EXECUTIVE SUMMARY
This executive summary section provides an abbreviated reporting of our Site observations and
findings. Refer to the main text and appendices for a complete reporting of our observations and
findings.
ESP Associates, Inc. (ESP) has completed a Monitoring Report documenting assessment activity
performed at the Arnold Kluttz Property site (Incident No. 3744). The site is an approximate 0.69-
acre residential site (Tax Parcel No. 652801490612) located at 28384 NC Highway 73 in Albemarle,
Stanly County, North Carolina. This report was completed to summarize the findings of assessment
activities performed on September 13th, in accordance with North Carolina Department of
Environmental Quality (NCDEQ) Task Authorization No. 1 approved on July 17, 2023.
The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP.
This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the
NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action
for UST Releases, January 2021, under the supervision of Nora A. Zirps, North Carolina registered
professional engineer (North Carolina License No. 023838).
On September 13, 2023, ESP performed the following field activities:
• Although planned, ESP did not pursue an access agreement with Mr. Harkey, as one was
located on record that was signed in October 2022;
• Attempted to obtain permission from owners to abandon water supply wells WSW-Harkey,
WSW-S, WSW-R, WSW-K, WSW-O, WSW-N, WSW-Q, and Kluttz-WSW through 2
certified mailings and a site visit. ESP was only able to obtain an abandonment agreement
for WSW-Harkey, as owners of the other wells were not present during our visit;
• Gauged static water levels in monitoring wells Former Smith MW-1, Kluttz MW-1, MW-
2, and MW-3;
• Collected groundwater samples from Former Smith MW-1, Kluttz MW-1, MW-2, and
MW-3; and
• Collected groundwater samples from water supply wells WSW-Harkey and WSW-Kluttz.
Collected water samples were analyzed for volatile organic compounds (VOCs), and lead for selected
samples, for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L
.0202 (2L Standards) and Gross Contaminant Levels (GCLs).
Based on results of the above sampling and assessment activities, ESP concludes the following:
• Attempts to contact the owners of water supply wells Kluttz WSW, WSW-K, WSW-N,
WSW-O, WSW-Q, WSW-S, and WSW-R through mailings and in-person contact were
unsuccessful in obtaining permission to abandon their water supply wells;
• Static water levels ranged from 28.00 to 31.50 ft bTOC;

• The general direction of groundwater flow beneath the site is toward the northwest;
• Free product is not present;
• No VOCs in groundwater exceeded their respective GCLs;
• Benzene in Former Smith MW-1 was the only analyte to exceed its 2L standard in sampled
monitoring wells. All other constituent concentrations in other monitoring wells were
below 2L standards;
• Dibromochloromethane was the only analyte detected in water supply well WSW-Harkey
above its 2L standard. Bromodichloromethane and chloroform were also detected within
WSW-Harkey but below 2L standards. This well is reportedly only used for irrigation and
the property is reportedly connected to municipal water; and
• Analytical results reveal that contaminant concentrations have continued to decrease in
Former Smith MW-1 while the remaining monitoring wells continue to report analyte
concentrations below 2L standards.
Based on the above results, ESP offers the following recommendations:
• Abandon water supply well WSW-Harkey based on receipt of owner’s agreement for
abandonment;
• Continue monitoring the groundwater quality by conducting semi-annual groundwater
sampling events for on-site monitoring wells;
• Attempt to determine current owners and contact information of vacant properties to
continue efforts to obtain abandonment agreements for water supply wells Kluttz WSW,
WSW-K, WSW-N, WSW-O, WSW-Q, WSW-S, and WSW-R; and
• Assess closing the incident through issuance of a Notice of Residual Petroleum (NORP)
with a groundwater land use restriction (LUR) for the subject parcel and a soil LUR for the
roadway right-of-way portion fronting the site.

