Monitoring Report October 6, 2023 Herlocker Oil Company, Albemarle, Stanly Co, NC, Incident No. 17032 ATC Project #STL1703201 2 2.0 EXECUTIVE SUMMARY ATC Associates of North Carolina, P.C. (ATC) submits this Monitoring Report documenting a groundwater monitoring event in August and September 2023 at Herlocker Oil Company (Herlocker) site. The report has been completed based on a May 10, 2023, Task Authorization (TA-1) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of the State Lead Contract # N70522-B between the NCDEQ and ATC. The incident is associated with a releases of gasoline, diesel and kerosene from various USTs removed in 1996 and 2003. No USTs have been installed at the site since the removal of the former USTs. Thus, this report documents impact conditions likely related to the former UST system. As approved in TA-01, ATC sampled eight monitoring/recovery wells (MW-5, MW-6R, MW-12R, MW-14, MW-15, MW-18, RW-2, and RW-4). Due to a field error, monitoring well MW-4R was sampled on August 25, 2023 instead of recovery well RW-4. ATC returned to site September 19, 2023 and sampled recovery well RW-4. ATC also measured liquid levels in 16 additional monitoring/ recovery wells. Monitoring well MW-9 could not be located and monitoring well MW-10 was not accessible. The groundwater samples for were analyzed for volatile organic compounds (VOCs) including ethanol, 1,2-dibromoethane (ethylene dibromide or EDB) and oxygenates. The site conditions based on the recent and historical assessment activities are presented below and in the Conceptual Site Model (CSM) in Appendix A, based on the recent and historical assessment activities:  No water supply wells are reportedly located within 1,000 feet of the source area. Municipal water is available to the site and surrounding area;  No surface water bodies are located within 500 feet of the source area;  The depth to groundwater in August 2023 ranged between 4.31 feet below top of casing (ft- toc) in well MW-6R to 23.95 ft-toc in well MW-11, with groundwater flow generally to the east;  Light non-aqueous phase liquid (LNAPL) was detected in monitoring well MW-14 (0.01 feet);  Benzene exceeded the Gross Contamination Level (GCL) in well MW-12R at a concentration of 5,120 micrograms per liter (µg/L); and  Multiple VOCs were detected at concentrations exceeding the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in each of the eight wells sampled. VOC concentrations across the site have overall decreased over time, with a few exceptions. Benzene concentrations in MW-12R has increased 50% since the January 2022 sampling event and LNAPL was detected in MW-14 for the first time since December 2013, although at only 0.01 feet, near the detection limit of the oil/water interface probe. GCL exceedances or LNAPL were not noted in well MW-14 since February 2004 (benzene exceeding the GCL) and December 2013 (LNAPL). Monitoring Report October 6, 2023 Herlocker Oil Company, Albemarle, Stanly Co, NC, Incident No. 17032 ATC Project #STL1703201 3 Based on the results of the August and September 2023 sampling event, ATC recommends the following:  Conduct remedial actions with considerations of chemical injection or Aggressive Fluid Vapor Recovery (AFVR) to remove the limited LNAPL in MW-14 and reduce benzene levels in MW-12R to less than the GCL;  Conduct post-remedial action sampling of wells MW-12R and MW-14, and well MW-18 with benzene exceeding the GCL in January 2022, to document the presence of LNAPL or GCL exceedances; and,  Consider closing the incident after at least two monitoring events indicate that LNAPL is not present and that VOC concentrations are less than GCLs. 3.0 SITE DESCRIPTION 3.1 Site Characterization ATC, under contract to the NCDEQ, provided environmental consulting services at the Herlocker site, located at 612 West Main Street in Albemarle, Stanly County, North Carolina. Figure 1 depicts the site on a topographic map. Based on historical information, no drinking water supply wells exist within 1,000 feet of the source area and Little Long Creek is located approximately 520 feet east of the source area. The risk classification for the incident is Intermediate due to the historical and recent presence of LNAPL (0.01 feet in well MW-14 on August 25, 2023) and GCL exceedances (5,120 µg/L benzene in well MW-12R on August 25, 2023). The area is serviced by municipal water. 