Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Monitoring Report documenting assessment activity performed at the John Stogner Residence/Brown Store site (Incident No. 2798). The site is an approximate 1.63-acre vacant parcel (Tax Parcel PIN. 55365742040000) located at 8555 Flowes Store Road, Concord, Cabarrus County, North Carolina. This report was completed to summarize the findings of assessment activities performed on August 9, 2023, in accordance with North Carolina Department of Environmental Quality (NCDEQ), Task Authorization No. 1, approved on July 17, 2023. The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina registered professional geologist (North Carolina License No. 1600). Field activities performed by ESP on August 9, 2023, included: •Gauging static water levels in site monitoring wells MW-7, MW-7R, MW-8, MW-10, MW-11, MW-12, MW-13 through MW-14. Although planned for gauging, the location of monitoring well MW-9 could not be located; and •Collecting groundwater samples from monitoring wells MW-7, MW-7R, and MW-13 along with water supply wells DW-4, DW-5 (pre-POE treatment system), and DW-6. Collected water samples were analyzed for volatile organic compounds (VOCs) for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L standards) and Gross Contaminant Levels (GCLs). Based on results of the above field activities and previous reporting, ESP concludes the following: •No known surface water features are present within 1,000 feet of the site; •Eight active water supply wells and two inactive water supply wells are located within 1,000 feet of the site. Municipal water is reportedly not available in the area surrounding the site; •Free product was not encountered in any of the gauged monitoring wells; •Static water level depths ranged from 24.15 ft to 32.55 ft bTOC; •The general direction of shallow groundwater flow beneath the site is to the north; •No analytes were detected at concentrations exceeding their respective GCLs; Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 iv •Several analytes were detected greater than their respective 2L standards in MW-7; •Benzene was detected above its 2L standard in MW-7R; •In water supply well DW-6 (pre-POE), 1,2-dichloroethane was detected above its 2L standard and benzene was detected above its MDL; •No analytes were detected above 2L standards in monitoring well MW-13 or water supply wells DW-4 and DW-5; •Sampling results have revealed that contaminant concentrations have remained relatively stable at the site. Based on the above results, ESP offers the following recommendations: •Continue to sample site monitoring wells on a semiannual basis; and •Place ORC sleeves within MW-7 and MW-7R in an attempt to lower contaminant concentrations to below 2L standards. Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 1 1.0 INTRODUCTION 1.1 Site Setting The John Stogner Residence / Brown Store site is an approximate 1.63-acre parcel (Tax Parcel PIN 55365742040000) located at 8555 Flowes Store Road in Concord, Cabarrus County, North Carolina (see Figures 1 and 2). The site is developed with a vacant residential structure. The site is bound to the north by Flowes Store Road, to the south by a residence, to the west by Bethel Church Road, and to the east by vacant wooded land. 1.2 Site Geology and Hydrogeology Consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is located within the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills, and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rock at the site is described as Metamorphosed Quartz Diorite - foliated to massive. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Cabarrus County depicts soils on the site as Cecil-Urban land complex, 2 to 10 percent slopes. In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table. Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. The direction and movement of groundwater through soil is generally dependent on soil type, the presence of relict structures, and the textures of the underlying rock. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. No major geologic features (faults, etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 2 expected depending on variations in precipitation, surface water run-off and other factors. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on historical data and the August 9, 2023, sampling event, water level measurements, groundwater at the site is expected to flow generally to the north. 1.3 Surface Water There are no known surface water features present within 1,000 feet of the site. However, pond is located approximately 1,300 feet southwest of the site (see Figures 1 and 6). 1.4 Water Supply Wells Based on a 2022 receptor survey conducted by Terracon Consultants, Inc. (Terracon). Eight active water supply wells (DW-2, DW-3, DW-4, DW5, DW-6, DW-7, DW-9, and DW-11) and two inactive water supply wells (DW-8 and DW-10) are located within 1,000 feet of the site (See Figure 6 and Table 1). Municipal water is reportedly not available in the area surrounding the site. Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from a report titled “Monitoring Report, John Stogner Residence/Brown Store” dated June 1, 2022, by Terracon. • In May 1984, the first release was discovered after the property owner at the Stogner Residence (8500 Flowes Store Road) filed a complaint with the NCDEQ, due to a petroleum odor and taste coming from the water supply well. In June 1986, the Mooresville Regional Office Groundwater Section installed and sampled five monitoring wells located at Brown’s Store (8555 Flowes Store Road). Analytical results indicated various petroleum constituents were detected in the monitoring wells and Stogner’s water supply well above their respective 2L standards. Concentrations of benzene and 1,2- dibromomethane (EDB) exceeded their respective GCLs in the sampled monitoring wells. The five monitoring wells were abandoned in February 1988. • In May 1989, ESE Biosciences Group (EBIO), performed a Phase 2 assessment on site. In June 1989, EBIO installed and sampled monitoring wells MW-6 through MW-10, sampled water supply wells, and collected soil samples. Laboratory results indicated impact to the soil and groundwater. Total Petroleum Hydrocarbons (TPH) were detected in five of the sampled water supply wells above NC Action Levels. VOC constituents were detected in two water supply well samples. The Stogner’s water supply well contained detectible concentrations of chlorinated VOCs. In October 1989, one 1,000- gallon and one 550-gallon UST were excavated from the site. It is unknown if petroleum impacted soils were removed from site during this excavation. • In May 1990, EBIO performed a Phase 3 assessment to better define the volume of soil contamination. On May 17, 1990, the two previously excavated USTs were removed from the Brown’s Store property and additional soil samples were collected. Additionally, groundwater samples were collected from monitoring wells MW-6 through MW-10. The action limit for the site was established at 35 ppm TPH. Analytical results indicated VOCs were present in the soil and groundwater near and downgradient of the former USTs. Benzene, toluene, ethylbenzene, xylene (BTEX), and TPHs were detected in MW-7 and MW-8. The areas in front of the Brown’s Store and behind the Stogner’s residence were found to contain TPH concentrations above the established site action limit. • In September 1990, additional soil sampling was conducted at the Flowe’s Store site (assumed address of 8504 Flowes Store Road), located northwest of the Brown’s Store and southwest of the Stogner Residence. Soil samples were also collected from the Flowes Store Fire Department (FSFD) building (8623 Flowes Store Road), which had an associated UST. Analytical results indicated soil and groundwater samples associate with the Flowe’s Store site and the FSFD did not contain TPHs above the site action limit. Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 4 • In July 1992, Delta Environmental Consultants, Inc. (Delta) collected groundwater samples from monitoring wells MW-6 through MW-10, and seven water supply wells (Mauny-Side, Brown, Stogner, Ross, Ritch, Mervin and FSFD). Concentrations of all targeted constituents were detected in monitoring well MW-7. Benzene and 1,2-DCA were detected in the Mauny-Sides well, and 1,2-DCA was detected in the Stogner well. Delta collected five soil samples after the removal of the 560-gallon UST at the FSFD property. Analytical results indicated TPH or gasoline constituents were not detected above the laboratory detection limit. • In 1993, laboratory results from groundwater and water supply well samples collected by Delta indicated continued impact by benzene and 1,2-DCA in the water supply wells and monitoring well MW-7. • From 1996 through 1998, S&ME, Inc. (S&ME) conducted multiple water supply well and monitoring well sampling events. The laboratory analytical results indicated the Ross, Mauny, and Stogner water supply wells, along with monitoring wells MW-7 and MW-9 consistently contained concentrations of analyzed VOCs above the 2L standards. • In March 1999, S&ME collected samples from seven water supply wells: FSFD (DW- 1), Ritch (DW-2), Mervin (DW-3), Ross (DW-4), Stogner (DW-5), Mauny (DW-6), and Parker (DW-7), five monitoring wells (MW-6 through MW-10), and one piezometer (PZ-1). Analytical results indicated that water supply wells DW-5 and DW-6 and monitoring well MW-7 contained constituent concentrations above their respective 2L standards. Concentrations of benzene and 1,2-DCA were detected in water supply wells DW-5 and DW-6 influent samples above their respective 2L standards. • In 2000, S&ME installed monitoring wells MW-11 through MW-14, and seven air- sparge (AS) wells (AS-1 through AS-7) as part of a remediation system. The system began operating in December 2000. • In October 2002 and April 2003, S&ME collected samples from multiple water supply and monitoring wells. Water supply wells DW-5 and DW-6 