Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting assessment activity performed at the L&R Country Store site (Incident No. 41247). The site is an approximate 1.88-acre vacant commercial parcel (Tax Parcel No. 161900326133) located at 1510 Old Highway 221 in Glenwood, McDowell County, North Carolina. This report was completed to summarize the findings of assessment activities performed on September 26th, in accordance with North Carolina Department of Environmental Quality (NCDEQ) Task Authorization No. 1 approved on August 21, 2023. The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina registered professional Geologist (North Carolina License No. 1600). On September 26, 2023, ESP performed the following field activities: • Attempted to obtain access agreements to sample water supply wells WSW-6 and WSW- 7. ESP was able to obtain approval to sample WSW-7; however, it was noted that the well was not in use and was not connected to electrical power. ESP was unable to obtain an access agreement from the WSW-6 property owner as the property was unoccupied for the duration of the mobilization and the owner did not previously respond to our access requests; • Gauged static water levels in MW-1R through MW-4R, MW-5, MW-6, MW-7R, and MW- 8R; • Collected groundwater samples from MW-1R through MW-4R, MW-5, MW-6, MW-7R and MW-8R, along with a field duplicate of MW-1R; and • Attempted to collect groundwater samples from water supply wells WSW-6 and WSW-7. Although planned, ESP was unable to obtain these samples as access was not granted for either well. Collected water samples were analyzed for volatile organic compounds (VOCs), and lead for selected samples, for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L standards) and Gross Contaminant Levels (GCLs). Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 iv Based on results of the above sampling and assessment activities, ESP concludes the following: • An unnamed tributary of Goose Creek is located approximately 500 feet east and downgradient of source area; • The site is reportedly connected to municipal water while municipal water is reportedly available to the site vicinity; • Thirteen water supply wells are located within 1,000 ft of the source area while only WSW- 6 is located downgradient of the source area. Access to sample WSW-6 was not granted and the use of the well is currently unknown; however, the property appears to be occupied by a vacant commercial structure. Water supply wells WSW-1 and WSW-3, which are not in use, are located on the site; • Static water levels ranged from 2.70 to 5.70 ft bTOC; • Shallow groundwater flow beneath the site is toward the east; • Free product was not detected in any of the gauged monitoring wells; • No analytes in groundwater exceeded their GCLs; • MW-1R - benzene, isopropylbenzene, naphthalene, 1,2,4-trimethylbenzene, and total xylenes were all detected above 2L standards; • MW-3R - benzene, ethylbenzene, isopropylbenzene, naphthalene, 1,2,4-trimethylbenzene, and total xylenes were detected above 2L standards; • MW-4R - naphthalene, 1,2,4-trimethylbenzene, and total xylenes were detected above 2L standards; • MW-5 - naphthalene was detected above its 2L standard; • MW-2R, MW-6, MW-7R, and MW-8R - no analyte exceeded its 2L standard; and • Comparison of the September 26, 2023 sampling results to recent previous sampling results, reveals that analyte concentrations have generally remained stable or have decreased in all sampled wells except for MW-4R. In MW-4R, naphthalene, 1,2,4- trimethylbenzene, and xylenes have increased significantly since that time. Based on the above results, ESP offers the following recommendations: • Continue semiannual sampling of on-site monitoring wells to continue tracking concentration trends and plume stability; • Consider obtaining approval to abandon on-site water supply wells WSW-1 and WSW-3; and • Since the downgradient property owner of WSW-6 refuses site access, it is unlikely that the site can be closed through water supply well abandonment and municipal water connections. Therefore, ESP recommends, considering in-situ remedial alternatives such as Regensis ORC© or similar technologies to stimulate degradation of remaining contaminants. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 1 1.0 INTRODUCTION 1.1 Site Setting The L&R Country Store site is an approximate 1.88-acre vacant commercial parcel (Tax Parcel No. 161900326133) located at 1510 Old Highway 221 in Glenwood, McDowell County, North Carolina (see Figures 1 and 2). The site includes an approximate 1,680-sqft building, along with a small overhead canopy directly in front of the building. The three small sheds formerly resided directly north of the building prior to their removal. The eastern portion of the site is covered with gravel. The site is bound to the north by residential properties, to the east by Old Highway 221 and beyond by a vacant commercial building, to the south by Glenwood Baptist Church, and to the west by undeveloped land. 1.2 Site Geology and Hydrogeology A consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is located within the Inner Piedmont Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills, and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rock at the site is described as amphibolite and biotite gneiss. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or anthropomorphic, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for McDowell County depicts the soil on the site as Hayesville-Urban land complex, 6 to 15 percent slopes (HuC). In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table. Typically, the water table is not a level surface, but an approximate reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. The direction and movement of groundwater is generally dependent on soil type, the presence of relict structures, and the textures of surrounding earth materials. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. No major geologic features (faults, etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground surface and, under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes, or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 2 Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on historical data and water level measurements obtained on September 26, 2023, shallow groundwater at the site is expected to flow generally to the east. 1.3 Surface Water An unnamed tributary of Goose Creek is located approximately 500 feet east of the source area (Figures 1 and 6). Based on groundwater flow direction depicted in Figure 3, the unnamed stream is located downgradient of the source area. 1.4 Water Supply Wells Thirteen WSWs have previously been identified within 1,000 ft of the source area as documented in Table 1. The locations of the identified WSWs within 1,000 ft of the site are depicted in Figure 6. Based on the estimated eastward groundwater flow direction (see Figure 3), only WSW-6 is located downgradient of the source area while WSW-1 and WSW-3, which are not in use, are located on the site. The site is reportedly connected to municipal water. It was previously reported that the Nebo Water Department confirmed that municipal water was available to the site and site vicinity. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from a report titled “Subsequent Monitoring Report, L&R Country Store (Incident #41247)” dated June 9, 2021, by Terracon, Inc. (Terracon). • On August 28,2014, limited over-excavation of impacted soils near tanks T-2 and T-6 was performed by Shield Engineering, Inc. (Shield). Shallow groundwater was encountered. Over-excavation activities were not conducted near tank T-1 or the product lines between the tank and pump island due to the proximity of the building and canopy. • On October 2, 2014, Shield re-mobilized to install two monitoring wells (MW-1 and MW- 2) at the site near tanks T-1 and T-6. • On May 28, 2015, monitoring wells MW-3 through MW-8 were installed at the site to delineate the contaminants in the groundwater as part of a Comprehensive Site Assessment (CSA). Analytical results of monitoring wells MW-1 through MW-8 have historically detected one or more petroleum constituents at concentrations above 2L standards. None of the on-site wells had constituents exceed Gross Contamination Levels (GCLs). • On August 9, 2017, Terracon mobilized to the site to sample MW-1 through MW-8 in addition to on-site water supply well WSW-2. Various petroleum constituents were detected above their respective 2L standards in MW-1 through MW-5 and MW-8. Chloromethane was detected in WSW-2 below its 2L standard. Terracon recommended use of injectants near wells MW-1 through MW-4, installing O-Sox inserts in wells MW-5 and MW-8. • On March 19, 2019, Terracon completed a groundwater sampling event at the site. Petroleum concentrations were generally consistent to slightly lower than the previously detected concentrations. Terracon also submitted groundwater samples from MW-2, MW-3, and MW-6 to Microbial Insights for the evaluation of biodegradation potential using QuantArray®-Petro. The results indicated MW-3 and MW-6 contained microorganisms responsible for aerobic biodegradation of BTEX and MTBE, specifically methylibium petroleiphilum (PM1), phenol hydroxylase (PHE), toluene 2 monooxygenase (RDEG), toluene ring hydroxylating monooxygenases (RMO), and TBA monooxygenase (TBA). MW-6 contained the highest volume of microorganisms. MW-6 also contained a small population of naphthalene dioxygenase (NAH), which is a microorganism responsible for the aerobic biodegradation of PAHs and alkanes. Benzoyl co-enzyme, reductase (BCR) and benzylsuccinate synthase (BSS) were also found in MW-6 and are microorganisms responsible for anaerobic biodegradation of BTEX. Other bacteria detected in the wells included total eubacteria (EBAC) and sulfate reducing bacteria (APS). • The March 19,2019 samples from MW-2, MW-3, and MW-6 were also submitted to Pace Analytical Services for analysis of natural attenuation parameters. The results indicated there are not enough anaerobic electron acceptors within the groundwater at the site to support populations of anaerobic microorganisms sufficient to produce the needed biodegradation. The presence of oxygen in the three wells indicated the plume is possibly undergoing aerobic biodegradation. Results indicated aerobic degradation processes are primarily limited to the Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 4 fringes of a contaminant plume. Further sampling