1.0 INTRODUCTION
1.1 Site Setting
The Arnold Kluttz Property site is an approximate 0.69-acre residential site (Tax Parcel No.
652801490612) located at 28384 NC Highway 73 in Albemarle, Stanly County, North Carolina (see
Figures 1 and 2). The site includes an approximate 1,044-sqft occupied residential building built in
1902 along with two outbuildings/garage structures, 730 and 970 sqft, respectively. The site is bound
to the north by NC Highway 73 with residential properties beyond, to the east by residential property,
to the south by undeveloped land, and to the west by residential property.
1.2 Site Geology and Hydrogeology
A consideration of surface and subsurface drainage and geology are of interest since they provide
an indication of the direction that contamination, if present on-site or off-site, could be transported.
The site is located within the Carolina Slate Belt of the Piedmont Physiographic Province. The
Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills,
and long rolling northeast to southwest trending ridges with incised creeks and river channels.
Rock at the site is described as volcanically derived mudstones, sandstones, and conglomerates of
the Tillery Formation. In-place chemical and physical weathering of parent rocks typically form
residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints,
and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or
anthropomorphic, the typical residual soil profile consists of clay-rich unconsolidated materials at
the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between
soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or
saprolite. Information obtained from the Web Soil Survey for Stanly County depicts soils on the
site as Tarrus channery silt loam, 2 to 8 percent slopes (TbB).
In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural
features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water
table is primarily by precipitation infiltrating the surficial soils and percolating downward under
the influence of gravity to the water table. Typically, the water table is not a level surface, but an
approximate reflection of the land surface. The depth to the water table is not consistent and is
dependent upon several factors that include the amount of rainfall, permeability of the soil, the
extent of fracturing in the underlying rock and the influences of groundwater pumping.
The direction and movement of groundwater is generally dependent on soil type, the presence of
relict structures, and the textures of surrounding earth materials. Fractures, faults, folds, and
foliation planes affect the migration of groundwater in rock. No major geologic features (faults,
etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground
surface and, under the influence of gravity, migrates to discharge points such as surface water
features, the toes of slopes, or natural springs. Fluctuations in the depth of the water table can be
expected depending on variations in precipitation, surface water run-off and other factors.
Normally, the highest levels of the water table occur in late winter and spring and the lowest levels
occur in the late summer and fall. Based on historical data and water level measurements obtained
on September 13, 2023, groundwater at the site is expected to flow generally to the northwest.

1.3 Surface Water
The water feature nearest to the site is an unnamed tributary of Long Creek located approximately
500 feet to the southwest of the site.
1.4 Water Supply Wells
A total of 21 water supply wells were identified within 1,000 ft of the source area as documented in
Table 1 and depicted on Figure 6. The properties associated with WSW-S (28375 NC Highway
73) and WSW-R (28383 NC Highway 73), the closest downgradient wells, are reportedly connected
to municipal water. The status of the water supply well on the Kluttz property is currently
unconfirmed while the property is reportedly connected to municipal water. The Harkey-WSW is
reportedly used for irrigation. Three of the water supply wells (WSW-K, Moore-WSW, and Morgan-
WSW) are not operational. Three of the identified wells, all of which are more than 500 feet from
the source area, do not have a municipal water connection and are confirmed potable water sources
for the associated properties. The status of the remaining wells has reportedly not been confirmed.
A municipal water line reportedly extends along NC Highway 73 near the northern boundary of the
site and a fire hydrant is located on-site. Based on information obtained from the Stanly County GIS
website and property record cards, all the properties within 500 feet of the source area and along NC
Highway 73 reportedly have a municipal water connection. The water line does not extend down
Lowell Road.

