundwater sampling event. On September 26, 2023, CATLIN Engineers and Scientists (CATLIN) personnel removed the sorbent sock from monitoring well MW-1R and wrung it out into a 55-gallon drum, which is stored on-site. CATLIN returned to the site on November 9, 2023, and measured groundwater at approximately 21 feet deep across the site. A small amount of light non-aqueous phase liquid (LNAPL; aka free-phase product) was measured in MW-1R (0.07 feet). Groundwater samples from two monitoring wells (MW-2 and MW-3) were collected and submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE). Laboratory results indicated that multiple VOCs were detected in both monitoring well samples (MW-2 and MW-3) at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCLs). Currently, LNAPL is present in MW-1R. Benzene and naphthalene concentrations were not above the 2L GWQS in the MW-2 sample but have fluctuated in the sample from MW-3. Concentrations of 1,2-dichloroethane and DIPE continue to be above the 2L GWQS in MW-2 since the January 2023 sampling event (CATLIN, 2023). CATLIN recommends conducting a surfactant injection event in MW-1R followed by sampling approximately 30 days following the conclusion of the injection event. 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 221179.01P, dated September 19, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #01, accepted on September 20, 2023, and Contract Number N70522-A. NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 3 December 2023 The approved scope of services for this Task Authorization included to: • Remove the sorbent sock from monitoring well MW-1R; • Gauge and collect samples from three monitoring wells (MW-1R, MW-2, and MW-3); • Analyze three groundwater samples, one equipment rinsate blank, and one trip blank via SM 6200B (including EDB, MTBE, and DIPE); and • Prepare a monitoring report documenting the findings. Monitoring well MW-1R was found to have 0.07 feet of LNAPL and was therefore not sampled. The remainder of the scope of services was conducted in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Bull City Oil Company site is located at 2014 Broad Street, Durham, Durham County, North Carolina (Figures 1 and 2). Summarized available historical sampling and gauging data are provided in Appendix A. Site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION Bull City Oil Company owned and operated the seven USTs historically operated on-site. The tanks were used for fuel storage. Bull City Oil Company was dissolved in 1988, and the site was accepted into the NCDEQ UST Section, Trust Fund Branch State Lead Program in 2011 (NCDENR, 2011). Available information regarding UST owners and operators is presented in Table 1. 4.2 UST INFORMATION Reportedly, one 20,000-gallon gasoline, one 15,000-gallon gasoline, one 10,000-gallon gasoline, one 1,000-gallon gasoline, one 12,000-gallon diesel, one 12,000-gallon kerosene, and one 1,000-gallon kerosene USTs were previously operated on-site. The dates of installation and operation are unknown. The tanks were removed in November 1992 (NCDENR, 2011). Available UST system information is presented in Table 1 and the approximate former UST system locations are illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY Contamination was discovered in 1992 during an investigation prior to UST removal activities. Soil sample analytical results revealed total petroleum hydrocarbons (TPH) gasoline range organics (GRO) and/or diesel range NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 4 December 2023 organics (DRO) above State Action Levels in soil samples surrounding all USTs (Engineering Tectonics, 1992). 4.4 SITE CHARACTERISTICS The property is currently owned by Shihab Hazza Al-Kubati and the property is occupied by C&C Computer Software Center. The parcel is comprised of a single-story building that currently houses the business. Groundcover on the site includes a gravel driveway and parking area to the northeast of the building, and the rest of the site is covered in grass. Site photographs are presented in Appendix B. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Properties in the site vicinity are mostly residences and businesses. The site is bound by Broad Street to the northwest and Haverford Street to the east. Adjacent to the property to the south and southwest are two private residences. 4.6 RECEPTOR INFORMATION Conducting a receptor survey was outside the scope of this monitoring event. A review of historical files available on the NCDEQ Waste Management Online Database (aka Laserfiche) indicates that the last receptor survey update for the Bull City Oil Company site was conducted in 2020 by S&ME (2020). According to this update, municipal water is available to the site vicinity, and no water supply wells were identified within 1,000 feet. The closest surface water body was Ellerbe Creek, approximately 925 feet west northwest. No surface water bodies were identified within 500 feet of the site. S&ME did not identify any wellhead protection areas within range but did note the presence of Brogden Middle School (925 feet to the southwest) and two stormwater drop inlets on the western property boundary along Broad Street. Potential receptors are illustrated on Figure 2 and receptor information obtained from the S&ME 2020 report is shown in Table 2. 