Consultech Environmental, LLC currently holds North Carolina Corporate Geology license number C-0497. iii 1.0 EXECUTIVE SUMMARY The Johnson’s Store site is located at 4746 Chicken Foot Road in St Pauls, North Carolina and is zoned for residential use. The site consists of one parcel of land totaling approximately 0.85 acres recorded as Parcel Number 0420917211000 by the Cumberland County Tax Assessor's office. The Site is currently inoperable but previously operated as a convenience store and gas station facility. A house with a lawn and a chicken pen are located on the property. Two 550- gallon gasoline USTs and one 280-gallon kerosene UST were located at the site. The gasoline UST’s were removed in January 1990 and the kerosene UST was removed in October 1994. The petroleum release at the site was reportedly leaks in the piping connecting the USTs to the dispensers. The quantity of the release is unknown. Multiple assessments have been conducted at this property since 1989. An initial environmental assessment conducted in October 1989 found contamination in the soil and groundwater. It was recommended that a pump and treat system be installed on the property. The system was installed and operated up until 1994 when it was disassembled and removed. During past site assessment activities, thirteen monitoring wells (MW-1 through MW-13) were installed at the site and nearby properties. Monitoring wells MW-3 and MW-4 were replaced with MW-3R and MW-4R. On October 7, 2019, a receptor survey was performed in the area surrounding the site. Eleven potable wells were found within 1000 feet of the site. WSW-24 is located on the Johnson’s Store property (250 feet from the release source). The owner of the Johnson’s Store property uses their water supply well (WSW- 24) for drinking water. Municipal water lines are present in the area; it is unclear if residents within 1500 feet of the site are utilizing municipal water or the water supply wells. The site is classified as “high risk” due to the presence of water supply wells within 1500 feet of the release. AFVR events using a Mobile Multi-Phase Extraction (MMPE) were conducted periodically (March 2012, September 2012, August 2014, May 2015) due to past presence of free product in well MW- 1. Free product has not been detected in the wells since November 2013. On October 26, 2020, eight monitoring wells (MW-1, MW-3R, MW-4, MW-5, MW-7, MW-9, MW-12, and MW-13) and one water supply well (WSW-24) were sampled. Monitoring wells MW-2, MW-6, MW-8, MW-10, and MW-11 could not be located and well WSW-27 was inactive. No free product was detected in the monitoring wells. Benzene, xylenes, naphthalene, n-propylbenzene, 1,2,4- trimethylbenzene, and 1,3,5-trimethyl;benzene were detected in the groundwater samples in wells MW-1 and MW-5 at concentrations exceeding the NCAC 2L standards. No contaminants were detected in the groundwater in the wells at concentrations above Gross Contamination Levels (GCLs). On December 2, 2020, GRI submitted a Ground Water Monitoring Report which proposed annual groundwater monitoring for the site. No information was available that indicated implementation of these recommendations was completed. On October 4, 2023, Consultech field personnel sampled three monitoring wells (MW-3R, MW-9, MW-13) and one water supply well (WSW-24). Monitoring wells MW-1, MW-2, MW-4R, MW-5, MW-6, MW-7, MW-8, MW-10, MW-11, and MW-12 could not be located and are presumed destroyed. Benzene, Naphthalene, tert-Amyl Alcohol, Xylenes, Lead, Bis(2-ethylhexyl) phthalate, 1-Methylnaphthalene, C5-C8 Aliphatics, C9-C10 Aromatics, C9-C12 Aliphatics, and C11-C22 iv Aromatics were detected in the groundwater in well MW-3R at concentrations above the NCAC 2L standards. Benzene, Naphthalene, tert-Amyl Alcohol, 1-Methylnaphthalene, and C11-C22 Aromatics were detected in well MW-13 at concentrations above the NCAC 2L standards. Lead was detected in the groundwater in well MW-9 at a concentration above the NCAC 2L standard. No petroleum constituents were detected in the groundwater in the four wells sampled at concentrations above the GCLs. Based on data presented in this report, Consultech recommends attempting to locate the additional wells and/or installing replacement wells near MW-1, MW-4R, and MW-5, and sampling these additional wells in order to prepare a more comprehensive groundwater contour map and in order to further delineate the current extent of the groundwater contaminant plume. The location of the facility is shown on Figure 1 and a site map is shown in Figure 2. The site consists