2.0 EXECUTIVE SUMMARY
ATC Associates of North Carolina, P.C. (ATC) has completed an air sparge enhanced mobile multi-phase
extraction (AS-MMPE) event and a groundwater monitoring event for the Salemburg Food Mart site located
at 801 North Main Street in Salemburg, Sampson County, North Carolina. This report documents activities
conducted at the site between July 2023 and September 2023. The work was performed based a July 3,
2023, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST)
Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ).
The work is performed as part of State Lead Contract #N70522-B between NCDEQ and ATC.
The former Salemburg Food Mart site is located at 801 North Street, Salemburg, North Carolina. The site
is developed with one single-story building occupied by Discount Tobacco. Six monitoring wells (MW-1
through MW-6) are associated with the site. Two monitoring wells (Hills MW-8 and Hills MW-9) from the
adjacent Hills Grocery site (Incident # 5861) are also located on the property. Three water supply wells
were previously identified within 1,000 feet of the site, two of which function as municipal water supply wells
for the surrounding area.
From July 31, 2023 to August 4, 2023 Eastern Environmental Services, Inc. (Eastern) performed an air
sparge-enhanced MMPE event on wells MW-1R, MW-2R, AS-1, and AS-2. On September 6, 2023, ATC
returned to the site to collected groundwater samples from MW-1 through MW-6, as well as Town of
Salemburg water supply wells Well #1 and Well #2.
Based on the analytical results, multiple petroleum compounds were identified exceeding Title 15A NCAC
02L .0202 Groundwater Quality Standards (2L Standards). No compounds detected exceeded the Gross
Contamination Level (GCL). In Well #1, bromodichloromethane was detected above 2L Standards.
Naphthalene, acetone, chloroform, dibromochloromethane, and methyl chloride were detected below 2L
Standards in Well #1. Methyl chloride was detected below 2L Standards in Well #2.
ATC recommends performing a comprehensive groundwater sampling event within the next six months, to
ensure petroleum compounds remain below the GCL. The conceptual site model is included as Appendix
A.
3.0 SITE DESCRIPTION
3.1 SITE CHARACTERIZATION
The former Salemburg Food Mart site is located at 801 North Street in Salemburg, Sampson County, North
Carolina. The site is developed with one single-story building occupied by Discount Tobacco. The site is
bound to the east by North Main Street and to the south by Creation Lane. The properties immediately to
the north and west are vacant properties. Residential properties are located south and west of the site. The
Salemburg Fire Department and a boutique shop are located to the east, across North Main Street. The
Hills Grocery site (Incident # 5861) (currently a vacant lot) is located adjacent and south, across Creation
Lane. The surrounding properties are zoned Residential, Commercial, and Exempt. The UST system
formerly located on the property consisted of two 10,000-gallon gasoline USTs. The UST system was
closed by removal on September 12, 2019.
A Site Reconnaissance and Receptor Survey Letter Report submitted by S&ME, Inc. (S&ME) on August
17, 2018, identified three water supply wells within 1,000 feet of the site, two of which are used to provide
municipal water to the surrounding area. Water supply well ownership information is included in Table 1. A
site topographic map is included as Figure 1 and a site map depicting monitoring well locations and other
pertinent site features is included as Figure 2. A map showing water supply well locations is included as
Figure 3. Site photographs are included in Appendix B.

