EXECUTIVE SUMMARY
The subject site is known as Mt. Harmony Grocery and is located at 1818 Mt. Harmony Church
Road in Rougemont, Person County, North Carolina. The subject site is further identified by
Person County Geographic Information Systems (GIS) Parcel Identification Number (PIN)
0943-00-04-1612.000.
On August 10, 2017, ECS collected a field blank and groundwater samples from monitoring
wells MW-UST, MW-1 through MW-3, DW-1, and water supply well WSW-3. However, for
consistency’s sake, ECS will hereby refer to the monitoring well previously named MW-UST as
MW-1; MW-1 as MW-2; MW-2 as MW-3; and MW-3 as MW-4 after observing monitoring well
identification cards observed during site reconnaissance and a review of the previous
September 2005 Phase I & II Limited Site Assessment (LSA). Quantex, Inc. (Quantex) installed
monitoring wells MW-5 and MW-6 on the adjacent property occupied by Mt. Tirzah Park. ECS
also collected soil samples for risk-based analysis along the sidewalls of the former UST
location and dispenser island to determine the extent of contaminated soils on the subject site.
On August 11, 2017, ECS collected groundwater samples from water supply well PW-4A (Ball
Park) ((formerly identified as WSW-4)) and PW-4B (Fire Department) ((formerly identified as
PW-4). Based on conversations with the North Carolina Department of Environmental Quality
(NCDEQ) and Mr. Ray Foushee of Person County, it was determined that the Mt. Tirzah Park
and the Mt. Moriah Fire Department share water supply well PW-4B and water supply well PW-
4A is not active. ECS collected a groundwater sample from monitoring well MW-5 and
attempted to sample monitoring well MW-6 but it was dry at the time. Before site departure,
ECS surveyed the monitoring wells for top of casing (TOC) elevation. On August 21, 2017, ECS
returned to the site and collected a groundwater sample from monitoring well MW-6. On August
24, 2017, ECS collected an additional groundwater sample from water supply well PW-4A.
Based on the results of the groundwater monitoring report, ECS has the following conclusions:
A release from the USTs has negatively impacted the groundwater with petroleum
hydrocarbons; benzene, methyl-tert-butyl ether (MTBE) and 1,2-Dichloroethane were
reported above their Gross Contamination Levels (GCLs) and respective North
Carolina 2L Groundwater Quality Standards (NC2LGWQS);
The extent of soil contamination was delineated around the former UST system;
Petroleum hydrocarbons were detected in one of the soil samples collected adjacent
to the former pump island at concentrations above the Soil-to-Groundwater Maximum
Contaminant Concentration (MSCCs);
Groundwater was measured flowing in a semi-radial pattern to the south, southwest
and southeast;
There are active eight water supply wells within 1,000 feet of the release and two
active water supply wells within 500 feet of the release. The two water supply wells
within 500 feet are located downgradient of the release based on the calculated
groundwater flow direction;
ECS was denied access to install monitoring wells on the Latta property located to
the south of the subject site; and,
The extent of the contaminant plume has not been delineated to the west, east, south
or vertically.

Therefore, ECS has the following recommendations:
Install three additional monitoring wells to the west of monitoring well MW-3, north of
monitoring well MW-5, and to the east between monitoring wells MW-5 and MW-6;
Sample and survey the new monitoring wells to the existing datum;
Collect groundwater samples from water supply wells WSW-3 and PW-4B and
attempt to obtain permission for a second time to collect groundwater samples from
water supply wells WSW-5, WSW-6, WSW-7, and WSW-8;
Submit a copy of this report to the current property owner; and,
ECS recommends that the on-going use of the water from water supply well PW-4B
comply with the North Carolina Division of Waste Management’s (DWM) health risk
evaluation. The Health Risk Evaluation found that:
o “This water is not recommended for any residential use at this time. This water
should pose no significant health risk for its current use, which is to flush toilets
and for hand washing at a ball field.”

