Services were authorized by the North Carolina Environmental Quality (NCDEQ) Task Authorization (TA) #01, accepted July 27, 2023, and Contract Number N70522-A. The approved scope of services for this Task Authorization included: • Collect groundwater samples from two monitoring wells (MW-2 and MW-5); • Analyze three water samples (two monitoring well samples and one trip blank) via Standard Method (SM) 6200B [including ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE)]; • Send an access agreement to the owner of WSW-1 to request permission to abandon the well; • Attempt to speak with the owner of WSW-4 to request permission to abandon the well; and • Prepare a letter report documenting the findings. The Callicutt Grocery site is located at 709 Abner Road, Star, Montgomery County, North Carolina (Figures 1 and 2 in Attachment A). CATLIN conducted field activities on August 22, 2023 in general accordance with the approved TA. Potential hazards were evaluated before beginning field work and are documented on the Daily Activities Log, provided in Attachment B. Recent site photographs are presented in Attachment C. September 27, 2023 Page 2 of 3 NCDEQ; 9260_Callicutt Grocery.docx CATLIN Engineers and Scientists CATLIN Project No. 220279 September 2023 Communication with Property Owners CATLIN sent a certified letter to the property owner of WSW-1 and it was returned as “Unable to Forward” on August 16, 2023. While on site on August 22, 2023, CATLIN attempted to speak with the owner but was unable to gain access. Additionally, CATLIN was unable to obtain access to abandon WSW-4 as this is a rental property. Groundwater Gauging On August 22, 2023, CATLIN personnel measured depth to water in monitoring wells MW-2 [24.25 feet below top of casing (BTOC)] and MW-5 (20.0 feet BTOC) using an electronic groundwater interface probe. Insufficient data points were available to estimate a groundwater flow direction, but historic groundwater flow has been toward the south-southeast. Gauging data was recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR) and NCDEQ Guidelines, and Environmental Protection Agency (EPA) Region 4 Operating Procedures Groundwater Sampling Following gauging, the monitoring wells were sampled in general accordance with NCDENR and NCDEQ Guidelines, and EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, well MW-2 was purged by removing a minimum of three well volumes. Well MW-5 contained insufficient water to purge the well. Groundwater field parameter data for MW-2 were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). The Aqua TROLL measured specific conductivity, pH, oxidation reduction-potential (ORP), dissolved oxygen, and temperature, which were recorded utilizing the VuSitu mobile application (version 1.17.12). Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the groundwater field data sheets are available in Attachment B. After the monitoring wells were purged, a groundwater sample was collected directly into laboratory provided glassware, labeled, and placed on ice in an insulated cooler. A laboratory-provided trip blank was kept in the cooler with the samples for the duration of the sampling event. The groundwater samples and the Trip Blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B plus EDB, MTBE, and DIPE. Groundwater Sample Results During the August 2023 monitoring event, two monitoring well groundwater samples (MW-2 and MW-5) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). Laboratory analysis did not detect any constituents above those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS) in the MW-5 sample. Analytical results reported benzene, naphthalene, 1,2,4-trimethylbenzene, and total xylenes at concentrations above their respective 2L GWQS in the MW-2 sample but no constituents were detected above the Gross Contaminant Levels (GCLs). Laboratory analytical results are summarized in Table 1 and the historical laboratory analytical results of sampling conducted by CATLIN are summarized in Table 2 (Attachment D). A copy of the complete laboratory report and chain of custody documentation is presented in Attachment E. Recommendations CATLIN recommends to: • Continue to try to pursue abandonment of WSW-1 and WSW-7; and • Perform predictive groundwater modeling to determine the migration potential of the dissolved contamination.