2.0 SITE HISTORY
The following description of historical site activities was obtained from a report titled “Monitoring
Report for Arnold Kluttz Property (Incident #3744)” dated January 6, 2023, by Terracon, Inc.
(Terracon).
• In July 1988, Mr. Arnold Kluttz complained of a petroleum odor and taste in his drinking
water. The NCDENR sampled the groundwater from his water supply well (WSW-Kluttz).
The sample contained several gasoline constituents above their respective 2L standards. The
source of the contamination was suspected to be the USTs at a former gas station
approximately 200 feet upgradient of the Kluttz residence. As a result of the detection of
petroleum constituents in his well, North Carolina provided bottled water to the Kluttz
residence from 1988 to 1991. A Point-of-Entry (POE) filtration system was also installed at
the Kluttz property. The POE operated from August 1990 to August 1991. Mr. Kluttz began
sing a water supply well on a neighboring property in 1991.
• From 1988 to 2000, several environmental consulting firms conducted receptor surveys and
water supply well sampling from water supply wells within 1,000 feet of the site. No
petroleum constituents were detected in the offsite water supply wells during these
investigations.
• In 2006, Hart and Hickman (H&H) sampled nine water supply wells within 1,000 feet of the
source area. No petroleum constituents were detected above their 2L standards in WSW-B,
WSW-D, WSW-N, and WSW-Kluttz. Dibromochloromethane was detected at 0.51 µg/L in
WSW-N.
• In June 2009, S&ME installed a monitoring well on the Kluttz’s property (Kluttz MW-1).
Analytical results indicated no petroleum source on the Kluttz property. The petroleum
source was identified as the former gas station. The constituent concentrations in soil samples
collected during the installation of Former Smith MW-1 exceeded Maximum Soil
Contaminant Concentrations (MSCCs). S&ME also advanced seven soil borings near the
source area to depths of about 25 feet bgs to evaluate the extend of soil impact. The TPH
results ranged from 29 to 13,000 milligrams per kilogram (mg/kg).
• In April 2010, S&ME investigated the possibility of removing impacted soils from the source
area; however, soil removal was reportedly not feasible due to the presence of underground
utility lines near the source area.
• In June 2013, Crawford Environmental Services (Crawford) conducted a groundwater
sampling event. Several constituents were detected in the Former Smith MW-1 monitoring
well at concentrations above the 2L standard. Crawford recommended continued
groundwater sampling and analysis, as well as connecting nearby properties to a municipal
water supply.
• In July 2014, Terracon conducted a sampling event of all onsite monitoring wells and three
nearby water supply wells (WSW-Harkey, WSW-O, and WSW-Harwood). Several
constituents were detected in Former Smith MW-1 above their 2L standards.
• From 2015 through 2021, Terracon conducted several groundwater sampling events for wells
Former Smith MW-1, and WSW-Harkey. Multiple constituents were consistently detected
in Former Smith MW-1 above their respective 2L standards. WSW-Harkey contained several
constituents below their 2L standards. Constituent concentrations appear to be decreasing
across the site. In 2016, an Oxygen Reduction Compound (ORC) insert was placed in Former

Smith MW-1 and was replaced yearly until 2021, when it was replaced with a RemRX.
sleeve.
• On November 10, 2022, Terracon mobilized to conduct a groundwater sampling event on
monitoring wells Former Smith MW-1, Kluttz MW-1, MW-2, and MW-3. The water supply
well WSW-Harkey was also sampled. The sampling revealed that constituents exceeded 2L
standards in Former Smith MW-1 while concentrations were below 2L standards in MW-3
and WSW-Harkey.
Historical soil analytical results and groundwater elevations/analytical results are provided in
Appendix A.

