EXECUTIVE SUMMARY
This executive summary section provides an abbreviated reporting of our Site observations and
findings. Refer to the main text and appendices for a complete reporting of our observations and
findings.
ESP Associates, Inc. (ESP) has completed a Monitoring Report documenting assessment activity
performed at the Kingsway #3 site (Incident No. 40591). The site is an approximate 0.18-acre
commercial site (Tax Parcel #117367) located at 1010 South New Hope Road, Gastonia, Gaston
County, North Carolina. This report was completed to summarize the findings of assessment activities
performed on September 7, 2023, in accordance with North Carolina Department of Environmental
Quality (NCDEQ), Task Authorization No. 1, approved on August 30, 2023.
The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP.
This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the
NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action
for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina
registered professional geologist (North Carolina License No. 1600).
Field activities performed by ESP on September 7, 2023, included:
• Gauged static water levels in monitoring wells MW-1 through MW-6, telescoping well
TW-1 and recovery well RW-1. Free product was also gauged in MW-1 and RW-1;
• Collected groundwater samples from MW-2, MW-4, MW-6, and RW-1. Although
planned, ESP did not obtain a groundwater samples from MW-1, due to free product within
the well; and
• Confirmed locations of MW-1 and RW-1.
Collected water samples were analyzed for volatile organic compounds (VOCs) for comparison to
both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross
Contaminant Levels (GCLs).
Based on results of the above field activities and previous reporting, ESP concludes the following:
• The closest surface water feature to the site is an unnamed intermittent tributary of Duhart’s
Creek located approximately 550 feet east of the site;
• No water supply wells have been identified within 1,000 feet of the site while municipal
water is reportedly available at the site and surrounding area;
• Static water level depths in gauged site wells ranged from 27.0 ft to 36.4 ft bTOC;
• The direction of shallow groundwater flow within the source area is toward the east-
northeast;
• During this sampling event, 0.01 feet of free product was encountered in MW-1;

• In MW-2, analytes reported above their 2L standards included benzene (768 µg/L), MTBE
(41.6 µg/L), and naphthalene (54.3 µg/L);
• In RW-1, analytes reported above their 2L standards included benzene (956 µg/L),
ethylbenzene (664 µg/L), isopropylbenzene (77.9 µg/L), MTBE (20.3 µg/L), naphthalene
(344 µg/L), n-propylbenzene (325 µg/L), toluene (1,710 µg/L), 1,3,5-trimethylbenzene
(826 µg/L), and total xylenes (6,120 µg/L);
• In MW-4, all analytes were below 2L standards;
• In MW-6, no analytes were detected above MDLs;
• Contaminant levels have generally decreased or remained stable in site wells since the
March 2020 MMPE event; and
• A minimal thickness of free product (0.01 feet) has returned to MW-1 after not being
present since March 2020; however, free product was not encountered in RW-1 during this
event.
Based on the above results, ESP offers the following recommendations:
• Continue to sample site monitoring wells on a semiannual basis to further understand
concentration trends and plume stability; and
• Perform another MMPE event on MW-1 and RW-1 to address free product and elevated
contaminant concentrations.

1.0 INTRODUCTION
1.1 Site Setting
The Kingsway #3 site is an approximate 0.18-acre parcel (Tax Parcel PIN. 3555935599) located at
1010 South New Hope Road in Gastonia, Gaston County, North Carolina (see Figures 1 and 2). The
site is commercially developed with an approximate 1,966-square foot (sqft) building used as a
convenience store. The site is bound to the north by a single-family residence, to the east by a
commercial building used as a bank and mortgage lender office, to the west by a restaurant, and to
the south by South New Hope Road.
1.2 Site Geology and Hydrogeology
Consideration of surface and subsurface drainage and geology are of interest since they provide
an indication of the direction that contamination, if present on-site or off-site, could be transported.
The site is located within the Kings Mountain Belt Piedmont Physiographic Province. The
Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills,
and long rolling northeast to southwest trending ridges with incised creeks and river channels.
Rock at the site is described as metamorphosed graywacke, volcanic sandstone and siltstone
interbedded with mafic and intermediate metavolcanic flows and tuffs. In-place chemical and
physical weathering of parent rocks typically form residual soils in the Piedmont region.
Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock.
In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil
profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and
silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This
transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the
Web Soil Survey for Gaston County depicts soils on the site as Cecil-Urban land complex (CfB),
2 to 8 percent slopes.
In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural
features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water
table is primarily by precipitation infiltrating the surficial soils and percolating downward under
the influence of gravity to the water table. Typically, the water table is not a level surface, but a
subdued reflection of the land surface. The depth to the water table is not consistent and is
dependent upon several factors that include the amount of rainfall, permeability of the soil, the
extent of fracturing in the underlying rock and the influences of groundwater pumping.
The direction and movement of groundwater through soil is generally dependent on soil type, the
presence of relict structures, and the textures of the underlying rock. Fractures, faults, folds, and
foliation planes affect the migration of groundwater in rock. No major geologic features (faults,
etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground

surface and under the influence of gravity, migrates to discharge points such as surface water
features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be
expected depending on variations in precipitation, surface water run-off and other factors.
Normally, the highest levels of the water table occur in late winter and spring and the lowest levels
occur in the late summer and fall. Based on historical data and the September 7, 2023 water level
measurements, shallow groundwater within the source area is expected to flow toward the east-
northeast.
1.3 Surface Water
The closest surface water feature to the site is an unnamed intermittent tributary of Duhart’s Creek
located approximately 550 feet east of the site (see Figure 1).
1.4 Water Supply Wells
Based on a receptor survey included in the Groundwater Monitoring Report prepared by Soil and
Material Engineers, Inc. (S&ME), dated May 5, 2020, no water supply wells have been identified
within 1,000 feet of the site. Municipal water is reportedly available at the site and surrounding
area.

2.0 SITE HISTORY
The following description of historical site activities was obtained from a report titled “Subsequent
Monitoring Report, Kingsway #3” dated November 30, 2022, by Terracon Consultants Inc.
(Terracon).
• In March 2016, Geological Resources, Inc. (GRI), oversaw the excavation of two 6,000-
gallon gasoline USTs, associated dispensers, and product piping were removed from the
site. During tank removal activities, petroleum contamination was observed in the
overburden, sidewalls, and UST basin. Based on the observed contamination, over-
excavation was conducted in the UST basin. Approximately 152.14 tons of petroleum
impacted soil was removed. Soil samples were collected beneath the USTs, dispensers,
and product piping. Total Petroleum Hydrocarbon (TPH) - Gasoline Range Organics
(GRO) concentrations exceeded the NC Action Levels. Confirmation soil samples were
collected from the sidewalls and base of the UST basin. VOC concentrations exceeded
the soil-to-water Maximum Soil Contaminant Concentrations (MSCCs), and a release
from the former UST system was reported on March 1, 2016.
• In May 2016, a Phase I Limited Site Assessment (LSA) was performed on the site to
evaluate potential groundwater impacts. On May 4, 2016, one monitoring well (MW-1)
was installed, and three soil samples were collected. Groundwater and soil samples were
analyzed for VOC concentrations. The soil samples contained concentrations of multiple
VOCs above soil-to-water MSCCs. Multiple VOC constituents were detected above their
respective GCL and 2L Standards in MW-1.
• In October 2016, a Compressive Site Assessment (CSA) was conducted by GRI. Three
Type-II monitoring wells (MW-2, MW-3, and MW-4) and one telescoping Type-III
monitoring well (TW-1) were installed at the site. Soil samples were collected during the
monitoring well installation activities. None of the containment concentrations in the soil
samples exceeded the soil-to-water MSCCs. Free product was identified in monitoring
well MW-1. Multiple constituents exceeded their respective 2L Standards in
groundwater samples from MW-2, MW-3, and MW-4.
• In July 2018, S&ME collected groundwater samples from monitoring wells MW-2, MW-
3, MW-4, andTW-1. Benzene was detected above its 2L Standard in monitoring wells
MW-3 and MW-4. Multiple constituents were detected above their respective 2L
Standards in MW-2.
• In November 2018, S&ME installed and sampled from two monitoring wells (MW-5 and
MW-6) and installed one recovery well (RW-1). Benzene was detected above its 2L
Standard in monitoring well MW-6. Free product was reported in RW-1.

