Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting assessment activity performed at the Johnny’s Sav-a-Sum site (Incident No. 15622). The site is an approximate 17.44-acre tract of land undeveloped located at the intersection of Highway 601 and Flowes Store Road in Concord, Cabarrus County, North Carolina. This report was completed to summarize the findings of assessment activities performed on September 5, 2023 in accordance with North Carolina Department of Environmental Quality (NCDEQ) Task Authorization No. 1 approved on July 21, 2023. The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina registered professional geologist (North Carolina License No. 1600). On September 5, 2023, ESP performed the following field activities: • Gauged static water levels in monitoring wells MW-1R, MW-4 through MW-10, MW-12, and MW-16; • Collected groundwater samples from monitoring wells MW-1R, MW-4, MW-5, MW-7, MW-8, and MW-9, plus a field duplicate of MW-1R; • Although planned, ESP was unable to sample water supply wells WSW-3965 and WSW- 3970, as access agreements could not be obtained after several attempts. ESP was also unable to obtain a municipal hookup agreement for the WSW-3970 for the same reason; and • Document that the former remediation system is still on site and attempt to determine whether the system could become operational again. Collected water samples were analyzed for volatile organic compounds (VOCs), and lead for selected samples, for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross Contaminant Levels (GCLs). Based on results of the above sampling and assessment activities, ESP concludes the following: • Surface waters closest to the site is an unnamed pond and tributary of Irish Buffalo Creek which are situated along the northwest boundary of the site; Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 iv • The most recent receptor survey completed in 2013, identified six active water supply wells within 1,000 feet of the site; • Free product was not present in any of the gauged monitoring wells; • Static water level depths measured on September 5, 2023, ranged from 30.90 to 40.30 ft bTOC; • Shallow groundwater flow beneath the site is generally toward the west-southwest; • The remediation system on site is not currently in operation. The building was locked; thus, ESP was unable to gain access to document condition of the remedial equipment; • Samples were not collected from water supply wells WSW-3965 and WSW-3970 as access permission was attempted but not obtained from the property owners; • The property owner containing water supply well WSW-3965 refused access the site or confirm municipal hookup status. The property owner for water supply well WSW-3970 was not responsive to mailed requested for access, and was not present on the day of the sampling event; • No VOCs in groundwater exceeded their respective GCLs; • MW-1R, benzene, MTBE, and naphthalene were detected above their respective 2L standards; • MW-4, benzene, MTBE, and naphthalene were detected above their 2L standards; • MW-5, benzene, 1,2-dichloroethane, MTBE, and vinyl chloride were detected above their 2L standards; • MW-7, MTBE was detected above its 2L standard; • MW-8, benzene and MTBE were detected above their 2L standards; • MW-9, benzene, MTBE, and naphthalene were detected above their 2L standards; and • Comparison of the September 5, 2023, sampling results to sampling results since 2017, has shown a mostly stabilized plume across the site with no significant increase in concentrations noted since 2017. Based on the above results, ESP offers the following recommendations: • Continue monitoring the groundwater quality on-site by conducting semi-annual groundwater sampling events for site monitoring wells; and • Consider conducting an MMPE event on MW-4 and MW-9 in an attempt to reduce constituent concentrations. Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 1 INTRODUCTION 1.1 Site Setting The Johnny’s Sav-a-Sum site is an approximate 17.44-acre tract of undeveloped land located at the intersection of Highway 601 and Flowes Store Road in Concord, Cabarrus County, North Carolina (see Figures 1 and 2). The site includes a groundwater remediation system building that is not currently in operation. When in operation, the remedial system discharges treated groundwater to a small drainage ditch and intermittent stream located in the western portion of the site. The rest of the site is currently undeveloped woods. The site is bounded to the north by Highway 601 and an auto repair shop, Marc’s Stop, beyond. To the east the site is bounded by Flowes Store Road, and the Allen Volunteer Fire Department beyond, to the west by undeveloped woods and single-family residences beyond, and to the south by undeveloped woods. 1.2 Site Geology and Hydrogeology A consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is located within the Charlotte Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills, and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rock at the site is described as meta-volcanic rocks. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or anthropomorphic, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Cabarrus County depicts soils on the site as enon sandy loam, 2 to 8 percent slopes, and Mecklenburg loam, 2 to 8 percent slopes. In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table. Typically, the water table is not a level surface, but an approximate reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. The direction and movement of groundwater is generally dependent on soil type, the presence of relict structures, and the textures of surrounding earth materials. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. No major geologic features (faults, etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground surface and, under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes, or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors. Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 2 Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on historical data and water level measurements obtained on September 5, 2023, shallow groundwater at the site is expected to flow generally to the west- southwest. 