1.0 SITE HISTORY
The subject site is known as Mt. Harmony Grocery and is located 1818 Mt. Harmony Church
Road in Rougemont, Person County, North Carolina (Figures 1 and 2). According to information
provided to ECS by the North Carolina Department of Environment Quality (NCDEQ), the site
historically operated as a convenience store and gasoline station, Little Huff Oil Company, with two
1,000-gallon gasoline USTs, which were removed from the site in March 1990 (Table 1).
In March of 1990, Groundwater Management Associates Inc. (GMA) conducted soil and
groundwater sampling at the site. GMA collected ten soil samples from the walls and floor of
the excavation after the removal of the two USTs. Composite soil samples from the walls (S1
through S5) were taken from depths of three to nine feet below ground surface (ft. bgs). Grab
soil samples from the bottom of the excavation (S6 through S10) ranged from six to nine feet
bgs. Laboratory analysis reported total petroleum hydrocarbons gasoline range organics (TPH-
GRO) above the current action level of 50 mg/kg in soil samples S1 and S4 through S10.
Laboratory analysis also reported TPH-GRO above the laboratory reporting limit but below the
action level of 50 mg/kg in soil samples S2 and S3. Additionally, GMA collected three
groundwater samples from water supply wells PW-2 through PW-4. Laboratory analysis
reported benzene, toluene, and total xylenes at concentrations above their respective
NC2LGWQS but below their respective GCL in groundwater samples collected from water
supply well PW-2. Laboratory analysis reported xylenes above the laboratory reporting limits
but below its NC2LGWQS in the groundwater samples collected from PW-3, which reportedly
supplied water to the former store. According to a figure, PW-3 appeared to be located to the
south-southwest behind the subject site.
In September of 2005, GeoLogix conducted a Phase I and II LSA. During the Phase I portion of
the LSA, Geologix installed a monitoring well (MW-UST) within the former location of the USTs
(Figure 3). Soil samples were collected at depths of eleven and twenty-one ft bgs. Laboratory
analysis reported benzene and MTBE at concentrations above their respective GCLs in the
groundwater sample collected from MW-UST. Based on the results of the Phase I LSA,
Geologix determined a Phase II LSA was required. During Phase II LSA, four monitoring wells,
one deep/vertical extent well (DW-1) and three groundwater monitoring wells (MW-1 through
MW-3), were constructed. Geologix collected groundwater samples from monitoring well DW-1
and MW-1 through MW-3. Laboratory analysis reported MTBE at a concentration above its
NC2LGWQS but below its GCL in the groundwater sample collected from monitoring well DW-
1. Laboratory analysis reported benzene above its GCL in the groundwater sample collected
from monitoring well MW-1 through MW-3. Laboratory analysis reported several additional
analytes above their respective NC2LGWQSs but below their respective GCLs in the
groundwater sample collected from monitoring wells MW-1 through MW-3. Based on the levels
of benzene and MTBE in the groundwater from monitoring wells MW-1 through MW-3, Geologix
stated it appears the highest level of petroleum contamination is directed to the southeast and
may be an indicator of groundwater flow; however, Geologix did not calculate the groundwater
flow direction consistent with Phase II LSA requirements. Geologix identified three water supply
wells adjacent to the subject site. Geologix stated laboratory analysis of the water supply well
(PW-2) located on the Latta property (adjacent to the south) reported several targeted analytes
in the groundwater sample. Additionally, xylenes were reported in the water supply well (PW-3)
located to the south-southwest of the subject site. Little Huff agreed to construct a new potable
water supply well for the Latta residence located south of the subject site (WSW-3). Reportedly,