of one parcel of land totaling approximately 0.85 acres recorded as Parcel Number 0420917211000 by the Cumberland County Tax Assessor's office. The Site is currently inoperable but previously operated as a convenience store and gas station facility. A house with a lawn and a chicken pen are located on the property. Two 550-gallon gasoline USTs and one 280-gallon kerosene UST were located at the site. The gasoline UST’s were removed in January 1990 and the kerosene UST was removed in October 1994. The petroleum release at the site was reportedly leaks in the piping connecting the USTs to the dispensers. The quantity of the release is unknown. There have been multiple assessments conducted at this property since 1989. An initial environmental assessment conducted in October of 1989 found contamination in the soil and groundwater. It was recommended that a pump and treat system be installed on the property. One was installed and operated up until 1994 when it was disassembled and removed. There have been three CSAs and one CSA addendum conducted at the site. The first was in 2002 and consisted of just groundwater sampling. The second was conducted in 2007 and included soil and groundwater sampling. An addendum investigation to this CSA was conducted in 2009 to collect soil samples along the roadway. The final CSA conducted was performed in 2010 and included groundwater sampling. Based on this CSA it was recommended that free product recovery events be conducted on MW-1 and that semiannual groundwater sampling events be conducted. During these site assessment activities, thirteen monitoring wells were installed (MW-1 through MW-13). Monitoring wells MW-3 and MW-4 were replaced with MW-3R and MW-4R. Soil data from these events is summarized in Table 3. On October 7, 2019, a receptor survey was performed in the area surrounding the site. Eleven potable wells were found within 1000 feet of the site. WSW-24 is on the Johnson’s Store property (250 feet from the release source). The owner of the Johnson’s Store property uses their water supply well (WSW-24) for drinking water. Municipal water lines are present in the area, it is unclear whether residents in the properties surrounding the site are still utilizing the water supply wells or city water. The site is classified as “high risk” due to the presence of water supply wells within 1500 feet of the release. Current and historical groundwater contaminant concentrations are contained in Table 2. 3.0 CURRENT ASSESSMENT ACTIVITIES 3.1 Groundwater Measurements, Sampling and Testing On October 4, 2023 Consultech personnel conducted a groundwater sampling and monitoring event at the Johnson’s Store site. Field personnel sampled three monitoring wells (MW-3R, MW- 9, MW-13) and one water supply well (WSW-24) during this event. Monitoring wells MW-1, MW- 2, MW-4R, MW-5, MW-6, MW-7, MW-8, MW-10, MW-11, and MW-12 could not be located and are presumed destroyed. After opening all wellheads, the depth to water was measured. The depth to water in the wells ranged from approximately five to ten feet below the top of the well casing. No product was detected in the wells. Prior to purging and sampling, the volume of water in each well was calculated based on the depth to water from the top of casing. Except when a well was purged dry, approximately three well volumes of groundwater were removed from each monitoring well prior to sampling. Groundwater samples were collected from the monitoring wells using disposable polyethylene bailers. The groundwater samples were collected in method-appropriate sampling containers supplied by the laboratory and placed on ice in coolers. All samples were shipped under chain- of-custody to Eurofins Xenco Laboratories, LLC. The samples were analyzed for volatile organic compounds (VOCs) by Standard Method 6200B, semi volatile organic compounds (SVOCs) by USEPA Method 625.1, EPH by the MADEP method, VPH by the MADEP method, and lead via USEPA Method 6010. 4.0 GROUNDWATER SAMPLING RESULTS 4.1 Groundwater Flow 8 Groundwater elevations were determined by gauging the depth-to-water at each monitoring well location. This data was then contoured to create a shallow groundwater potentiometric surface map (Figure 3). Based on the data, the general direction of groundwater flow at the site appears to be to the north/northwest direction. However, previous reports with more wells have indicated that the groundwater flow direction is to the east and southeast. 