was recommended to evaluate the potential for off-site contamination. • On July 11, 2019, Terracon oversaw the abandonment of MW-1 through MW-4, MW-7, and MW-8 to accommodate the construction of a natural gas pipeline along the eastern site boundary. Terracon oversaw the installation of replacement monitoring wells MW-1R, MW- 2R, MW-3R, MW-4R, MW-7R, and MW-8R in September 2020. • On September 24, 2020, Terracon collected groundwater samples from MW-1R through MW-4R, MW-5, MW-6, MW-7R and MW-8R. On-site water supply well WSW-2 was also sampled. Benzene, ethylbenzene, isopropylbenzene, naphthalene, n-propylbenzene, 1,2,4- trimentylbenzene, 1,3,5-trimethylbenzene, and total xylenes were detected in one or more on-site monitoring wells at concentrations above their respective 2L standards. Various other petroleum constituents were detected in the on-site wells at concentrations below their respective 2L standards. Terracon recommended installing one down-gradient, off-site well to further delineate the plume, As well as additional assessment to determine an appropriate groundwater injectant. • On May 5 and 6, 2021, Terracon performed a receptor survey update, sample monitoring wells MW-1R through MW-4R, MW-5, MW-6, MW-7R, and MW-8R. An attempt was also made to sample water supply wells WSW-2, WSW-4, WSW-6, and WSW-7. The reported results revealed generally stable to slightly decreasing concentration trend since the last 2020 sampling event. Additionally, approval by the landowner to install a monitoring well at 1511 Old Highway 221, downgradient of the site, was declined. Historical soil analytical results and groundwater elevations/analytical results are provided in Appendix A. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 5 3.0 FIELD ACTIVITIES On September 26, 2023, ESP performed the following field activities: • Attempted to obtain access agreements to sample water supply wells WSW-6 and WSW- 7. ESP was unable to obtain an access agreement from the WSW-6 property owner as the property was unoccupied for the duration of the mobilization and the owner did not previously respond to our access requests; • Gauged static water levels in MW-1R through MW-4R, MW-5, MW-6, MW-7R, and MW- 8R; • Collected groundwater samples from MW-1R through MW-4R, MW-5, MW-6, MW-7R and MW-8R, along with a field duplicate of MW-1R; and • Attempted to collect groundwater samples from water supply wells WSW-6 and WSW-7. Although planned, ESP was unable to obtain these samples as access was not granted for either well. Sample locations are depicted on Figure 2. Field logbook entries along with water level survey, groundwater sampling, and field instrument calibration forms were completed in the field to document site activities (see Appendix B). Site photographs are also provided in Appendix B. Details of field activities are provided below. 3.1 Water Supply Well Access Agreement. ESP was able to obtain approval from the property owner to sample WSW-7; however, it was stated that the water supply well was not in use by the church which was connected to municipal water; therefore, the well was not connected to electrical power and thus obtaining a water sample from the well was not possible. ESP was unable to obtain an access agreement from the WSW-6 property owner during our September 26, 2023 sampling event while the owner did not respond to previous requests for access. 3.2 Water Level Gauging On September 26, 2023, prior to purging or collecting groundwater samples, depth to groundwater from the TOC within each of the on-site monitoring wells was measured using a decontaminated electronic water level meter and recorded on a water level survey form (see Appendix B). Water level measurements were collected by first removing covers and plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As noted in Table 2, static water level depths measured most recently, on September 26, 2023, ranged from 2.70 ft to 5.70 ft below top of casing (ft bTOC). Figure 3 depicts the groundwater elevations based on a benchmark of 100.00 ft assigned to the MW-1R TOC. As depicted in Figure 3, shallow groundwater flow beneath the site is generally toward the east. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 6 3.3 Free Product Evaluation During the September 26, 2023, sampling event, free product was not detected in any of the gauged monitoring wells. 3.4 Monitoring Well Sampling On September 26, 2023, groundwater samples were collected from monitoring wells MW-1R through MW-4R, MW-5, MW-6, MW-7R, and MW-8R. Groundwater samples were collected using dedicated and disposable PVC bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged using the bailer. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until a minimum of three well volumes were removed from the well. Following purging, a groundwater sample for laboratory analysis was collected from the well using the bailer. The water quality parameters were recorded on groundwater sampling forms along with time, water level depth, and cumulative volume of water purged (see groundwater sampling forms in Appendix B). Groundwater samples were collected following Guidelines for Sampling by the Underground Storage Tank Section, Division of Waste Management, NCDEQ (NCDEQ, 2022). Groundwater samples were placed in laboratory-prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for subsequent delivery under standard COC procedures to Pace, a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The groundwater samples were analyzed for VOCs by Standard Method 6200B including MTBE, EDB, and isopropyl ether (IPE). 