were sampled prior to and following the point of entry (POE) treatment system. Analytical results indicated that water supply well DW-5 and monitoring wells MW-7 and MW-9 contained VOCs above their respective 2L standards. In November 2002, the remediation system was shut down at the direction of NCDEQ. • In August 2003, the remediation system was restarted at the request of NCDEQ. In September 2003, S&ME collected samples from seven water supply wells (DW-1 through DW-7) and nine monitoring wells (MW-6 through MW-14). Water supply wells DW-4 and DW-5 and monitoring wells MW-7 and MW-9 contained constituents above Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 5 their respective 2L standards. The AS System was shut down again in April 2004, at the request of NCDEQ. • From 2004 through 2006, Hart & Hickman, PC (H&H) conducted regular sampling events, which included collecting samples from water supply wells DW-2 through DW- 8 and monitoring wells MW-6 through MW-14. The laboratory analytical results through this period indicated various VOCs were consistently detected above 2L standards in water supply wells DW-4, DW-5, DW-8, and monitoring wells MW-7 and MW-9. • In November 2008, Geological Resources, Inc. (GRI) sampled water supply wells DW- 2 through DW-7 and monitoring well MW-14. Water supply well DW-8 was reportedly abandoned sometime prior. Supply well DW-6 contained benzene and 1,2-DCA above 2L standards, and methylene chloride exceeded the 2L standard following the POE treatment. • From 2010 through 2020, S&ME conducted multiple sampling events in varying combinations based on site conditions and accessibility. During this time, the sampled wells included water supply wells DW-2 through DW-7 and monitoring wells MW-7 through MW-14. In April 2015, monitoring well MW-7R was installed to replace MW- 7, which had been consistently dry for several years. Laboratory analytical results were consistent throughout this period and indicated detectible VOC concentrations in supply wells DW-5 and DW-6, including continued 2L standard exceedances of benzene and 1,2-DCA. In 2010, MW-9 and MW-11 contained concentrations of multiple VOCs above their respective 2L standards. Monitoring wells MW-7 (when not dry) and MW-7R consistently contained benzene above its 2L standard. • In June 2021, Terracon sampled supply wells DW-5 and DW-6, and monitoring wells MW-7, MW-7R, MW-11, and MW-14. Benzene in wells MW-7 and MW-7R, 1,2- DCA in wells DW-6 and MW-7, and naphthalene in MW-7, were all found exceeding their respective 2L standards. • In April 2022, Terracon sampled monitoring wells MW-7, MW-7R, MW-14 and water supply wells DW-5 and DW-6. 2L standard exceedances were detected in MW-7, MW-7R, and DW-6. Additionally, Terracon also completed an updated receptor survey in tandem with the sampling event. During the survey Terracon identified eight presumably active water supply wells within 1,000 feet of the source area. According to Concord Utility Department, municipal water is not available in the area surrounding the site. Historical groundwater elevations and analytical results are provided in Appendix A. Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 6 3.0 FIELD ACTIVITIES Field activities performed by ESP on August 9, 2023, included: • Gauging static water levels in site monitoring wells MW-7, MW-7R, MW-8, MW-10, MW-11, MW-12, MW-13 through MW-14. Although planned for gauging, the location of monitoring well MW-9 could not be located; and • Collecting groundwater samples from monitoring wells MW-7, MW-7R, and MW-13 along with water supply wells DW-4, DW-5 (pre-POE treatment system), and DW-6. Sample locations are depicted on Figure 2. Field logbook entries along with water level survey, groundwater sampling, and field instrument calibration forms were completed in the field to document site activities (see Appendix B). Photographs are also provided in Appendix B. Details of field activities are provided below. 3.1 Water Level Gauging On August 9, 2023, prior to purging or collecting groundwater samples, depth to groundwater from the top of casing (TOC) within each monitoring well was measured and recorded using a decontaminated electronic water level meter. The water level measurements were collected by first removing covers and plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As noted on Table 2, static water level depths ranged from 24.15 ft to 32.55 ft bTOC. Groundwater elevations are based off previously measured elevations established by previous consultants, the general direction of shallow groundwater flow beneath the site is to the north. Monitoring wells located to the north of the site indicated a shallow groundwater flow direction toward the southwest (see Figure 3). 3.2 Groundwater Sampling On August 9, 2023, groundwater samples were collected from monitoring wells MW-7, MW-7R and MW-13, along with a field duplicate of MW-7R. Groundwater samples were collected using dedicated and disposable polyvinyl chloride (PVC) bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged using the bailer. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until a minimum of three well volumes were removed from the well and water quality parameters stabilized. Following purging, a groundwater sample for laboratory analysis was collected from the well using the bailer. The water quality parameters were recorded on groundwater sampling forms along with time, Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 7 water level depth, and cumulative volume of water purged (see groundwater sampling forms in Appendix B). Groundwater samples were collected following Guidelines for Sampling by the Underground Storage Tank Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ, 2022). Groundwater samples were placed in laboratory- prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for subsequent delivery under standard chain-of-custody (COC) procedures to Pace Analytical (Pace), a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The groundwater samples were analyzed for VOCs by EPA Method 6200B including methyl tert-butyl ether (MTBE), ethylene dibromide (EDB), and isopropyl ether (IPE). 3.3 Water Supply Well Sampling On August 9, 2023, groundwater samples were collected from water supply wells DW-4, DW-5, and DW-6 (pre-POE). The samples were collected from spigots attached to the wells. Prior to sampling, the wells were purged by allowing the open spigot to run for 15 minutes. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until fifteen minutes had elapsed, and water quality parameters stabilized. Following purging, a groundwater sample for laboratory analysis was collected directly from the spigots. 3.4 Free Product Evaluation During the August 9, 2023, event, free product was not observed within any of the gauged monitoring wells. 3.5 Field Quality Control Sampling and Analysis A field duplicate groundwater sample was collected on August 9, 2023, from monitoring well MW-7R and analyzed for VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess variance between collected samples. Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 8 4.0 ANALYTICAL RESULTS Results of the laboratory analysis of water samples MW-7, MW-7R, MW-13, DW-4, DW-5, and DW-6 (pre-POE), plus a field duplicate, are tabulated in Table 3, the analytical results are compared to both 2L standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. No analytes were detected at concentrations exceeding their respective GCLs; however, various analytes were detected at concentrations greater than their respective 2L standards in MW-7, MW- 7R, and DW-6 (see Table 3 and Figures 4 and 5). A summary of the analytical results is as follows: • MW-7: benzene (22.3 µg/L), 1,2-dicloroethane (0.94 µg/L), and naphthalene (88.8 µg/L), were detected above their respective 2L standards; • MW-7R: benzene (1.7µg/L) was detected above its 2L standard; • Duplicate (MW-7R): benzene (1.6 µg/L) was detected above its 2L standard; • DW-6 (pre-POE): 1,2-dichloroethane (0.99 µ/L) was detected above its 2L standard; • MW-13, DW-4, and DW-5: no analytes were reported to be above their method detection limits (MDLs) which the exception of chloroform (0.20J µ/L) in DW-4. A comparison of groundwater laboratory analytical results from the August 9, 2023, sampling event to recent sampling event reveals that concentrations in site monitoring wells have remained relatively stable. Monitoring Report ESP Project No. 23-00200-003 John Stogner Residence / Brown Store (Incident #2798) October 27, 2023 9 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on results of the above field activities and previous reporting, ESP concludes the following: • No known surface water features are present within 1,000 feet of the site; • Eight active water supply wells and two inactive water supply wells are located within 1,000 feet of the site. Municipal water is reportedly not available in the area surrounding the site; • Free product was not encountered in any of the gauged monitoring wells; • Static water level depths ranged from 24.15 ft to 32.55 ft bTOC; • The general direction of shallow groundwater flow beneath the site is to the north; • No analytes were detected at concentrations exceeding their respective GCLs; • Several analytes were detected greater than their respective 2L standards in MW-7; • Benzene was detected above its 2L standard in MW-7R; • In water supply well DW-6 (pre-POE), 1,2-dichloroethane was detected above its 2L standard and benzene was detected above its MDL; • No analytes were detected above 2L standards in monitoring well MW-13 or water supply wells DW-4 and DW-5; • Sampling results have revealed that contaminant concentrations have remained relatively stable at the site. Based on the above results, ESP offers the following recommendations: • Continue to sample site monitoring wells on a semiannual basis; and • Place ORC sleeves within MW-7 and MW-7R in an attempt to lower contaminant concentrations to below 2L standards.