3.2 SITE BACKGROUND
In August 2011, a release was suspected after the installation of monitoring wells Hills MW-8 and Hills MW-
9 on the site property, which are associated with the adjacent Hills Grocery site (Incident #5861). In January
2012, a Site Check Report submitted to NCDEQ by East Coast Environmental, P.A. (East Coast)
documented the installation and sampling of monitoring wells MW-1 and MW-2. Analytical results indicated
a benzene concentration of 12,000 micrograms per liter (μg/L), exceeding GCLs, in MW-2. Multiple
compounds were detected in both MW-1 and MW-2 exceeding 2L Standards.
East Coast submitted a Phase I Limited Site Assessment Report (LSA) in March 2012 documenting the
installation and sampling of MW-3 and a receptor survey that identified municipal water supply wells Well
#1 and Well #2. Analytical results indicated petroleum compounds at concentrations exceeding 2L
Standards.
In February 2016 a Comprehensive Site Assessment (CSA)/Corrective Action Plan (CAP) was submitted
by East Coast documenting the installation of monitoring wells MW-4 and MW-5, and the sampling of MW-
1, MW-2, MW-3, MW-4, MW-5, Hills MW-8, and Hills MW-9. Analytical results indicated concentrations of
numerous petroleum compounds exceeding 2L Standards in multiple wells. Well MW-6 was subsequently
installed and indicated concentrations of petroleum compounds exceeding 2L Standards.
A Site Reconnaissance and Receptor Survey Letter Report submitted by S&ME on August 17, 2018,
identified two town water supply wells (Well #1 and Well #2) within 1,000 feet of the site. A representative
of the Town of Salemburg communicated to S&ME that the municipal water system was sampled and
analyzed for volatile organic compounds (VOCs) every three years. Samples were collected from the entry
point for all four water supply wells (Well #1 through Well #4) into the water treatment plant which serves
the Town of Salemburg. At the time of the Letter Report, water supply well Well #5 was constructed but not
connected to the municipal water system. In 2012, NCDEQ required the town to conduct quarterly sampling
after detection of concentrations of ethylbenzene and total xylenes. After additional sampling indicated no
concentrations of VOCs, NCDEQ allowed a reduction in sampling frequency to annually and then to every
three years.
The UST system was closed by removal on September 12, 2019, and an Initial Abatement Action Report
was submitted to the NCDEQ on December 17, 2019, detailing the event. No above ground storage tanks
(ASTs) were observed at the site. During closure activities, photo-ionization detector screening indicated
petroleum impacted soils at the pump island and the western end of the UST basin. Soil sampling indicated
the presence of multiple compounds exceeding Soil-to-Groundwater Maximum Soil Contaminant
Concentrations (MSCCs) around the dispensers. Approximately 362.40 tons of impacted soils were
excavated during the UST closure activities. Monitoring wells MW-1 and MW-2 were destroyed during UST
closure activities.
A Groundwater Monitoring Report submitted by S&ME on February 6, 2020, detailed two sampling events
in December 2019 and the installation of monitoring wells MW-1R and MW-2R to replace previously
destroyed wells. Analytical results from the sampling event continued to indicate the presence of petroleum
compounds in multiple monitoring wells in exceedance of 2L Standards. Well MW-2R contained benzene
at a concentration of 6,700 μg/L, exceeding the GCL.
A Groundwater Monitoring Report submitted by ATC on April 29, 2021, detailed a March 2021 sampling
events conducted on the six monitoring wells associated with the site and two water supply wells used by
the Town of Salemburg as municipal water sources. Analytical results from the sampling event continued
to indicate the presence of petroleum compounds in multiple monitoring wells in exceedance of 2L
Standards. Chloroform was detected in water supply well Well #1 below 2L Standards. No compounds were
found at concentrations exceeding GCLs. ATC recommended reviewing remedial activities and installing a
Type III well to vertically delineate groundwater impacts.

A Groundwater Monitoring Report submitted by ATC on May 16, 2022, detailed the installation of air sparge
wells AS-1 and AS-2, an air sparge-enhanced MMPE event, and subsequent sampling event. Benzene in
monitoring well MW-2R exceeded the GCLs. Xylenes, naphthalene, 1,2,4-trimethylbenzene, and 1,3,5-
trimethylbenzene were detected at concentrations below 2L Standards in Well #1. ATC recommended
performing an additional air sparge-enhanced MMPE event followed by a limited sampling event.
4.0 AIR SPARGE-ENHANCED MMPE ACTIVITIES
4.1 AIR SPARGE-ENHANCED MMPE EVENT
Eastern was subcontracted to perform an air sparge-enhanced MMPE event from July 31, 2023 to August
4, 2023. Monitoring wells MW-1R and MW-2R were used as the extraction points for the event. Air was
injected into air sparge wells AS-1 and AS-2 in order to aid in volatilization of contaminants in the
groundwater. The event was conducted to reduce groundwater contaminant concentrations. Prior to the
event, wells MW-1R, MW-2R, AS-1, and AS-2 were gauged to record the groundwater elevation. Light non-
aqueous phase liquid (LNAPL) was not detected in any of the monitoring wells. Monitoring well construction
details and groundwater elevation data are included as Table 2.
Prior to the start of the event, the intake for the vacuum piping was set approximately 14 feet below the top
of casing in the extraction wells and was adjusted throughout the event to maximize volume recovery. The
air sparge-enhanced MMPE event was initiated at 10:00 am on July 31, 2023.
The event was concluded at 10:00 a.m. on August 4, 2023. A tanker change out was required on August
2, 2023. During that time, groundwater samples were collected from monitoring wells MW-1R and MW-2R.
Samples were collected in laboratory-approved containers, packed in ice and delivered under chain of
custody protocol to SGS North America, Inc. in Scott, Louisiana (SGS) for analyses. The groundwater
samples were analyzed for volatile organic compounds (VOCs) by Standard Method 602. Approximately
10,019 gallons of impacted groundwater and 218.16 gallons of petroleum vapor were recovered during the
event. Field notes are included as Appendix C. During the event, vacuum at the recovery pump stabilized
at 25 inches of mercury. Airflow rates ranged from 389 to 405 feet per minute. System temperature ranged
from 79 to 119 degrees Fahrenheit and humidity maintained 100 percent. Field gauged VOCs increased
from 1,519 parts per million (ppm) to 3,291 ppm throughout the event. The MMPE report and waste disposal
manifests are included as Appendix D. The laboratory analytical report and chain-of-custody forms are
included in Appendix E.
5.0 GROUNDWATER ASSESSMENT ACTIVITIES
5.1 GROUNDWATER LEVELS
ATC conducted a groundwater sampling event at the site on September 6, 2023. Groundwater level
measurements were collected from monitoring wells MW-1R through MW-6. Monitoring well construction
details and current and historical groundwater elevation data are summarized in Table 2. Measurable
LNAPL was not observed in any monitoring well. Depth to groundwater measurements ranged from 11.38
feet bgs in MW-2R to 12.04 feet bgs in MW-1R. Monitoring well locations are depicted in Figure 2. A
groundwater elevation contour map is included as Figure 4. Based on the September 2023 data,
groundwater flows northeast across the site, which is consistent with historical data. Field notes are
included in Appendix C.