1.3 Surface Water Surface waters closest to the site is an unnamed pond and tributary of Irish Buffalo Creek. The pond and tributary are situated along the northwest boundary of the site (see Figure 1). 1.4 Water Supply Wells The most recent receptor survey was completed by Shield Environmental in 2013. During this event, six active water supply wells were identified within 1,000 feet of the site. The water supply well table and water supply well radius map from the 2013 report are included in Appendix A. Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from a report titled “Initial Monitoring Report, Johnny’s Sav-a-Sum (Incident #15622)” dated May 14, 2021, by Terracon Inc. (Terracon). • In September 1990, a 6,000-gallon gasoline UST was removed from the site with no evidence of soil contamination being observed. • In July 1992, the remaining five tanks were removed from the property, which consisted of one 6,000-gallon gasoline UST, a 2,000-gallon gasoline UST, a 1,000-gallon gasoline UST and two 550-gallon mixed use USTs. • Further site investigation by Geo-Environmental Consultants (GEC) in October 1997 discovered soil contamination above NCDENR ‘action levels’ in the area around the former tank basin containing tanks 3 and 4 but did not encounter groundwater. • In January 1999, GEC mobilized to perform a Limited Site Assessment (LSA). During this event, monitoring wells MW-1, MW-2, MW-3,MW-4, and MW-5 were installed. Soil samples collected during this event indicated soil contamination exceeding GCLs. In June 1999, GEC installed additional monitoring wells MW-6, MW-7, MW-8, MW-9, and MW- 10. • In January 2000, GEC mobilized install additional monitoring wells MW-14, MW-15, MW- 16, and MW-17 were installed to further delineate the contamination plume. In December 2000 wells MW-1 and MW-11 were abandoned and replaced with MW-1R and MW-11R in July 2001. • In July 2000, Shield Environmental (Shield) prepared a Corrective Action Plan (CAP) that was implemented in September 2001 with the installation of the site remedial system. The system consists of GRS pump and treat technology that discharges with a National Pollutant Discharge Elimination System (NPDES) permit. The system also consists of five groundwater recovery wells (RW-1, RW-2, RW-3, RW-4, and RW-5), an oil/water separator and an air stripper. The system was temporarily shut down in 2004, per DEQ’s instructions. The system was shut down again in 2007 due to lack of funding, and again in February 2018 per NCDEQ instruction. During the period the system ran, approximately 1,819,659 gallons of water were treated by the system. • Between October 2018 and November 2000, Shield conducted multiple groundwater sampling events on both the on-site remediation system and monitoring well network in place. Overall constituent concentrations decreased at the site during the time that the remediation system was in operation. Samples collected during the October 2018 sampling event indicated concentrations of benzene, MTBE, and naphthalene at concentrations above their respective 2L standards. Free product was observed in wells MW-1 and MW-9 during a sampling event in November of 2000. • During the above-mentioned sampling event, water supply wells WSW-2144, WSW-3878, WSW-3910, WSW-3925/3965, WSW-4036 and WSW-4085 were sampled at least once. The owners of well 3925 which also supplied well 3965 did not grant permission to Shield to sample their well, and refuse to be connected to municipal water. The following Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 4 constituents were detected in various supply wells: MTBE was detected in WSW-3910 below the 2L standard. In 2011, bromodichloromethane and chloroform were both detected consistently above 2L standards in WSW-4036. Lad has also been detected regularly in various supply wells at above 2L standard levels. However, based on the lack of lead being detected in on-site monitoring wells, it is believed that the lead is contributed to the site. • In addition to the groundwater activities, Shield would also carry out additional soil sampling events in 2004 and 2007. During these events, samples collected areas near MW-1R and MW-11R contained constituent concentrations above the Maximum Soil Containment Concentrations (MSCC). • In January 2008, Shield removed approximately 604 tons of contaminated soils from the site. • On April 22, 2021, Terracon mobilized to sample sixteen monitoring wells (MNW-1R , MW- 2 and MW-4 through 17), and six water supply wells (WSW-3878, WSW-3925/3965, WSW- 4085 and WSW-4036). Historical soil analytical results and groundwater elevations/analytical results are provided in Appendix A. Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 5 3.0 FIELD ACTIVITIES On September 5, 2023, ESP performed the following field activities: • Gauged static water levels in monitoring wells MW-1R, MW-4 through MW-10, MW-12, and MW-16; • Collected groundwater samples from monitoring wells MW-1R, MW-4, MW-5, MW-7, MW-8, and MW-9, plus a field duplicate of MW-1R; • Although planned, ESP was unable to sample water supply wells WSW-3965 and WSW- 3970, as access agreements could not be obtained after several attempts. ESP was also unable to obtain a municipal hookup agreement for the WSW-3970 for the same reason; and • Document that the former remediation system is still on site and attempt to determine whether the system could become operational again. Sample locations are depicted on Figure 2. Field logbook entries along with water level survey, groundwater sampling, and field instrument calibration forms were completed in the field to document site activities (see Appendix B). Photographs are also provided in Appendix B. Details of field activities are provided below. 