4.2 Laboratory Analysis Results Benzene, Naphthalene, t-Amyl Alcohol, Xylenes, Lead, Bis(2-ethylhexyl) phthalate, and 1- Methylnaphthalene, were detected in the groundwater sample from well MW-3R at concentrations of 62.1 ug/L, 138 ug/L, 178 ug/L, 767 ug/L, 20.1 ug/L, 7.88 J ug/L, and 10.1 ug/L respectively. These concentrations exceed their respective NCAC 2L groundwater quality standards. In addition, C5-C8 Aliphatics, C9-C10 Aromatics, C9-C12 Aliphatics, and C11-C22 Aromatics were detected in well MW-3R at concentrations above the 2L Standards. Numerous other petroleum constituents (Ethylbenzene, Isopropylbenzene, n-Propylbenzene, p-Isopropyltoluene, Toluene, 1,2,4-Trimethylbenzene, 1,3,5-Trimethylbenzene, 2-Methylnaphthalene, 3&4 Methylphenol, and C9-C18 Aliphatics were detected in the groundwater sample from MW-3R at concentrations below the NCAC standards. Benzene, Naphthalene, t-Amyl Alcohol, 1-Methylnaphthalene, and C11-C22 Aromatics were detected in the groundwater sample from well MW-13 at concentrations of 95 ug/L, 92.4 ug/L, 91.4 ug/L, 7.91 J ug/L, and 1,560 ug/L, respectively. These concentrations exceed their NCAC 2L groundwater quality standards. Numerous other petroleum constituents (Ethylbenzene, Isopropylbenzene, Isopropyl Ether, n-Butylbenzene, sec-Butylbenzene, n-Propylbenzene, p- Isopropyltoluene, Toluene, 1,2,4-Trimethylbenzene, 1,3,5-Trimethylbenzene, Xylenes, Lead, 2- Methylnaphthalene, C5-C8 Aliphatics, C9-C10 Aromatics, C9-C12 Aliphatics, and C9-C18 Aliphatics) were also detected in the groundwater sample from MW-13 at concentrations below the NCAC standards. Lead was detected in the groundwater sample from MW-9 at a concentration of 76.0 ug/L; this concentration exceeds the NCAC 2L groundwater quality standard (15 ug/L). None of the other analyzed constituents were detected in the sample from well MW-9. Lead was also detected in the groundwater sample from WSW-24 at a concentration of 3.52 ug/L which is below the 2L Standard. None of the other analyzed constituents were detected in the sample from well WSW-24. No contaminants were detected in the groundwater in any of the wells sampled at concentrations above the NCDEQ Gross Contaminant Levels (GCLs). Current and historical groundwater analytical results are contained in Table 2. The complete laboratory report is included in Appendix A. 9 4.3 Extent of Groundwater Contamination Results of previous groundwater monitoring indicated a groundwater contaminant plume on the east side of the property resulting from release(s) from the USTs previously located on the property. Based on data generated during the October 2023 monitoring event, the groundwater contamination detected in MW-3R and MW-13 is likely the result of the initial product line release. Figures 4 through 10 present isoconcentration maps indicating the most likely groundwater contaminant scenario. The horizontal extent of the contaminant plume appears to extend from the site and well MW-3R to the east at well MW-13. 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on our review of previous reports and the information presented in this report, Consultech offers the following conclusions and recommendations: • Soil samples collected during multiple assessment activities at the site in 1989, 2007, and 2009 indicated petroleum constituents present at concentrations above TPH action levels. In 1989 soil samples collected had contaminant concentrations above their respective Soil to Water MSCC and Residential Soil Cleanup Levels. • Groundwater samples collected during multiple assessments and monitoring events have indicated contamination above NCAC 2L groundwater quality standards. Contaminant concentrations appeared to be diminishing prior to sampling ceasing in 2020. • Several petroleum constituents were detected in the groundwater samples collected from wells MW-3R and MW-13 during the October 2023 sampling event at concentrations above 2L groundwater standards. Lead was detected in the groundwater sample from well MW- 9 at a concentration above the 2L Groundwater Standard. Numerous monitoring wells with historical elevated levels of petroleum constituents could not be located during the October 2023 sampling event. Based on data presented in this report, Consultech recommends attempting to locate the additional wells and/or installing replacement wells near MW-1, MW-4R, and MW-5, and sampling these additional wells in order to prepare a more comprehensive groundwater contour map and in order to further delineate the current extent of the groundwater contaminant plumes. We also recommend sampling other nearby water supply wells to determine if they have been impacted.