3.2 Site Background The following was summarized by the NCDEQ from the Groundwater Monitoring Report prepared by Geological Resources Inc., and received by the Mooresville Regional Office (MRO), UST Section on February 23, 2017. Additional comments have been added by ATC. The Herlocker Oil Company site is located at 612 West Main Street in Albemarle, Stanly County, North Carolina. The site is located in an area where land use is a mix of commercial and residential. No water supply wells are reported to be located within 1,500 feet of the source area. The subject site and all surrounding properties use a municipal water source. According to a June 29, 1999, Corrective Action Plan (CAP) prepared by Omega Environmental Service, a release was discovered at the site on May 12, 1993. The source of the reported release was suspected to be gasoline product lines. One 550-gallon waste oil UST, one 3,000- gallon gasoline UST, one 6,000-gallon fuel oil UST and approximately 15 tons of petroleum affected soil were removed from the site on May 1, 1996. Subsequently, three 6,000-gallon gasoline USTs, one 6,000-gallon kerosene UST, one 6,000-gallon fuel oil UST and one 6,000- gallon diesel UST were removed and closed on July 21, 2003. A total of 20 shallow ground water monitoring wells (MW-1, MW-1A and MW-2 through MW-19), two telescoping wells (DW-1 and DW-1) and four recovery wells (RW-1 through RW-4) have been installed at the site during previous ground water assessment activities. A CAP recommending the installation of four recovery wells and performing mobile multi-phase extraction (MMPE) events on the wells was submitted by GRI on October 23, 2012 and approved by NCDEQ on November 1, 2013. Monitoring Report October 6, 2023 Herlocker Oil Company, Albemarle, Stanly Co, NC, Incident No. 17032 ATC Project #STL1703201 4 The CAP was implemented in March 2013 with the installation of the recovery wells. MMPE was subsequently conducted in April 2013 and the monitoring wells were sampled in May 2013 in accordance with the CAP schedule. Remediation goals at the site are the GCLs, and 10 times the surface water quality standards, due to a surface water body within 500 feet of the source area. On January 31, 2017, nineteen monitoring wells and four recovery wells were gauged, purged and sampled. No LNAPL was measured in any of the monitoring wells or recovery wells. Concentrations of benzene exceeding GCLs were reported in the ground water samples collected from MW-12R, MW-18 and RW-2 during the January 2017 sampling event. The February 6, 2017 Groundwater Monitoring Report was the last report submitted to NCDEQ prior to this report. In a Notice of Regulatory Requirements (NORR) issued on February 23, 2017, NCDEQ recommended monitored natural attenuation (MNA) with semi-annual groundwater sampling events. On December 7, 1992, staff from the NCDEQ Mooresville Regional Office identified LNAPL in low lying areas near Little Long Creek as well as in Little Long Creek, located approximately 600 feet east of the source area. On February 5, 2018 the NCDEQ recommended annual sampling of monitoring wells MW-1, MW-4R, MW-5, MW-6R, MW-10, MW-12R, MW-13, MW-14, MW-15, MW-16, MW-17, MW-18, MW-19, and DW-1. August 21, 2021 the site was accepted into the Trust Fund Branch State-Lead Program. In January 2022, ATC sampled eight monitoring/recovery wells (MW-5, MW-6R, MW-12R, MW- 14, MW-15, MW-18, RW-2, and RW-4) and measured liquid levels in 14 additional monitoring/recovery wells. Benzene exceeded the GCL in well MW-18 at a concentration of 6,070 micrograms per liter (µg/L). LNAPL was not detected in the monitoring or recovery wells. Multiple VOCs including tert-amyl alcohol (TAA) and tert-butyl alcohol (TBA) were detected at concentrations exceeding the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in each of the eight wells sampled. ATC recommended the installation of a deeper monitoring well for evaluation of the vertical extent of impact and to conduct and MMPE/AS event. 3.3 Site and Regional Geology According to the Geologic Map of the Charlotte 1° x 2° Quadrangle, North Carolina and South Carolina, produced by Goldsmith, et. al. in 1988, the site lies in the Carolina Slate Belt of the Piedmont Physiographic Province of North Carolina. The rock type in this area has been identified as thin and thick bedded metasandstone, metaconglomerate and metavolcanic rock as part of the Floyd Church Formation. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and PWR that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. Boring logs from historical assessment activities conducted at the site indicate that the site subsurface generally consists of red, brown, and black clayey, sandy silt to depths between 20 Monitoring Report October 6, 2023 Herlocker Oil Company, Albemarle, Stanly Co, NC, Incident No. 17032 ATC Project #STL1703201 5 feet below ground surface (ft-bgs) and 30 ft-bgs. Bedrock was encountered at the site at a depth of 27 ft-bgs to 30 ft-bgs. 