3.5 Field Quality Control Sampling and Analysis A field duplicate quality control (QC) groundwater sample was collected on September 26, 2023, from monitoring well MW-1R and analyzed for VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess variance between collected samples. Results of the laboratory analysis of this QC sample were consistent with results for MW-1R. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 7 4.0 ANALYTICAL RESULTS 4.1 Analytical Results of Groundwater Samples Results of the laboratory analysis of groundwater samples MW-1R through MW-4R, MW-5, MW- 6, MW-7R, and MW-8R from the September 26, 2023, sampling event along with results from recent previous events are tabulated in Table 3. As noted in Table 3, the groundwater analytical results are compared to both 2L standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. No analytes were detected at concentrations exceeding their GCLs during the sampling event; however, various analytes were detected at concentrations greater than their 2L standards in one or more monitoring well (see Table 3 and Figure 4). A summary of the analytical results is as follows: • MW-1R - benzene (6.4 µg/L), isopropylbenzene (106 µg/L), naphthalene (917 µg/L), 1,2,4-trimethylbenzene (2,610 µg/L), and total xylenes (2,920 µg/L) were all detected above their 2L standards; • MW-3R - benzene (16.6 µg/L), ethylbenzene (945 µg/L), isopropylbenzene (83.7 µg/L), naphthalene (802 µg/L), 1,2,4-trimethylbenzene (2,360 µg/L), and total xylenes (5,640 µg/L) were detected above 2L standards; • MW-4R - naphthalene (180 µg/L), 1,2,4-trimethylbenzene (1,340 µg/L), and total xylenes (1,620 µg/L) were detected above 2L standards; • MW-5 - naphthalene (10.2 µg/L), was detected above its 2L standard; and • MW-2R, MW-6, MW-7R, and MW-8R - no analyte exceeded its 2L standard. The groundwater sampling results for each monitoring well with analytes exceeding their 2L standards are depicted in Figure 4. Figure 5 depicts the lateral extent of the dissolved benzene groundwater plume. Comparison of the September 26, 2023 sampling results to recent previous sampling results as summarized on Table 3, reveals that analyte concentrations have generally remained stable or have decreased in all sampled wells except for MW-4R. In MW-4R, naphthalene, 1,2,4- trimethylbenzene, and xylenes have increased significantly since that time. Subsequent Monitoring Report ESP Project No. 23-00200-046 L&R Country Store (Incident #41247) November 17, 2023 8 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on results of the above sampling and assessment activities, ESP concludes the following: • An unnamed tributary of Goose Creek is located approximately 500 feet east and downgradient of source area; • The site is reportedly connected to municipal water while municipal water is reportedly available to the site vicinity; • Thirteen water supply wells are located within 1,000 ft of the source area while only WSW- 6 is located downgradient of the source area. Access to sample WSW-6 was not granted and the use of the well is currently unknown; however, the property appears to be occupied by a vacant commercial structure. Water supply wells WSW-1 and WSW-3, which are not in use, are located on the site; • Static water levels ranged from 2.70 to 5.70 ft bTOC; • Shallow groundwater flow beneath the site is toward the east; • Free product was not detected in any of the gauged monitoring wells; • No analytes in groundwater exceeded their GCLs; • MW-1R - benzene, isopropylbenzene, naphthalene, 1,2,4-trimethylbenzene, and total xylenes were all detected above 2L standards; • MW-3R - benzene, ethylbenzene, isopropylbenzene, naphthalene, 1,2,4-trimethylbenzene, and total xylenes were detected above 2L standards; • MW-4R - naphthalene, 1,2,4-trimethylbenzene, and total xylenes were detected above 2L standards; • MW-5 - naphthalene was detected above its 2L standard; • MW-2R, MW-6, MW-7R, and MW-8R - no analyte exceeded its 2L standard; and • Comparison of the September 26, 2023 sampling results to recent previous sampling results, reveals that analyte concentrations have generally remained stable or have decreased in all sampled wells except for MW-4R. In MW-4R, naphthalene, 1,2,4- trimethylbenzene, and xylenes have increased significantly since that time. Based on the above results, ESP offers the following recommendations: • Continue semiannual sampling of on-site monitoring wells to continue tracking concentration trends and plume stability; • Consider obtaining approval to abandon on-site water supply wells WSW-1 and WSW-3; and • Since the downgradient property owner of WSW-6 refuses site access, it is unlikely that the site can be closed through water supply well abandonment and municipal water connections. Therefore, ESP recommends, considering in-situ remedial alternatives such as Regensis ORC© or similar technologies to stimulate degradation of remaining contaminants.
