Services were authorized by the North Carolina Environmental Quality (NCDEQ) Task Authorization (TA) #04, accepted July 10, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included: • Collect groundwater samples from water supply wells DW-18R, DW-22, and DW-24; • Analyze three water supply well samples (DW-18R, DW-22, and DW-24) and one laboratory-provided trip blank per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE); and • Prepare a letter report documenting the findings. The Lake Lynn Quick Mart site (formerly Lake Lynn Kwik Mart/Short Stop) is located at 3561 Gillespie Street, Fayetteville, Cumberland County, NC (See Figures in Attachment A). CATLIN conducted field activities on August 1, 2023 in accordance with the approved TA. Potential hazards were evaluated before beginning field work and documented on an electronic Job Hazard Analysis (JHA) form, provided in Attachment B. Site photographs are provided in Attachment C. Groundwater Sampling The water supply wells were sampled in accordance with NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each water supply well was allowed to run for approximately 15 minutes. Afterwards, a sample was collected either from a spigot located at the water supply well or from the closest spigot to the well directly into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an September 1, 2023 Page 2 of 2 NCDEQ; 3206_Lake Lynn Quick Mart CATLIN Engineers and Scientists CATLIN Project No. 220204 September 2023 insulated cooler. A laboratory-provided trip blank (TB) accompanied the samples for the duration of the site activities. Copies of the groundwater sampling forms are available in Attachment B. Available water supply well information is presented in Table 1 (Attachment D). Samples were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and chain-of-custody (COC) document are included in Attachment E. Groundwater Sample Results Groundwater samples were obtained from water supply wells DW-18R, DW-22, and DW-24. MTBE was reported in the DW-18R sample at a concentration of 2.0 micrograms per liter (µg/L), which is below the 2L GWQS of 20 µg/L. Estimated concentrations (“J”-values) of trichloroethylene (a chlorinated solvent) were detected in the samples from DW-22 and DW-24 at 0.48 µg/L and 0.26 µg/L, respectively, which are below the 2L GWQS of 3 µg/L. The latest laboratory analytical results are summarized in Table 2 and historical results for events conducted by CATLIN are presented in Table 3 (Attachment D). Copies of the complete laboratory report and chain of custody documentation are presented in Attachment E. Recommendations CATLIN recommends the following: • Notify the North Carolina Department of Environmental Quality (NCDEQ) Inactive Hazardous Sites Branch (IHSB) of TCE concentrations revealed in water supply well samples. • In coordination with IHSB, pursue alternative water supply sources for properties with potable water supply wells within 1,000 feet of the site. • Conduct a groundwater sampling event in November 2023.