3.1 Water Level Gauging On September 5, 2023, prior to purging or collecting groundwater samples, depth to groundwater from the TOC within site monitoring wells was measured using a decontaminated electronic water level meter and recorded on a water level survey form (see Appendix B). Water level measurements were collected by first removing covers and plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As noted in Table 1, static water level depths measured on September 5, 2023, ranged from 30.90 to 40.30 ft below top of casing (ft bTOC). Figure 3 depicts the groundwater elevations based on a benchmark of 100.00 ft given arbitrarily as noted in a previous report. As depicted on Figure 3, shallow groundwater flow beneath the site is generally toward the west-southwest. 3.2 Remediation System Observations During the September 5, 2023 mobilization, the on-site remediation system building was photographed and observed. Heavy vegetation growth on and around the building has resulted in deterioration of the walls and roofing of the building. All entrances to the inside of the building were padlocked; therefore, ESP was unable to access the building to document the consition of the remediation system inside. 3.3 Monitoring Well Sampling On September 5, 2023, groundwater samples were collected from monitoring wells MW-1R, MW- 4, MW-5, MW-7, MW-8, and MW-9, plus a field duplicate of MW-1R. Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 6 Groundwater samples were collected using dedicated and disposable PVC bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged using the bailer. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until a minimum of three well volumes were removed from the well. Following purging, a groundwater sample for laboratory analysis was collected from the well using the bailer. The water quality parameters were recorded on groundwater sampling forms along with time, water level depth, and cumulative volume of water purged (see groundwater sampling forms in Appendix B). Groundwater samples were collected following Guidelines for Sampling by the Underground Storage Tank Section, Division of Waste Management, NCDEQ (NCDEQ, 2022). Groundwater samples were placed in laboratory-prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for subsequent delivery under standard COC procedures to Pace, a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The groundwater samples were analyzed for VOCs by Standard Method 6200B including MTBE, EDB, and isopropyl ether (IPE). 3.4 Water Supply Well Sampling On September 5, 2023, ESP had intended to obtain samples from water supply wells WSW-3970 and WSW-3965. Consistent with historical information, the owner of the property that contained WSW-3965 contacted the site lead via phone and advised that ESP did not have permission to sample the supply well, citing concerns over being forced to abandon the well. An attempt was made to obtain in-person signatures from the owner of WSW-3970 for sampling, however the owner was not available for the duration of the event. 3.5 Field Quality Control Sampling and Analysis A field duplicate groundwater sample was collected on September 20, 2023, from monitoring well MW-1R and analyzed for VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess variance between collected samples. Results of the MW-1R field duplicate sample analysis were found to be constituent with results from MW-1R. Subsequent Monitoring Report ESP Project No. 23-00200-059 Johnny’s Sav-a-Sum (Incident #15622) November 10, 2023 7 4.0 ANALYTICAL RESULTS Results of the laboratory analysis of groundwater samples from monitoring wells MW-1R, MW- 4, MW-5, MW-7, MW-8, and MW-9 from the September 5, 2023, sampling event are tabulated in Table 2. As noted in Table 2, the groundwater analytical results are compared to both 2L standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. No analytes were detected at concentrations exceeding their respective GCLs during the September 5, 2023 sampling event; however, various analytes were detected at concentrations greater than their respective 2L Standards in one or more monitoring well (see Table 2 and Figures 4 and 5). A summary of the analytical results is as follows: • MW-1R, benzene (29.4 µg/L), MTBE (37.1 µg/L), and naphthalene (10.9 µg/L) were detected above their respective 2L standards; • MW-4, benzene (481 µg/L), MTBE (640 µg/L), and naphthalene (158 µg/L) were detected above their 2L standards; • MW-5, benzene (1.1 µg/L), 1,2-dichloroethane (4.2 µg/L), MTBE (126 µg/L), and vinyl chloride (0.48 µg/L) were detected above their 2L standards; • MW-7, MTBE (24.4 µg/L) was detected above its 2L standard; • MW-8, benzene (28.0 µg/L) and MTBE (170 µg/L) were detected above their 2L standards; and • MW-9, benzene (134 µg/L), MTBE (320 µg/L), and naphthalene (47.6 µg/L) were detected above their 2L standards. The groundwater sampling results for each well showing VOCs exceeding their 2L Standards are depicted on Figure 4. Figure 5 depicts the lateral extent of the dissolved benzene groundwater plume. Comparision of the September 5, 2023, sampling results to sampling results since 2017, has shown a mostly stabilized plume across the site with no significant increase in concentrations noted since 2017. The property owner for water supply well WSW-3970 was not responsive to mailed requested for access, and was not present on the day of the sampling event; • No VOCs in groundwater exceeded their respective GCLs; • MW-1R, benzene, MTBE, and naphthalene were detected above their respective 2L standards; • MW-4, benzene, MTBE, and naphthalene were detected above their 2L standards; • MW-5, benzene, 1,2-dichloroethane, MTBE, and vinyl chloride were detected above their 2L standards; • MW-7, MTBE was detected above its 2L standard; • MW-8, benzene and MTBE were detected above their 2L standards; • MW-9, benzene, MTBE, and naphthalene were detected above their 2L standards; and • Comparison of the September 5, 2023, sampling results to sampling results since 2017, has shown a mostly stabilized plume across the site with no significant increase in concentrations noted since 2017. Based on the above results, ESP offers the following recommendations: • Continue monitoring the groundwater quality on-site by conducting semi-annual groundwater sampling events for site monitoring wells; and • Consider conducting an MMPE event on MW-4 and MW-9 in an attempt to reduce constituent concentrations.
