Services were authorized by the North Carolina Environmental Quality (NCDEQ) Task Authorization (TA) #01, accepted July 25, 2023, and Contract Number N70522-A. The approved scope of services for this Task Authorization included: • Review the project and historical files; • Conduct a receptor survey within 1,500 feet of the site; and • Prepare a letter report documenting the findings. The Corner Store (aka Former Starflite 2) site is located at 220 W. Main St., Rowland, Robeson County, NC (See Figures in Attachment A). CATLIN conducted field activities on August 10, 2023 in accordance with the approved TA. Potential hazards were evaluated before beginning field work and their discussion is documented on the Daily Activities Log, provided in Attachment B. The property is currently owned by Frank E. Thompson and the property is vacant. The parcel is comprised of a vacant convenience store, former dispensers with an island and canopy, and concrete pavement. Site History CATLIN reviewed the historical files available on the NCDEQ Waste Management Online Database (aka Lasefiche). A summary of site activities indicated in previous reports and the Recommendation for Sate Lean Cleanup sent to Wayne Randolph, Trust Fund Branch Head on April 5, 2023, is provided herein. Baker originally owned the four underground storage tanks (USTs) (two 4,000-gallon gasoline, one 8,000-gallon gasoline, and one 2,000-gallon kerosene) and one aboveground storage tank (AST) historically operated on-site. The tanks were operated by Mr. Baker for petroleum retail and fuel storage. The release was originally reported during November 1997 when petroleum was encountered while municipal employees were doing utility work alongside Martin Luther King, Jr. Street. No samples were collected for lab analysis at this time, so a release was never confirmed. Wade Baker reportedly sold the property to Mr. Frank Thompson on April 23, 2002. Since purchasing the UST system during April 2002, it does not appear Frank Thompson operated it. On March 25, 2002, a Tank Closure Report was received by the NCDEQ documenting abandonment in place of one 2,000-gallon kerosene UST. The abandonment apparently occurred on January 23, 2002 and was conducted for Frank Thompson. At the time of the UST closure, laboratory analysis of two confirmation soil samples reported total petroleum hydrocarbon (TPH) detections exceeding the State Action Limits. A 2001 search for Wake Baker revealed that he was incarcerated, and the site was eventually accepted into the North Carolina UST Section Trust Fund Branch State Lead Program in April 2023. Receptor Survey A field survey was conducted on August 10, 2023, wherein CATLIN personnel walked a 500-foot (or greater) radius from the site and performed a windshield survey of all properties located 500 to 1,500 feet from the site. Additionally, Request for Water Supply Well Information Survey letters were sent to all property owners within 500 feet of the site. Potential receptors are illustrated on Figure 2 (Attachment A) and receptor information is shown on Table 1 (Attachment C). Water Supply Wells – No privately owned water supply wells were identified within 1,500 feet of the site. Public Water Supplies – Based on information provided by the Town of Rowland, municipal water is provided by two community groundwater wells (Well #1 and Well #2A) located approximately 1,500 north and 1,560 feet northeast of the site, respectively. All properties within municipal limits are required to be connected to municipal water and sewer. Surface Water – One surface water body was identified within 1,500 feet of the site. According to the NCDEQ North Carolina Surface Water Classifications GIS viewer, the Town Ditch stream is identified as a Class C; Swamp Waters (Sw) surface water body and is located approximately 380 feet west of the site. Wellhead Protection Areas – On July 26, 2023, CATLIN accessed the NCDEQ Division of Water Resources (DWR), Drinking Water Protection Program web page (InfoSWAP 2.0) and verified that the site is located within a wellhead protection area (Rowland System). Deep Aquifers in the Coastal Plain Physiographic Region – The source area is potentially located in an area in which there is recharge to an unconfined or semi-confined deeper aquifer. The 2020 Visual Hydrogeologic Framework (VHF) – North Carolina Hydrogeological Database identified deeper aquifers in the area. According to the VHF, the surficial aquifer extends to approximately 50 feet below land surface (BLS). The Peedee confining unit (approximately 10 feet thick) and associated aquifer are projected to underlie the surficial aquifer to 80 feet BLS. The Black Creek confining unit (approximately 30 feet thick) and Upper Cape Fear confining unit (approximately September 15, 2023 Page 3 of 3 NCDEQ; 29037_The Corner Store CATLIN Engineers and Scientists CATLIN Project No. 223193 September 2023 150 feet thick) and associated aquifers are modeled to be present at further depths. Crystalline basement is illustrated to be 490 feet BLS in the site area. Subsurface Structures – Subsurface structures (such as water, fiber optic, and power lines) may run through the site. The Robeson County GIS viewer did not portray these. Recommendations CATLIN recommends abandoning the two gasoline USTs (via excavation) and collecting soil and groundwater samples during removal activities to determine any potential impacts.