a new well, replacing its predecessor, was also constructed for the residence located on the
subject property north of the source area (PW-1). Water from that well was also shared by the
grocery store. Geologix stated a Comprehensive Site Assessment (CSA) may be required.
On October 10, 2016, ECS collected groundwater samples from monitoring wells MW-1
through MW-4 and DW-1. The resident residing on the subject site (1818 Mt. Harmony Church
Road) was not present at the residence at the time of sampling and ECS did not observe an
exterior spigot on the house; therefore, ECS did not sample water supply well PW-1. ECS
observed water supply well structures presumably containing PW-2 and PW-4. ECS did not
receive written permission to collect groundwater samples from these wells.
Additionally ECS performed a receptor survey and identified eleven potable water supply wells
located within 1,000 feet of the subject site. The locations of site monitoring wells are shown on
Figure 3 and groundwater elevation data is shown on Figure 4. The names and addresses of
the property owners with water supply wells located within 1,000 feet of the site are included in
Table 2 and shown on Figure 5. The names and addresses of the adjacent property owners
are included in Table 3 and shown on Figure 6.

analytes at concentrations above their respective NC2LGWQS below their respective GCL in the
groundwater sample collected from monitoring well MW-2. Additionally, laboratory analysis
reported isopropylbenzene at a concentration above its laboratory reporting limit but below its
NC2LGWQS in the groundwater sample collected from monitoring well MW-2. Additionally,
laboratory analysis reported benzene and MTBE at concentrations above their respective GCLs in
the groundwater sample collected from monitoring well MW-3. Laboratory analysis reported
several targeted analytes at concentrations above their respective NC2LGWQS but below their
respective GCL in the groundwater sample collected from monitoring well MW-3. Additionally,
laboratory analysis reported ethylbenzene at a concentration above its laboratory reporting limit
but below its NC2LGWQS in the groundwater sample collected from monitoring well MW-3.
Laboratory analysis reported methyl butyl ketone at a concentration above its NC2LGWQS but
below its GCL in the groundwater sample collected from monitoring well DW-1. Laboratory
analysis reported isopropyl ether at a concentration above the laboratory reporting limit but below
its NC2LGWQS in the groundwater sample collected from monitoring well DW-1. Monitoring well
construction details and groundwater level data is summarized in Table 4.
2.0 SITE GEOLOGY AND HYDROGEOLOGY
As determined from the USGS Topographic Maps, Moriah and Timberlake, North Carolina
Quadrangles dated 2016 (Figure 1), the site is at an approximate elevation of 655 feet above
mean sea level. Historically, surface runoff on the site appeared to be generally to the
southeast. Presumed groundwater flow direction is shown on Figure 4.
The subject site is situated in the Piedmont Physiographic Province. The soils encountered in
this area are the residual product of in-place chemical weathering of rock presently underlying
the site and/or historic depositional events. In general, shallow unconfined groundwater
movement within the overlying soils is controlled largely by topographic gradients. However, as
the groundwater percolates downward, it becomes controlled by the subsurface geologic

conditions. Thus, the direction of groundwater movement in the deeper aquifers may not be
consistent with the reflecting topography.
In general, shallow unconfined groundwater movement within the overlying soils is controlled
largely by topographic gradients. Recharge occurs primarily by infiltration along higher
elevations and typically discharges into streams or other surface water bodies. The elevation of
the shallow water table is transient and can vary with seasonal fluctuations in precipitation.
Movement of shallow groundwater is generally from higher to lower elevations.
3.0 RECEPTOR INFORMATION
3.1 Water Supply Wells
On October 10, 2016, ECS performed a walking and vehicular reconnaissance of properties
within 1,000 feet of the site. Water supply wells were observed at residences along Mt.
Harmony Church Road within 1,000 feet of the site. ECS contacted the City of Roxboro Public
Services and according to municipal records, municipal water supply wells are not located
within 1,000 feet of the subject site. Additionally, water supply well surveys were mailed via
United States Postal Service (USPS) to the property owners located within 500 feet of the source
area.
On September 26, 2016, ECS received a returned water supply well letter from Mr. Billy Barber
(1818 Mt. Harmony Church Road; subject site) stating the property contains an active water
supply well (PW-1) and is not connected to municipal water.
On September 29, 2016, ECS received a returned water supply well letter from Mr. Pete
Thomas (1655 Mt. Harmony Church Road; Mount Harmony Baptist Church) stating that the
property contains an active water supply well (WSW-1) that supplies drinking water to 250
people. Water supply well WSW-1 is located 745 feet to the north-northeast.
On December 13, 2016, ECS received a returned water supply well letter from Mr. Ray
Foushee, the General Services Director of the Person County Government, associated with the
Mt. Tirzah Ball Park. He indicated that the Concessions Stand near the baseball diamond has
an active water supply well (PW-4A (formerly identified as WSW-4)) that supplies drinking
water and restroom fixtures to the public.
On August 10 and 11, 2017, ECS received a returned water supply letter from Mrs. Kristi Latta
(1850 Mt. Harmony Church Road; adjoining southern residence) stating the property contains
one active water supply well (WSW-3) that supplies water to her home. Mrs. Kristi Latta
informed ECS that water supply well PW-2 is inactive but the pump house dispenses water
from water supply well WSW-3. ECS received Ms. Bobbie Latta’s (131 Peed Road; adjoining
vacant agricultural land) permission to sample water supply well WSW-3 on August 10, 2017.
Also, on August 10 and 11, 2017, ECS spoke with the rental tenant of the single-family
residence associated with the subject site. She informed ECS that the water supply well (PW-1)
is inactive. She indicated that she is not connected to municipal water and does not currently
have water supplied to her home.

