Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting assessment activity performed at the Dellinger’s Store site (Incident No. 28151). The site is an approximate 2.94-acre commercial site (Tax Parcel No. 37222) located at 5715 Fallston Road/NC Highway 18 in Lawndale, Cleveland County, North Carolina. This report was completed to summarize the findings of assessment activities performed on September 20, in accordance with North Carolina Department of Environmental Quality (NCDEQ) Task Authorization No. 1 approved on August 21, 2023. The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina registered professional Geologist (North Carolina License No. 1600). On September 20, 2023, ESP performed the following field activities: · Attempted to obtain written consent to abandon water supply well WSW-1. Although contact was successfully made with the well owner, permission was not granted to abandon WSW-1; · Gauged static water levels in monitoring wells MW-1 through MW-8 and DMW-1; · Collected groundwater samples from monitoring wells MW-1 through MW-8 and DMW- 1, plus a field duplicate of MW-8; and · Installed an Oxygen Release Compound (ORC) sleeve in monitoring well MW-7. Collected water samples were analyzed for volatile organic compounds (VOCs), and lead for selected samples, for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross Contaminant Levels (GCLs). Based on results of the above sampling and assessment activities, ESP concludes the following: · Five WSWs were identified within 1,000 ft of the source area with on-site water supply well WSW-1 being located crossgradient of the source area. The closest downgradient water supply well reportedly used for as a potable water source is WSW-4, located approximately 490 feet to the south-southeast; Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 iv • The site is connected to municipal water while municipal water is also available to the general site vicinity; however, not all properties are currently connected; • Static water levels ranged from 7.80 to 12.00 ft bTOC; • The general direction of shallow groundwater flow beneath the site is toward the south; • Free product was not present; • No VOCs in groundwater exceeded their respective GCLs or 2L standards; • Comparison of the September 20, 2023, groundwater analytical results to more recent groundwater sampling events, reveals that benzene has continued to decrease in MW-7 while concentrations of other analytes in MW-7 and all analytes in the remaining site monitoring wells have remained below 2L standards. Based on the above results, ESP offers the following recommendations: • Continue monitoring the groundwater quality on-site by conducting semi-annual groundwater sampling events for on-site monitoring wells; and • Consider closing site with a no further action notice as all constituent concentrations are below 2L standards. Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 1 1.0 INTRODUCTION 1.1 Site Setting The Dellinger’s Store site is an approximate 2.94-acre commercial parcel (Tax Parcel No. 37222) located at 5715 Fallston Road/NC Highway 18 in Lawndale, Cleveland County, North Carolina (see Figures 1 and 2). The site includes a commercial building, currently occupied by the White Tire Center. There is also a fenced portion of land extending from the western wall of the commercial building, and the eastern portion of the site is paved with asphalt for parking. The site is bound to the north by a residential property, to the west and south by undeveloped wooded land, and to the east by Fallston Road/NC Highway 18 and beyond by Cleveland Golf Carts. 1.2 Site Geology and Hydrogeology A consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is located within the Piedmont Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills, and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rock at the site is described as gneiss and schist. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or anthropomorphic, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Cleveland County depicts soils on the site as Cecil sandy clay loam, 2 to 8 percent slopes, moderately eroded (CaB2) and Pacolet sandy clay loam, 8 to 15 percent slopes, moderately eroded (PaC2). In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table. Typically, the water table is not a level surface, but an approximate reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. The direction and movement of groundwater is generally dependent on soil type, the presence of relict structures, and the textures of surrounding earth materials. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. No major geologic features (faults, etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground surface and, under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes, or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 2 occur in the late summer and fall. Based on historical data and water level measurements obtained on September 20, 2023, shallow groundwater at the site is expected to flow generally to the south. 1.3 Surface Water An unnamed tributary of Maple Creek is located approximately 730 feet west of the source area. There are no other surface water features within 1,000 feet of the site (Figure 1 and Figure 5). 1.4 Water Supply Wells A total of five WSWs were identified within 1,000 ft of the source area as documented in Table 1 and depicted in Figure 5. Based on the estimated groundwater flow direction to the south (see Figure 3), WSW-1, located on-Site, is crossgradient of the source area. The closest downgradient water supply well reportedly used for as a potable water source is WSW-4, located approximately 490 feet to the south-southeast. The site is connected to municipal water while municipal water is also available to the general site vicinity; however, not all properties are currently connected. Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from a report titled “Subsequent Monitoring Report, Dellinger’s Store (Incident #28151)” dated January 29, 2023, by Terracon, Inc. (Terracon). • According to a Comprehensive Site Assessment (CSA) completed by Shield in July 2008, an earlier release was detected near the UST basin in July 2001. As a result of the 2001release, monitoring well MW-1 was installed adjacent to the UST basin. • In May 2003, a 24-hour Release and UST Leak Reporting Form was submitted to the NCDEQ - Asheville Regional Office by Shield on behalf of Petroleum World, Inc. According to the release form, water was detected in one of the 8,000-gallon gasoline USTs during an inventory check indicating a leak. In September 2003, Shield removed the 6,000- gallon diesel UST, two 8,000-gallon gasoline USTs, the fuel dispensers, and product piping at the site. Shield also removed approximately 362 tons of petroleum impacted soil during the tank closure activities. Confirmation soil samples collected in the vicinity of the former tank basin, piping and fuel dispensers indicated constituent concentrations were not detected or were below the Soil-to-Water Maximum Soil Contaminant Concentrations (MSCCs). • In December 2003, Shield installed MW-2 adjacent and down-gradient of the former UST basin. The analytical results from MW-2 indicated benzene exceeded its 2L standard. Shield also collected three additional soil samples along the perimeter of the former tank basin. Analytical results from the soil samples indicated petroleum constituents were not detected or were below the Soil-to-Water MSCCs). • Based on July 2007 sampling results by Shield for on-site wells MW-1, MW-2, and WSW- 1, five additional monitoring wells were installed on the site (DMW-1 and MW-3 through MW-6). Analytical results of the groundwater samples collected from the newly installed on- site wells in October 2007 indicated constituents of concern were detected above their respective 2L standards in well MW-4. • In February 2008, Shield installed wells MW-7 and MW-8 on the site to further delineate the petroleum impacted groundwater. Groundwater analytical data indicated contaminant concentrations were above their respective 2L standards in well MW-7. No Additional assessment activities were completed at the site until Terracon performed a sampling event in 2017. At that time, constituent concentrations had decreased in the entire well network, with the exception of MW-8. • On February 22, 2018, Terracon mobilized to conduct groundwater sampling activities at MW-1 through MW-8 and DMW-1, as well as water supply well WSW-1. Benzene (112 µg/L), naphthalene (96.1 µg/L), and 1,1,2,2-tetracloroethane (0.35 µg/L) were detected in well MW-2 at concentrations that exceed their respective 2L groundwater standards. Benzene (14.2 µg/L) was also detected in well MW-7 above its 2L groundwater standard. Various other constituents were detected in MW-2, MW-4, and MW-7 at concentrations below their 2L standards. MTBE was also detected in water supply well WSW-1 (1.5 µg/L) below the 2L standard. No petroleum constituents were identified in MW-1, MW-3, MW-5, MW-6, MW-8, and DMW-1 above the laboratory Method Detection Limits (MDLs). Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 4 • On August 16, 2018, Terracon re-mobilized to conduct groundwater sampling activities at MW1 through MW-8 and DMW-1, and on-site water supply well WSW-1. Benzene was detected in MW-2 (40.3 µg/L) and MW-7 (30.7 µg/L) at concentrations above its 2L standard. Naphthalene was also detected in MW-2 (7.1 µg/L) at a concentration that exceeds its 2L standard. Various other petroleum constituents were detected in MW-2, MW-4, and MW-7 at concentrations below their respective 2L standards. MTBE (1.7 µg/L) was also detected in water supply well WSW-1 at a concentration below the 2L standard. No constituents were identified in MW-1, MW-3, MW-5, MW-6, MW-8, and DMW-1 above MDLs. • One February 7, 2019, Terracon mobilized to the site to conduct groundwater sampling activities at monitoring wells MW-1 through MW-8 and DMW-1, and on-site water supply well WSW-1. Benzene was detected in wells MW-2 and MW-7 and naphthalene was detected in well MW-2 at concentrations above their 2L standards. Various other petroleum constituents were detected in wells MW-1, MW-2, MW-4, and MW-7 at concentrations below their 2L standards. MTBE (1.7 µg/L) was detected in water supply well WSW-1 at a concentration below the 2L standard. No petroleum constituents were identified in MW-3, MW-5, MW-6, MW-8, and DMW-1 above the MDLs. • In September 2019, Terracon mobilized to conduct groundwater sampling activities at monitoring wells MW-1 through MW-8 and DMW-1, and on-site water supply well WSW- 1. Benzene was detected in MW-2 and MW-7 above its 2L standard. Various other petroleum constituents were detected in wells MW-2, MW-4, and MW-7 at concentrations below their 2L standards. No petroleum constituents were identified in MW-1, MW-3, MW-5, MW-6, MW-8, and DMW-1 above MDLs. According to the analytical report, MTBE was detected in water supply well WSW-1 at a concentration of 1.7 µg/L, which is below its 2L standard. • In March 2020, Terracon mobilized to conduct groundwater sampling activities at monitoring wells MW-1 through MW-8 and DMW-1, and on-site water supply well WSW- 1. Benzene in MW-7 was the only constituent detected above 2L standards. Various other constituents were also detected in several other monitoring wells across the network below their 2L standards. In WSW-1, MTBE (2.1 µg/L) was detected below its 2L standard. No constituents were identified in MW-1, MW-3, MW-5, MW-6, MW-8, and DMW-1 above MDLs. • On January 12, 2021, Terracon mobilized to conduct groundwater sampling activities at MW-1 through MW-8 and DMW-1, and on-site water supply well WSW-1. Benzene (2.6 µg/L) in MW-7 was the only constituent detected above 2L standards. Benzene, naphthalene, and MTBE were detected in MW-2, MW-4, and MW-7 at concentrations below 2L standards. No petroleum constituents were identified in monitoring wells MW-1, MW-3, MW-5, MW-6, MW-8, or DMW-1 above MDLs. Historical soil analytical results and groundwater elevations/analytical results are provided in Appendix A. Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 5 3.0 FIELD ACTIVITIES On September 20, 2023, ESP performed the following field activities: • Attempted to obtain written consent to abandon water supply well WSW-1. Although contact was successfully made with the well owner, permission was not granted to abandon WSW-1; • Gauged static water levels in monitoring wells MW-1 through MW-8 and DMW-1; • Collected groundwater samples from monitoring wells MW-1 through MW-8 and DMW- 1, plus a field duplicate of MW-8; and • Installed an Oxygen Release Compound (ORC) sleeve in monitoring well MW-7. Sample locations are depicted on Figure 2. Field logbook entries along with water level survey, groundwater sampling, and field instrument calibration forms were completed in the field to document site activities (see Appendix B). Photographs are also provided in Appendix B. Details of field activities are provided below. 3.1 Water Supply Well Abandonment On September 20, 2023, ESP mobilized to attempt in-person contact of the site owner. The purpose of contact was to obtain a signature granting permission to formally abandon water supply well WSW-1, as the property now has access to municipal water supply. The owner declined signing the form, stating he wanted to keep the water supply well active in case it is needed in the future. 3.2 Water Level Gauging On September 20, 2023, prior to purging or collecting groundwater samples, depth to groundwater from the TOC within each of the on-site monitoring wells was measured using a decontaminated electronic water level meter and recorded on a water level survey form (see Appendix B). Water level measurements were collected by first removing covers and plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As noted in Table 2, static water level depths measured most recently, on September 20, 2023, ranged from 7.80 ft to 12.00 ft below top of casing (ft bTOC). Figure 3 depicts the groundwater elevations based on an assumed benchmark of 100.00 ft given to the DMW-1 TOC. As depicted in Figure 3, shallow groundwater flow beneath the site is generally toward the south. 3.3 Free Product Evaluation During the September 20, 2023, sampling event, free product was not detected in any of the gauged monitoring wells. Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 6 3.4 Monitoring Well Sampling On September 20, 2023, groundwater samples were collected from monitoring wells MW-1 through MW-8, and DMW-1. Groundwater samples were collected using dedicated and disposable PVC bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged using the bailer. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until a minimum of three well volumes were removed from the well. Following purging, a groundwater sample for laboratory analysis was collected from the well using the bailer. The water quality parameters were recorded on groundwater sampling forms along with time, water level depth, and cumulative volume of water purged (see groundwater sampling forms in Appendix B). Groundwater samples were collected following Guidelines for Sampling by the Underground Storage Tank Section, Division of Waste Management, NCDEQ (NCDEQ, 2022). Groundwater samples were placed in laboratory-prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for subsequent delivery under standard COC procedures to Pace, a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The groundwater samples were analyzed for VOCs by Standard Method 6200B including MTBE, EDB, and isopropyl ether (IPE). 3.5 Remedial Efforts On September 20, 2023, an existing ORC sleeve was removed from MW-7 and replaced with a new Provectus ISCR sleeve in an attempt to continue lowering constituent concentrations in the monitoring well. 3.6 Field Quality Control Sampling and Analysis A field duplicate groundwater sample was collected on September 20, 2023, from monitoring well MW-8 and analyzed for VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess variance between collected samples. Subsequent Monitoring Report ESP Project No. 23-00200-035 Dellinger’s Store (Incident #28151) November 12, 2023 7 4.0 ANALYTICAL RESULTS 4.1 Analytical Results of Groundwater Samples Results of the laboratory analysis of groundwater samples MW-1 through MW-8 and DMW-1 from the September 20, 2023, sampling event are tabulated in Table 3. As noted in Table 3, the groundwater analytical results are compared to both 2L standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. No analytes were detected at concentrations exceeding their respective GCLs or 2L standards during the sampling event (see Table 3 and Figure 4). A summary of the analytical results is as follows: • MW-4 - MTBE (0.27J µg/L) was detected below its 2L standard; and • No other constituents were detected above laboratory MDLs across the entire well network. The groundwater sampling results for each well showing VOCs exceeding their 2L Standards are depicted in Figure 4. Comparison of the September 20, 2023, groundwater analytical results to more recent groundwater sampling events, reveals that benzene has continued to decrease in MW-7 while concentrations of other analytes in MW-7 and all analytes in the remaining site monitoring wells have remained below 2L standards.