3.0 FIELD ACTIVITIES
On September 13, 2023, ESP performed the following field activities:

for WSW-Harkey, as owners of the other wells were not present during our visit;
• Gauged static water levels in monitoring wells Former Smith MW-1, Kluttz MW-1, MW-
2, and MW-3;
• Collected groundwater samples from Former Smith MW-1, Kluttz MW-1, MW-2, and
MW-3; and
• Collected groundwater samples from water supply wells WSW-Harkey and WSW-Kluttz.
Monitoring well and water supply well locations are depicted on Figure 2. Field logbook entries
along with well TOC elevation survey, water level survey, groundwater sampling, and field
instrument calibration forms were completed in the field to document site activities (see Appendix
B). Site photographs are also provided in Appendix B. Details of field activities are provided
below.
3.1 Water Supply Well Abandonment Agreements
Several certified mailing attempts were performed to owners of water supply wells Kluttz WSW,
WSW-K, WSW-N, WSW-O, WSW-Q, WSW-S, and WSW-R to obtain permission to abandoned
their wells. No responses to our requests were received as of the date of this report. Additionally,
on September 13, 2023, ESP mobilized to attempt in-person contact of the residences that contain
water supply wells. The purpose of the contact was to obtain a water supply well abandonment
agreement, as the properties now have access to municipal water. While ESP intended to obtain
the agreements for abandonment of water supply wells WSW-Harkey, WSW-S, WSW-R, WSW-
K, WSW-O, WSW-N, WSW-Q, and Kluttz-WSW, only an agreement was obtained from the
owner of WSW-Harkey. Many of the properties containing the water supply wells were in an
advanced state of decay, and many had inaccessible front doors as a result. The property owner
of WSW-K was contacted by telephone and the owner confirmed that water supply well WSW-K
has not been used for the past 20 years or so and that the property is connected to municipal water.
3.2 Water Level Gauging
On September 13, 2023, prior to purging or collecting groundwater samples, depth to groundwater
from the TOC within each of the on-site monitoring wells was measured using a decontaminated
electronic water level meter and recorded on a water level survey form (see Appendix B). Water
level measurements were collected by first removing covers and plunger caps from all site
monitoring wells and allowing water within the wells to stabilize. The electronic water level meter
probe was then lowered into the well and the depth to water measured relative to the well’s TOC.

As noted in Table 2, static water level depths measured ranged from 28.00 ft to 31.50 ft below top
of casing (ft bTOC). Figure 3 depicts the groundwater elevations based on a benchmark of 100.00
ft given to the Kluttz MW-1 TOC. As depicted in Figure 3, shallow groundwater flow beneath
the site is generally toward the northwest.
3.3 Free Product Evaluation
During the September 13, 2023, sampling event, free product was not detected in any of the gauged
monitoring wells.
3.4 Monitoring Well Sampling
On September 13, 2023, groundwater samples were collected from monitoring wells Former Smith
MW-1, Kluttz MW-1, MW-2, and MW-3.
Groundwater samples were collected using dedicated and disposable PVC bailers (1.5” x 3’)
attached to braided nylon rope. Prior to groundwater sample collection, each well was purged
using the bailer. During purging, water quality parameters including pH, conductivity,
temperature, and turbidity were measured using calibrated field water quality instruments.
Readings were taken at the start of purging and periodically until a minimum of three well volumes
were removed from the well. Following purging, a groundwater sample for laboratory analysis
was collected from the well using the bailer. The water quality parameters were recorded on
groundwater sampling forms along with time, water level depth, and cumulative volume of water
purged (see groundwater sampling forms in Appendix B).
Groundwater samples were collected following Guidelines for Sampling by the Underground
Storage Tank Section, Division of Waste Management, NCDEQ (NCDEQ, 2022). Groundwater
samples were placed in laboratory-prepared vials preserved with hydrochloric acid (HCl), labeled,
and stored on ice in a cooler for subsequent delivery under standard COC procedures to Pace, a
North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The
groundwater samples were analyzed for VOCs by Standard Method 6200B including MTBE,
EDB, and isopropyl ether (IPE).
3.5 Water Supply Well Sampling
On September 13, 2023, water supply wells WSW-Harkey and WSW-Kluttz were sampled. Prior
to sampling, the wells were purged by allowing water to flow through the open spigot for 15
minutes. During purging, water quality parameters including pH, conductivity, temperature, and
turbidity were measured using calibrated field water quality instruments. Readings were taken at
the start of purging and periodically until fifteen minutes had elapsed, and water quality parameters
stabilized. Following purging, a groundwater sample for laboratory analysis was collected directly
from the spigot.
The groundwater samples were placed in laboratory-prepared vials preserved with HCl, labeled,
and stored on ice in a cooler for subsequent delivery under standard COC procedures to Pace for

analysis. The groundwater samples were analyzed for VOCs by Standard Method 6200B
including MTBE, EDB, and IPE.
3.6 Field Quality Control Sampling and Analysis
A field duplicate groundwater sample was collected on September 13, 2023, from Former Smith
MW-1 and analyzed for VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess
variance between collected samples.