On August 24, 2017, ECS spoke with Mr. Foushee on the phone and concluded that the Mt.
Tirzah Ball Park and the Mt. Moriah Volunteer Fire Department property share active water
supply well (PW-4B) (formerly identified as PW-4) and that water supply well PW-4A (Ballpark)
is not active. He indicated that the Fire Department uses their water supply well for cleaning,
special events, restroom fixtures, and fundraising cook-outs. He noted that they do not fill their
fire-trucks with groundwater from the water supply well. Copies of completed questionnaires are
included in Appendix A.
The names and addresses of the property owners with water supply wells located within 1,000
feet of the site are included in Table 2 and shown on Figure 5.
The names and addresses of the adjacent property owners are included in Table 3 and shown on
Figure 6. Current groundwater analytical data is included in Table 5 and historical groundwater
analytical results are included in Table 6 and shown on Figure 7.
3.2 Public Water Supplies
Previously, ECS contacted the City of Roxboro Public Services to inquire if municipal water is
available for the subject site and surrounding area. According to the City of Roxboro Public
Services municipal water is not connected to the subject site and not available to the surrounding
area. The closest waterline that could be run to the area is located approximately 3.5 miles to
the south of the subject site along Helena-Moriah Road.
The September 26, 2017 dated North Carolina DWM Health Risk Evaluation and use
recommendations for the concentrations of 1,2-dichloroethane and MTBE found in the
groundwater samples collected on August 11, 2017 at the Mt. Moriah Volunteer Fire
Department and Mt. Tirzah Park found that:
“This water is not recommended for any residential use at this time. This water should
pose no significant health risk for its current use, which is to flush toilets and for hand
washing at a ball field.”