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on gauging of the monitoring well network, groundwater flow across the site is generally toward the northwest. Depth to groundwater in the overburden aquifer at the site has historically ranged from approximately 2.5 to 22 ft-bgs. Groundwater flow at the site is generally to the east toward Little Long Creek located approximately 520 feet east of the source area. The bedrock fractures or other planar features of the Piedmont Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels On August 25, 2023, ATC measured the depth to water in MW-1, MW-1A, MW-3, MW-4R, MW- 5, MW-6R, MW-8, MW-11, MW-12R, MW-13, MW-14, MW-15, MW-16, MW-17, MW-18, MW- 19, DW-1, DW-2, RW-1, RW-2, RW-3, and RW-4. Monitoring well MW-9 was not located and monitoring well MW-10 could not be accessed. Figure 2 depicts a site map with well locations. LNAPL (0.01 feet) was detected in monitoring well MW-14 during the groundwater monitoring event. Depth to groundwater during this event ranged between 4.31 ft-toc in well MW-6R to 23.95 ft-toc in well MW-11. Depth to groundwater and elevation data are summarized in Table 1. A groundwater elevation contour map is presented as Figure 3. Based on groundwater elevation data, groundwater flow is generally to the east, with horizontal gradient of approximately 0.09 feet/foot (ft/ft). Field notes and photographs from the groundwater monitoring events are presented in Appendix B. 4.2 Groundwater Quality On August 25, 2023, ATC collected groundwater samples from wells MW-5, MW-6R, MW-12R, MW-15, MW-18, RW-2 and MW-4R. Due to a field error, monitoring well MW-4R was sampled on August 25, 2023 in place of recovery well RW-4. ATC returned to site September 19, 2023 and collected a sample from recovery well RW-4. ATC purged the wells of three well volumes prior to Monitoring Report October 6, 2023 Herlocker Oil Company, Albemarle, Stanly Co, NC, Incident No. 17032 ATC Project #STL1703201 6 groundwater sample collection to ensure collection of a representative sample was collected. Upon completion of purging activities, water quality field parameters were measured for each sample. Field parameters are included in Table 2. The water samples were collected in laboratory-supplied, preserved containers, entered into chain- of-custody control, placed on ice, and delivered to Pace Analytical in Huntersville, NC. The groundwater samples were analyzed by EPA Method 6200B for VOCs including petroleum compounds. The analytical reports are included as Appendix C. Groundwater analytical results from the August 25, 2023 and September 19, 2023 monitoring event are summarized in Table 3. Historical groundwater analytical results are shown in Table 4. Groundwater analytical results indicated the following:  Benzene exceeded the GCL in well MW-12R at a concentration of 5,120 micrograms per liter (µg/L), compared to the January 2022 concentration of 3,400 µg/L; and  Multiple VOCs were detected at concentrations exceeding the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in each of the eight wells sampled. VOC concentrations across the site have overall decreased over time, with a few exceptions. Benzene concentrations in MW-12R has increased 50% since the January 2022 sampling event and LNAPL was detected in MW-14 for the first time since December 2013. The VOC concentrations exceeding the 2L Standards and GCLs are shown in Figure 4. Estimated benzene isoconcentrations are presented in in Figure 5. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. ATC collected one field blank during the August 2023 groundwater monitoring event. VOCs were not detected in the fidl blank. The laboratory QC report shows that internal blanks were analyzed for each method that was used for the original samples. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed groundwater sampling activities in Augusst and September 2023 for the Herlocker Oil Co. site, located at 612 West Main Street, Albermarle, Stanly County, North Carolina. The site conditions based on the recent and historical assessment activities are presented below and in the Conceptual Site Model (CSM) in Appendix A, based on the recent and historical assessment activities:  No water supply wells are reportedly located within 1,000 feet of the source area.