5.2 GROUNDWATER QUALITY
Groundwater samples were collected from monitoring wells MW-1R through MW-6 on September 6, 2023.
The groundwater samples were collected in laboratory-approved containers, packed in ice and delivered
under chain of custody protocol to SGS analyses. The groundwater samples were analyzed for VOCs by
Standard Method 6200B.
The following petroleum hydrocarbon compounds were detected in the associated monitoring wells at
concentrations above the 2L Standards:
Benzene: MW-1R (1,030 μg/L), MW-2R (1,910 μg/L), MW-5 (280 μg/L), MW-6 (6.2 μg/L)
Toluene: MW-1R (3,690 μg/L), MW-2R (6,190 μg/L), MW-5 (1,390 μg/L)
Ethylbenzene: MW-1R (1,940 μg/L), MW-2R (1,450 μg/L), MW-5 (1,390 μg/L)
Total Xylenes: MW-1R (10,200 μg/L), MW-2R (7,310 μg/L), MW-5 (3,900 μg/L), MW-6 (566 μg/L)
Methyl tert-butyl ether: MW-2R (279 μg/L)
Naphthalene: MW-1R (821 μg/L), MW-2R (549 μg/L), MW-5 (372 μg/L), MW-6 (113 μg/L)
Isopropylbenzene: MW-1R (130 μg/L), MW-2R (99.3 μg/L), MW-5 (85.3 μg/L)

No compounds detected exceeded the GCL. Current groundwater analytical data is summarized in Table
3. Historical groundwater analytical data is summarized in Table 4. Field parameters collected during the
sampling event are shown in Table 5. A Benzene Isoconcentration Contour Map is included as Figure 5.
An Additional Contaminants of Concern Map is included as Figure 6. The laboratory analytical report and
chain-of-custody forms are included in Appendix E.
Based on the results, it appears groundwater concentrations at the site have generally decreased or
remained stable in wells MW-1R, MW-2R, MW-5, and MW-6.
As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the
laboratory report was conducted. During the review, it was concluded that samples were received by the
laboratory in acceptable condition and properly preserved. The samples were analyzed within the correct
holding times, and the chain of custody was properly completed by all parties. The laboratory QC report
shows an internal blank was analyzed for each method that was used for the original samples. The
laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for
each analytical method. Refer to the laboratory report in Appendix E for details regarding QA results for
the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are
usable and any exceptions do not significantly impact the conclusions presented in this report.
5.3 WATER SUPPLY WELLS
On September 6, 2023, ATC met with a representative of the Town of Salemburg to collect samples from
municipal water supply wells Well #1 and Well #2. The samples were collected in laboratory-approved
containers, packed in ice and delivered under chain of custody protocol to SGS for analyses. The samples
were analyzed for VOCs by Method 6200B.
Laboratory analysis detected bromodichloromethane (1.4 μg/L) above 2L Standards in Well #1.
Naphthalene (0.71 J μg/L), acetone (5.3 J μg/L), chloroform (3.3 μg/L), dibromochloromethane (0.32 μg/L),
and methyl chloride (0.51 μg/L) were detected below 2L Standards in Well #1. Naphthalene was previously
detected in Well #1 and acetone and methyl chloride are probably laboratory artifacts. The presence of

bromodichloromethane, chloroform, and dibromochloromethane can be attributed to by-products of
municipal water disinfection. Methyl chloride (0.65 μg/L) was detected below 2L Standards in Well #2. No
other compounds were detected in water supply wells. Water supply well ownership information is included
in Table 1. Water supply well locations are depicted in Figure 3. Water supply well analytical results are
included in Table 6. The laboratory analytical report is included in Appendix E. The QA/QC measures
outlined in Section 5.2 apply to this section.
6.0 CONCLUSIONS AND RECOMMENDATIONS
On behalf of the Trust Fund Branch of the UST Section, ATC has completed an air sparge-enhanced MMPE
and groundwater monitoring event for the Salemburg Food Mart site located at 801 North Street,
Salemburg, North Carolina. Based on groundwater analytical results from the September 6, 2023 sampling
event, multiple petroleum compounds were identified in the associated monitoring wells exceeding 2L
Standards. No compounds detected exceeded the GCL. Bromodichloromethane was detected above 2L
Standards in Well #1. Naphthalene, acetone, chloroform, dibromochloromethane, and methyl chloride were
detected below 2L Standards in Well #1. Methyl chloride was detected below 2L Standards in Well #2.
Based on the results, it appears groundwater concentrations at the site have generally decreased or
remained stable in wells MW-1R, MW-2R, MW-5, and MW-6. ATC recommends performing a
comprehensive groundwater sampling event within the next six months, to ensure petroleum compounds
remain below the GCL.