4.0 FIELD ACTIVITIES
4.1 Soil Borings and Soil Sampling
On August 10, 2017, ECS contracted with Quantex to advance eight soil borings to collect 20
total soil samples at depths ranging from 5 to 15 ft. bgs for risk-based analysis along the
sidewalls of the former UST location (four borings) and along the dispenser island (four borings)
to determine the extent of contaminated soils on the subject site. However, each of the 11 soil
samples were actually collected at depths of 4.5 to 9 ft. bgs when auger refusal was met at
approximately 6 to 10 ft. bgs. ECS personnel field notes, boring log, and monitoring well
sampling sheets completed during field activities are included in Appendix C.
The EPA Volatile Organic Analysis bottles (VOA bottles) were labeled with ECS project number,
sample identification, sample date and time, and requested analytical analysis. The containers
were placed into protective packaging material and placed into a cooler with ice to maintain the
samples at approximately 4C. The soil samples were submitted to Pace Analytical Services
(Pace) in Huntersville, North Carolina for chemical analysis for volatile organic compounds
(VOCs) using EPA Method 8260, semi-volatile organic compounds (SVOCs) using EPA Method
8270, volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH)
using the Massachusetts Department of Environmental Protection (MADEP) Methods. ECS
maintained proper COC procedures throughout the sample collection and transportation
process.
4.2 Monitoring Well Installation
On July 26, 2017, ECS received a returned monitoring well installation letter from Ms. Bobbie
Latta which denied ECS from installing one monitoring well on her property. On July 27, 2017,
ECS received a returned monitoring well installation letter from Mr. Foushee permitting ECS to
install monitoring wells MW-5 and MW-6 on the Mt. Tirzah Ball Park property. On August 1,
2017, ECS received a returned monitoring well installation letter from Mrs. Kristi Latta which
denied ECS from installing one monitoring well on her property.
On August 10, 2017, Quantex, on behalf of ECS, installed two Type II groundwater monitoring
wells: MW-5 and MW-6. Monitoring wells MW-5 and MW-6 were installed on the Mt. Tirzah Ball
Park property. Well construction details and groundwater level data is summarized in Table 4 and
the locations of site monitoring wells are shown on Figure 3.
Monitoring wells MW-5 and MW-6 were installed using hollow stem auger. Drilling with hollow
stem augers involves rotating a continuous stem of augers into the ground. As drilling
advances, the soil cuttings are removed by the rotating auger. Prior to advancing the boring,
the down hole equipment and drill rig were decontaminated using high pressure steam cleaner
and municipal water.
The Type II monitoring wells MW-5 and MW-6 were constructed with 2-inch schedule 40 PVC
(polyvinyl chloride plastic) flush threaded screen and casing. The PVC screen and casing was
lowered into the open borehole to a depth of approximately 33 and 30 ft. bgs, respectively. An
18-foot length and 15-foot length of 0.01-inch slotted well screen with a threaded bottom plug
was installed to a depth such that the screened interval intersected the estimated groundwater

surface, as encountered during drilling activities for monitoring wells MW-5 and MW-6,
respectively. The solid section of PVC casing was placed above the screened interval and
extended to a point just below the ground surface. The annular space around the well screens
was filled with washed and graded medium sand to approximately 2-feet above the top of the
well screen. A minimum two-foot thick seal of bentonite pellets was paced above the sand pack
and allowed to hydrate before backfilling the remaining borehole annulus with a bentonite/neat
cement mixture. The top of the well casings were equipped with a lockable, water tight well plug
and a flush mounted protective steel cover. Monitoring well construction diagram and NCDEQ
Well Construction Record are included in Appendix D.
Following completion of the well installation on August 10, 2017, monitoring well MW-5 was
developed on August 11, 2017, by evacuating at least five volumes groundwater using a
peristaltic pump and dedicated tubing. Monitoring well MW-6 was developed on August 21,
2017. The wells were developed to remove the sand, silt, and other find sediments that may
have entered the wells during construction.
4.3 Monitoring Well Sampling
On August 10, 2017, ECS collected a field blank and groundwater samples from monitoring
wells MW-1 through MW-4, and DW-1.
On August 11, 2017, ECS collected a groundwater sample from monitoring well MW-5 and
attempted to collect a groundwater sample from monitoring well MW-6 but the well was dry at
the time. Before site departure, ECS surveyed the monitoring wells associated with the site for
TOC elevation.
On August 21, 2017, ECS collected a groundwater sample from monitoring well MW-6.
Prior to monitoring well sampling activities, the static groundwater elevation was measured in
each monitoring well using a decontaminated water level meter. ECS allowed the monitoring wells
to equilibrate. Prior to beginning low-flow groundwater sampling activities, ECS collected the field
blank at the site by pouring laboratory grade deionized water over the water level meter probe and
into the appropriate laboratory prepared sample containers.
Purging and sampling were accomplished using a peristaltic pump and dedicated tubing. Each
monitoring well was purged until the following geochemical field measurements had stabilized;
temperature, pH, conductivity, and dissolved oxygen. ECS utilized an YSI model 556 MPS water
quality meter calibrated using the manufacturers recommendations. Site photographs are
included in Appendix E. Immediately after collection, the groundwater samples were transferred
into sample containers provided by the laboratory.
The VOA bottles were labeled with ECS project number, sample identification, sample date and
time, and requested analytical analysis. The containers were placed into protective packaging
material and placed into a cooler with ice to maintain the samples at approximately 4 Celsius (
C). The samples were submitted to Pace Laboratories, Inc. located in Huntersville, North
Carolina for chemical analysis for VOCs using Standard Method 6200B. ECS maintained proper
COC procedures throughout the sample collection and transportation process. The laboratory
analytical data sheets and COCs are included in Appendix F.