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES The release was discovered in October 1992 during an investigation prior to tank closure. At this time several soil borings were advanced in the vicinity of the tank locations, and TPH gasoline range organics GRO and/or DRO were NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 5 December 2023 found in the soil samples. The tanks were removed in November 1992 and the excavation was backfilled with on-site soils. Analysis of confirmatory soil samples from below the tanks revealed TPH GRO concentrations up to 11,700 parts per million (ppm) and TPH DRO concentrations up to 5,870 ppm (Turner, 1993). The tanks were found to be in poor condition, but no holes were observed. Evidence of overfills and spills were found during removal (S&ME, 2011). Activities related to an Initial Site Characterization conducted by Turner Environmental Consultants, PC (Turner) in July 1993 included the installation and sampling of three monitoring wells. Sampling results revealed numerous petroleum constituents, including benzene at levels exceeding its GCL. Groundwater flow direction was determined to be to the northwest and the extent of soil contamination was determined to cover most of the site, although the extents were not defined (Turner, 1993). Since 1993, infrequent groundwater sampling appears to have been conducted at the site in 2011, 2018, and 2020 at a minimum. MW-1 was replaced during the May 2018 monitoring event. Samples have consistently revealed concentrations of petroleum constituents above 2L GWQS in all wells, but no GCL exceedances have been recorded since 1993. CATLIN conducted a sampling event in October 2021. Three soil borings (B1, B2, and B3) were advanced within the former UST basins and a sample was collected from each. Several targeted analytes were detected in the soil sample from boring B2 at levels above soil-to-groundwater (STGW) maximum soil contaminant concentrations (MSCCs) and two carbon-chain analytical fractions exceeded their respective Residential MSCCs; however, no analytes exceeded their Industrial/Commercial MSCCs. Groundwater samples were collected from monitoring wells MW-1R, MW-2, and MW-3. Multiple petroleum constituents were detected above their 2L GWQS in all monitoring well samples, but none were above their respective GCLs. The benzene, toluene, ethylbenzene, and xylene (BTEX) concentrations had generally decreased since the previous sampling event (CATLIN, 2021). In September 2022, CATLIN installed two temporary monitoring wells (TMW-01 and TWM-02) and conducted groundwater sampling. TMW-02 was dry and LNAPL was measured in MW-1R at 0.04 feet thick; therefore, samples were only collected from temporary monitoring well TMW-01 and two of the permanent monitoring wells (MW-2 and MW-3). Multiple petroleum constituents were above their 2L GWQS in the MW-2 and MW-3 samples, but none were above their GCLs. Slug tests were conducted at monitoring wells MW-2 and MW-3, resulting in a hydraulic conductivity of 0.0001419 centimeters per second (cm/sec) at MW-2 and 0.00005544 cm/sec at MW-3. Groundwater modeling indicated that non-compliant benzene and naphthalene plumes should not migrate beyond 110 feet and 35 feet from MW-1R, respectively, and the creek should not be impacted (CATLIN, 2022). NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 6 December 2023 The September 2022 sampling event was the first time LNAPL was detected at the site. Between November and December 2022 CATLIN personnel conducted four weekly gauging events. During the November 7, 2022 event, 0.03 feet of LNAPL was measured in MW-1R. Approximately 0.25 gallons of impacted groundwater and LNAPL were removed via hand bailing and stored in a 55-gallon drum. No measurable LNAPL was present in the three subsequent gauging events (CATLIN, 2023A). On January 18, 2023, CATLIN personnel collected groundwater samples from three monitoring wells (MW-1R, MW-2, and MW-3) and submitted them for laboratory analysis of per SM 6200B. Laboratory results indicated that multiple VOCs were detected in all three monitoring well samples (MW-1R, MW-2, and MW-3) at concentrations greater than those established in the 2L GWQS, but below their respective GCLs (CATLIN, 2023B). Between March 2023 and August 2023, CATLIN personnel maintained a sorbent sock in monitoring well MW-1R, replacing the sock on a monthly basis for six months. The well was checked for the presence of LNAPL and, if present, it was removed and stored in a 55-gallon drum on site. During the final three well checks, LNAPL was not observed in well MW-1R (CATLIN, 2023C). Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Piedmont physiographic province. The site is underlain by the diabase formation in the Durham-Sanford portion of the Triassic Basin. According to the 1985 Geologic Map of North Carolina, grey to black dikes of intrusive rocks interrupt the conglomerates, fanglomerates, mudstone, and sandstone of the area. Boring logs provided in Turner (1993) indicate that tan silty sand is present to approximately 15 feet below land surface (BLS). Tan-maroon arkosic siltstone was observed at depths up to 42 feet BLS. Boring logs from the installation of TMW-01 and TMW-02 show the presence of silts from 0-3 feet BLS and from approximately 7-14 feet BLS. Highly plastic clays were present from approximately 3-7 feet BLS and from approximately 14-23 feet BLS with crystallin rock at depth (CATLIN, 2022). NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 7 December 2023 5.2 HYDROGEOLOGY Groundwater - The 2020 Visual Hydrogeologic Framework (VHF) – North Carolina Hydrogeological Database did not identify sufficient boreholes near the site to draw a cross-section. According to previous reports, the groundwater flow has historically been towards the northwest. In September 2022, CATLIN conducted slug tests at monitoring wells MW-2 and MW-3. Slug test analyses resulted in hydraulic conductivities of 0.0001419 cm/sec in MW-2 and 0.00005544 cm/sec in MW-3. Groundwater modeling results indicated that non-compliant benzene and naphthalene concentrations would not migrate beyond 110 feet and 35 feet downgradient, respectively. Surface Water – Ellerbe Creek was identified within 1,000 feet of the site. According to the NCDEQ North Carolina Surface Water Classifications GIS viewer, the creek is identified as a Water Supply 5 class surface water body. 6.0 SITE ASSESSMENT INFORMATION CATLIN conducted field activities on September 26, 2023 (to remove the sorbent sock from MW-1R) and on November 9, 2023, to conduct the sampling activities. Both events were conducted in general accordance with the pre-prepared Health and Safety Plan (HASP) and the approved TA. Upon arrival at the site, safety briefings were held before beginning field work and are documented on Daily Activities Logs. The Daily Activities Logs are included in Appendix C. Photographs from the site visit are included in Appendix B. 6.1 GAUGING DATA Historically, depth to water has ranged from 4.90 feet below top of casing (BTOC) (MW-3) to 22.65 feet BTOC (MW-3). Groundwater flow direction has historically been towards the northwest (S&ME, 2020). During the November 2023 event, CATLIN personnel measured depth to water in monitoring wells (MW-1R, MW-2, and MW-3) using an electronic water interface probe. To prevent cross contamination, the probe and cabling were decontaminated according to manufacturer’s recommendations between use in each well. As discussed earlier, LNAPL was present in MW-1R at a thickness of 0.07 feet. The LNAPL was removed from the well using a bailer. Gauging data were recorded on electronic groundwater sampling forms using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR) and NCDEQ Guidelines, and Environmental Protection Agency (EPA) Region 4 Operating Procedures. On November 9, 2023, depth to water ranged from 20.48 feet BTOC (MW-2) to 21.53 feet BTOC (MW-1R). Based on groundwater elevations calculated NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 8 December 2023 for this monitoring period, groundwater flow direction is towards the northwest, which is consistent with historical flow directions. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevations are illustrated on Figure 4 and the field data sheets are provided in Appendix C. 6.2 SAMPLING DATA Following gauging, monitoring wells MW-2 and MW-3 were sampled in general accordance with NCDENR and NCDEQ Guidelines, and EPA Region 4 Operating Procedures. MW-1R was not sampled due to the presence of LNAPL, which was removed and containerized. Prior to obtaining representative groundwater samples, each monitoring well was purged by removing a minimum of three well volumes (or until the well was bailed dry) using a new, disposable bailer. Monitoring well groundwater field parameter data for MW-2 and MW-3 were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). Conductivity, pH, oxidation reduction potential (ORP), dissolved oxygen, and temperature measurements were recorded utilizing the VuSitu mobile application (version 1.17.12). Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the field data sheets are available in Appendix C. Following purging activities, groundwater samples were collected from the wells and poured from the bailers directly into appropriate, laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. An equipment rinsate blank was collected by pouring distilled water from a new container over the decontaminated electronic water interface probe and collecting it into appropriate, laboratory-provided, pre-preserved glassware. The glassware was labeled and placed on ice in an insulated cooler. A laboratory-provided trip blank accompanied the samples throughout the sampling and shipping processes. The groundwater samples, equipment rinsate blank, and laboratory-provided trip blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol for analyses described in Section 3.0 Scope of Services. The COC is included with the analytical report provided Appendix D. 6.3 SUMMARY OF GROUNDWATER INFORMATION Historically, samples from monitoring wells MW-1/MW-1R and MW-3 have contained the highest petroleum constituent concentrations. During the previous sampling event conducted by CATLIN (January 2023), the samples NCDEQ; 10565_Bull City Oil Company.doc CATLIN Engineers and Scientists CATLIN Project No. 221179 9 December 2023 from MW-1R, MW-2, and MW-3 contained VOCs at concentrations above the 2L GWQS. No petroleum constituents were detected at concentrations above GCL. Summarized available historical gauging and sampling data from previous consultants are provided in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4 and illustrated on Figure 5. Historical results for events conducted by CATLIN for SM 6200B and EPA Method 625 analyses are in Tables 5 and 6, respectively. A copy of the complete laboratory report and COC documentation are in Appendix D. Monitoring Wells During the November 2023 monitoring event, two monitoring well groundwater samples (MW-2 and MW-3) were collected and submitted for analysis of VOCs per SM 6200B (including EDB, MTBE, and DIPE). Laboratory results indicated that multiple VOCs were detected in both monitoring well samples at concentrations greater than those established in 2L GWQS, but below the GCLs. Analytical results reported the following constituents at concentrations above their 2L GWQS in the samples: • MW-2: 1,2-dichlorethane and DIPE; and • MW-3: benzene and naphthalene. Equipment Rinsate Blank and Trip Blank One equipment rinsate blank and one laboratory-provided trip blank were submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). An estimated (“J”-value) concentration of acetone was detected in the equipment rinsate blank sample and is presumed to be a laboratory artifact. No other targeted analytes were detected in either sample. 6.4 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Several petroleum constituents were detected above their respective 2L GWQS in samples from MW-2 and MW-3. However, no constituents were reported above their respective GCLs. A summary of monitoring well groundwater sample analytical results is illustrated on Figure 5. The dissolved phase contaminant plume has not been vertically delineated and is not horizontally delineated in any direction except the northwest (based on the previous temporary well sample collected across Broad Street). During the sampling event, LNAPL was detected in MW-1R. Benzene and naphthalene concentrations were not above the 2L GWQS in the MW-2 sample but have fluctuated in the sample from MW-3. Cleanup Levels Achieved Soil – During the November 2021 soil sampling event, C9-C18 aliphatics and C9-C22 aromatics were detected above their Residential MSCCs in the sample from soil boring B2 (vicinity of MW-2); however, these concentrations may be more indicative of groundwater contamination. To date, there has been no reported removal of impacted soil from the site. Soil samples obtained in 1992 indicate TPH GRO concentrations up to 11,700 ppm and TPH DRO concentrations up to 5,870 ppm (Turner, 1993). As mentioned above, the B2 sample results, which contained concentrations above both STGW and Residential MSCCs may have been collected in the capillary fringe and may not be indicative of vadose zone soil concentrations. Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL was measured (0.07 feet) in MW-1R during this monitoring period. LNAPL has been detected intermittently since the first detection in September 2022. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Samples were collected from monitoring wells MW-2 and MW-3. • LNAPL was encountered in MW-1R at 0.07 feet thick. • Groundwater laboratory results revealed several petroleum constituent concentrations above their respective 2L GWQS in the samples collected from monitoring wells MW-2 and MW-3, but no concentrations exceeded GCL. • Benzene and naphthalene concentrations are no longer present in the MW-2 sample but appear to have fluctuated in the sample from MW-3. • Concentrations of 1,2-dichloroethane (a chlorinated solvent) and DIPE persist in MW-2. • Groundwater flow direction was towards the northwest, which is consistent with historical data. Analyses and conclusions of this report, being based on interpolation between data points at the project area, may not be completely representative of all site conditions.