4.0 ANALYTICAL RESULTS
4.1 Analytical Results of Groundwater Samples
Results of the laboratory analysis of groundwater samples Former Smith MW-1, Kluttz MW-1,
MW-2, MW-3, WSW-Harkey, WSW-Kluttz from the September 13, 2023, sampling event are
tabulated in Table 3. As noted in Table 3, the groundwater analytical results are compared to both
2L standards and GCLs. The Pace laboratory analytical report is provided in Appendix C.
No analytes were detected at concentrations exceeding their respective GCLs during the sampling
event. Analytes detected at concentrations greater than their respective 2L standards are noted on
Table 3 and depicted on Figure 4). A summary of the analytical results is as follows:
• Former Smith MW-1: benzene (25.0 µg/L) was detected above its 2L standard. This result
is validated by the field duplicate from this well (benzene 20.0 µg/L);
• WSW-Harkey: dibromochloromethane (1.7 µg/L) was detected above its 2L standard
while chloroform (50.1 µg/L) and bromodichloromethane (9.5 µg/L) were present at
concentrations below 2L standards. This well is reportedly used for irrigation and the
property is reportedly connected to municipal water; and
• No 2L standard exceedances were reported for groundwater samples from Kluttz MW-1,
MW-2, MW-3, or WSW-Kluttz.
The groundwater sampling results for each well depicting analytes exceeding their 2L standards
are provided in Figure 4.
Comparison of the September 13, 2023, groundwater analytical results to recent analytical results,
reveals that contaminant concentrations have continued to decrease in Former Smith MW-1 while
the remaining monitoring wells continue to report analyte concentrations below 2L standards.

5.0 CONCLUSIONS AND RECOMMENDATIONS
Based on results of the above sampling and assessment activities, ESP concludes the following:
• Attempts to contact the owners of water supply wells Kluttz WSW, WSW-K, WSW-N,
WSW-O, WSW-Q, WSW-S, and WSW-R through mailings and in-person contact were
unsuccessful in obtaining permission to abandon their water supply wells;
• Static water levels ranged from 28.00 to 31.50 ft bTOC;
• The general direction of groundwater flow beneath the site is toward the northwest;
• Free product is not present;
• No VOCs in groundwater exceeded their respective GCLs;
• Benzene in Former Smith MW-1 was the only analyte to exceed its 2L standard in sampled
monitoring wells. All other constituent concentrations in other monitoring wells were
below 2L standards;
• Dibromochloromethane was the only analyte detected in water supply well WSW-Harkey
above its 2L standard. Bromodichloromethane and chloroform were also detected within
WSW-Harkey but below 2L standards. This well is reportedly only used for irrigation and
the property is reportedly connected to municipal water; and
• Analytical results reveal that contaminant concentrations have continued to decrease in
Former Smith MW-1 while the remaining monitoring wells continue to report analyte
concentrations below 2L standards.
Based on the above results, ESP offers the following recommendations:
• Abandon water supply well WSW-Harkey based on receipt of owner’s agreement for
abandonment;
• Continue monitoring the groundwater quality by conducting semi-annual groundwater
sampling events for on-site monitoring wells;
• Attempt to determine current owners and contact information of vacant properties to
continue efforts to obtain abandonment agreements for water supply wells Kluttz WSW,
WSW-K, WSW-N, WSW-O, WSW-Q, WSW-S, and WSW-R; and
• Assess closing the incident through issuance of a Notice of Residual Petroleum (NORP)
with a groundwater land use restriction (LUR) for the subject parcel and a soil LUR for the
roadway right-of-way portion fronting the site.