• On December 11, 2018, S&ME gauged water levels in all site monitoring wells.
Approximately 5.75 feet of free product was measured in MW-1, and 0.50 feet of free
product in RW-1. S&ME removed approximately 4.5 gallons and 0.25 gallons of free
product from monitoring well MW-1 and recovery well RW-1, respectively. Following
the removal, S&ME installed two free product absorbent socks in MW-1 and one free
product absorbing sock in RW-1.
• In March 2019, S&ME provided oversight while Advanced Environmental Services, Inc.
(AES) conducted a Mobile Multi Phase Extraction event on monitoring well MW-1 and
recovery well RW-1. A total of 1,062 gallons of total fluids and approximately 49 gallons
of volatile organics as vapor were recovered during the MMPE event. S&ME
remobilized to the site on April 16, 2019, to conduct groundwater sampling activities and
evaluate the effectiveness of the MMPE event. Free product was detected in monitoring
well MW-1. Analytical results indicated VOCs were detected in groundwater from the
monitoring wells located near the source area above their respective 2L Standards.
Analyzed constituents did not exceed GCLs.
• In March 2020, S&ME collected groundwater samples from monitoring wells MW-2
through MW-6 and telescoping well TW-1. Free product was detected in monitoring well
MW-1 and recovery well RW-1. Multiple VOCs were detected in monitoring wells MW-
2 and TW-1 at concentrations above their respective 2L Standards. Benzene was detected
above its 2L Standard in groundwater from monitoring well MW-4. Analyzed
constituents did not exceed GCLs.
• In May 2020, S&ME and subcontractor AES conducted a 96-hour MMPE event on
monitoring well MW-1 and recovery well RW-1. A total of 2,204 gallons of petroleum-
impacted water and approximately 112 gallons of volatile organics as vapor were
recovered during the MMPE event.
• On March 4, 2021, Terracon sampled monitoring wells MW-1 through MW-6,
telescoping well TW-1, and recovery well RW-1. According to the laboratory analytical
report, multiple VOCs were detected above their respective 2L Standards in MW-1,
MW-2, and RW-1. Analyzed constituents were not detected in monitoring wells MW-3,
MW-5, MW-6, or TW-1 above laboratory method detection limits (MDLs).
• On March 11, 2022, Terracon sampled monitoring wells MW-1, MW-2, MW-4, MW-5,
and recovery well RW-1. Benzene, ethylbenzene, MTBE, naphthalene, n-propylbenzene,
toluene, 1,2,4-trimethylbenzene and total xylenes were detected above their respective
2L Standards in groundwater from one or more of the monitoring wells. Various
petroleum constituents were detected below the 2L Standards in groundwater from the
sampled monitoring wells. Free product was not measured in any site well.

• On September 22, 2022, Terracon sampled monitoring wells MW-1, MW-2, MW-4, and
recovery well RW-1. Free product was measured in RW-1 at a thickness of 0.02 feet.
Multiple VOCs were detected in MW-1, MW-2, and MW-4 exceeding their respective
2L Standards.