4.3 Water Supply Well Sampling

On August 11, 2017, ECS collected groundwater samples from water supply well PW-4A (Ball
Park) ((formerly identified as WSW-4)) and PW-4B (Fire Department) ((formerly identified as
PW-4). On August 24, 2017, ECS collected an additional groundwater sample from water
supply well PW-4A.
Purging and sampling were accomplished allowing the water to run for approximately 10 minutes.
The samples were collected from the outside spigot as close to the well head as possible.
The VOA bottles were labeled with ECS project number, sample identification, sample date and
time, and requested analytical analysis. The containers were placed into protective packaging
material and placed into a cooler with ice to maintain the samples at approximately 4 Celsius (
C). The samples were submitted to Pace Laboratories, Inc. located in Huntersville, North
Carolina for chemical analysis for VOCs using Standard Method 6200B. ECS maintained proper
COC procedures throughout the sample collection and transportation process. The laboratory
analytical data sheets and COCs are included in Appendix F.
4.4 Water Level Measurement
On August 11, 2017, ECS surveyed the relative elevation of the top of each monitoring well
casing (DW-1, MW-1 through MW-6). Each well was measured to the nearest 0.01 feet using a
level and rod. The elevations were measured relative to an arbitrary benchmark, which was
assigned an elevation of 100 feet, shown on photograph 11 in Appendix E. The relative
elevation of the top of casing for each monitoring well and the measurement of the depth to
groundwater surface from the top of the monitoring well casing were used to determine the
relative elevation of groundwater at each monitoring well location. Based on the survey data,
groundwater appears to flow in a southeast direction. A summary of the groundwater elevation
data and presumed flow direction is presented in Table 4 and displayed on Figure 4.
5.0 RESULTS
5.1 Monitoring Well Samples

Additionally, laboratory analysis reported ethylbenzene at a concentration above the laboratory
reporting limit but below its NC2LGWQS in the groundwater sample collected from monitoring well
MW-4.
Laboratory analysis reported MTBE at a concentration above its NC2LGWQS but below its GCL
in the groundwater sample collected from monitoring well DW-1. Laboratory analysis reported
isopropyl ether and toluene at concentrations above their respective laboratory reporting limit but
below their respective NC2LGWQS in the groundwater sample collected from monitoring well

Laboratory analysis reported concentrations of benzene and EDB above their respective GCLs
and several additional targeted analytes above their NC2LGWQS but below their respective GCL
in the groundwater sample collected from monitoring well MW-5.
Laboratory analysis reported concentrations of benzene and several additional targeted analytes
above their NC2LGWQS but below their respective GCLs in the groundwater sample collected
from monitoring well MW-6.
5.2 Water Supply Well Samples
Laboratory analysis reported concentrations of MTBE above laboratory reporting levels but below
the NC2LGWQS in the groundwater sample collected from water supply well WSW-3. The
NCDEQ furnished the results of the September 26, 2017 dated North Carolina DWM Health Risk
Evaluation to the property owner.
Laboratory analysis of the groundwater samples collected on August 11, 2017 from water supply
wells PW-4A (Ball Park) and PW-4B (Fire Department) and of the groundwater sample collected
on August 24, 2017 from water supply well PW-4A reported concentrations of 1,2-Dichloroethane
and MTBE above their NC2LGWQS but below their respective GCLs. Isopropyl ether was
reported at a concentration above the laboratory reporting limit but below its NC2LGWQS. The
NCDEQ furnished the results of the September 26, 2017 dated North Carolina DWM Health Risk
Evaluation to Person County and Mt. Moriah Volunteer Fire Department personnel.
Laboratory analysis did not report targeted analytes above their respective laboratory reporting
limits in the field blank.
A summary of the current groundwater laboratory analytical results, including water supply well
results, are included in Table 5 and historical groundwater laboratory analytical results are
included in Table 6 and on Figure 7. The laboratory analytical data sheets and COCs are included
in Appendix F.

