(ATC) is pleased to submit this report documenting the sanitation and chlorination of water supply well PW-3R at the Mt. Harmony Grocery site property located at 1818 Mt. Harmony Road in Rougemont, Person County, North Carolina. A Point-of-Entry (POE) treatment system was previously installed on PW-3R and is currently active. The chlorination activities were performed on PW-3R following the report of a sulfur odor in the well water by the property owner. A site topographic map is included as Figure 1 and a site map is included as Figure 2. A potential receptor survey map is included as Figure 3 and water supply well information is included as Table 1. The activities were performed based on a September 24, 2021 Task Authorization (TA-3) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N122019A between NCDEQ and ATC. ATC personnel initially mobilized to the site on October 11, 2021, to supervise the chlorination of the active potable water supply well PW-3R. The chlorination activities were conducted by Kinetico Advanced Water Systems (Kinetico). Kinetico personnel attempted to access PW-3R but two snakes were identified within the wellhead and the work was temporarily suspended until the snakes were removed by a local animal control company. On October 12, 2021, ATC and Kinetico remobilized to the site and continued with the chlorination activates. Kinetico installed a spigot at the wellhead in order to effectively chlorinate the well casing, Chlorine bleach was then poured into the well casing and the well pump was turned on. The well water was re-circulated back into the well casing, via a hose on the newly installed spigot, until a bleach odor was observed in the discharge. The residence associated with PW-3R does not have an exterior spigot. Additionally, as per the site access agreement, ATC and Kinetico personnel did not enter the residence. The tenant was home during the chlorination activities and agreed to open and close interior faucets at the instruction of Kinetico personnel. Once the chlorine bleach was distributed throughout the well casing, Kinetico temporarily bypassed the in-line POE system and the tenant opened all interior faucets until a bleach odor was observed at each location. Kinetico then reconnected the POE system and an internal spigot was opened for 1 min to allow bleach to flow into the POE system. The tenant was then asked to wait 24 hours before running the faucets to flush out the well and associated piping to complete the chlorination process.