3.0 FIELD ACTIVITIES
Field activities performed by ESP on September 7, 2023, included:
• Gauged static water levels in monitoring wells MW-1 through MW-6, telescoping well
TW-1 and recovery well RW-1. Free product was also gauged in MW-1 and RW-1;
• Collected groundwater samples from MW-2, MW-4, MW-6, and RW-1. Although
planned, ESP did not obtain a groundwater samples from MW-1, due to free product within
the well; and
• Confirmed locations of MW-1 and RW-1.
Sample locations are depicted in Figure 2. Field logbook entries along with water level survey,
groundwater sampling, and field instrument calibration forms were completed in the field to
document site activities (see Appendix B). Photographs are also provided in Appendix B. Details
of field activities are provided below.
3.1 Water Level Gauging
On September 7, 2023, prior to purging or collecting groundwater samples, depth to groundwater
from the top of casing (TOC) within each monitoring well was measured and recorded using a
decontaminated electronic water level meter. The water level measurements were collected by first
removing covers and plunger caps from all site monitoring wells and allowing water within the
wells to stabilize. The electronic water level meter probe was then lowered into the well and the
depth to water measured relative to the well’s TOC.
As noted on Table 1, static water level depths ranged from 27.00 ft to 36.40 ft bTOC. Groundwater
elevations are based off an arbitrary benchmark of 100.00 ft, the general direction of shallow
groundwater flow within the source area is toward the east-northeast (see Figure 3).
3.2 Groundwater Sampling
On September 7, 2023, groundwater samples were collected from MW-2, MW-4, MW-6, and RW-
1. Although planned, a groundwater sample was not obtained from MW-1 due to the presence of
free product.
Groundwater samples were collected using dedicated and disposable polyvinyl chloride (PVC)
bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each
well was purged using the bailer. During purging, water quality parameters including pH,
conductivity, temperature, and turbidity were measured using calibrated field water quality
instruments. Readings were taken at the start of purging and periodically until a minimum of three
well volumes were removed from the well and water quality parameters stabilized. Following
purging, a groundwater sample for laboratory analysis was collected from the well using the bailer.
The water quality parameters were recorded on groundwater sampling forms along with time,

water level depth, and cumulative volume of water purged (see groundwater sampling forms in
Appendix B).
Groundwater samples were collected following Guidelines for Sampling by the Underground
Storage Tank Section, Division of Waste Management, North Carolina Department of
Environmental Quality (NCDEQ, 2022). Groundwater samples were placed in laboratory-
prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for
subsequent delivery under standard chain-of-custody (COC) procedures to Pace Analytical (Pace),
a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The
groundwater samples were analyzed for VOCs by EPA Method 6200B including Methyl Tert-
Butyl Ether (MTBE), ethylene dibromide (EDB), and isopropyl ether (IPE).
3.3 Free Product Evaluation
ESP gauged for free product within monitoring well MW-1 and recovery well RW-1. Free product
was not encountered in RW-1; however, 0.01 feet of free product was encountered in MW-1 (see
Table 1).

4.0 ANALYTICAL RESULTS
Results of the laboratory analysis of groundwater samples, MW-2, MW-4, MW-6, and RW-1 are
tabulated in Table 2, the analytical results are compared to both 2L standards and GCLs. The Pace
laboratory analytical report is provided in Appendix C.
No analytes were detected at concentrations exceeding GCLs; however, various analytes were
detected at concentrations greater than 2L standards in MW-2 and RW-1 (see Table 2 and Figures
4 and 5). A summary of the analytical results is as follows:
• MW-2: benzene (768 µg/L), MTBE (41.6 µg/L), and naphthalene (54.3 µg/L) were
detected above 2L standards;
• RW-1: benzene (956 µg/L), ethylbenzene (664 µg/L), isopropylbenzene (77.9 µg/L),
MTBE (20.3 µg/L), naphthalene (344 µg/L), n-propylbenzene (325 µg/L), toluene (1,710
µg/L), 1,3,5-trimethylbenzene (826 µg/L), and total xylenes (6,120 µg/L) were detected in
above 2L standards;
• MW-4: various analytes were detected at concentrations below 2L standards; and
• MW-6: no analytes were detected at concentrations above method detection limits (MDLs).
A comparison of groundwater laboratory analytical results from the September 7, 2023, sampling
event to sampling events performed since the March 2020 MMPE event reveals that contaminant
levels have generally decreased or remained stable in site wells. A minimal thickness of free
product (0.01 feet) has returned to MW-1 after not being present since March 2020; however, free
product was not encountered in RW-1 during this event.

5.0 CONCLUSIONS AND RECOMMENDATIONS

Based on the above results, ESP offers the following recommendations:
• Continue to sample site monitoring wells on a semiannual basis to further understand
concentration trends and plume stability; and
• Perform another MMPE event on MW-1 and RW-1 to address free product and elevated
contaminant concentrations.