5.3 Soil Samples
Laboratory analysis reported sec-Butylbenzene, naphthalene, and p-Isopropyltoluene at
concentrations above their respective Soil-to-Water MSCCs but below the applicable Residential
MSCCs in soil sample SB-8A.
The laboratory analysis reported methylene chloride at a concentration above the Soil-to-Water
MSCC but below its Residential MSCC in soil sample SB-2A. The laboratory analysis did not
detect targeted analytes at concentrations above the laboratory reporting limits in soil samples
SB-1A, SB-2B, SB-3A, SB-4A, SB-5A, SB-6A, SB-6B, or SB-7A.
A summary of the risk-based soil laboratory analytical results are included in Table 7 and the
locations of the soil borings are shown on Figure 8. A depiction of the soil sample laboratory
analytical results is shown on Figure 9. The historical soil laboratory analytical results are
included in Table 8. The laboratory analytical reports and COC’s are included in Appendix F.
6.0 CONCLUSIONS
Based on the results of this Comprehensive Site Assessment report, ECS has the following
conclusions:
A release from the two USTs has negatively impacted the groundwater with
petroleum hydrocarbons; benzene, MTBE and EDB were reported above their
respective GCLs and NC2LGWQS;
The extent of soil contamination was delineated around the former UST system;
Petroleum hydrocarbons were detected in one of the soil samples collected adjacent
to the former pump island at concentrations above the soil-to-groundwater MSCCs;
Groundwater was measured flowing in a semi-radial pattern to the south, southwest
and southeast;
There are active eight water supply wells within 1,000 feet of the release and two
active water supply wells within 500 feet of the release. The two water supply wells
within 500 feet are located downgradient of the release based on groundwater flow
direction;
ECS was denied access to install monitoring wells on the Latta property located
adjacent to the south of the subject site; and,
The extent of the contaminant plume has not been delineated to the west, east, south
or vertically.

7.0 RECOMMENDATIONS
Based on the results and conclusions of this Comprehensive Site Assessment report, ECS has
the following recommendations:
Install three additional monitoring wells to the west of monitoring well MW-3, north of
monitoring well MW-5, and to the east between monitoring wells MW-5 and MW-6
(proposed locations shown on Figure 10);
Sample and survey the new monitoring wells to the existing datum;
Collect groundwater samples from water supply wells WSW-3 and PW-4B and
attempt to obtain permission for a second time to collect groundwater samples from
water supply wells WSW-5, WSW-6, WSW-7, and WSW-8;
Submit a copy of this report to the current property owner; and,
ECS recommends that the on-going use of the water from water supply well PW-4B
comply with the North Carolina DWM health risk evaluation. The Health Risk
Evaluation found that:
o “This water is not recommended for any residential use at this time. This water
should pose no significant health risk for its current use, which is to flush toilets
and for hand washing at a fire station.”

determine if the water is suitable for drinking and cooking are the United States Environmental Protection
Agency’s Maximum Contaminant Levels (MCLs) or, if no MCLs exist, North Carolina Groundwater Standards
(2L).
If contaminant concentrations exceed the applicable standards for using the water for drinking and
cooking, the contaminant concentrations are further analyzed to determine if the water is suitable for other
household uses, such as showering, bathing, washing dishes, flushing toilets, and hand washing. The chart
below compares the detected contaminant concentrations with the applicable standard:
