EXECUTIVE SUMMARY
This executive summary section provides an abbreviated reporting of our Site observations and
findings. Refer to the main text and appendices for a complete reporting of our observations and
findings.
ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting
assessment activity performed at the S&S Grocery site (Incident No. 19962). The site is an
approximate 0.77-acre developed site (Tax Parcel No. 0011656) located at 4271 Cheatham Ford Road
in Hiddenite, Alexander County, North Carolina. This report was completed to summarize the
findings of assessment activities performed on July 6, 2023, in accordance with North Carolina
Department of Environmental Quality (NCDEQ), Task Authorization No. 1, approved on April 20,
2023.
The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP.
This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the
NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action
for UST Releases, January 2021, under the supervision of Christopher J. Ward, North Carolina
registered professional geologist (North Carolina License No. 1600).
On July 6, 2023, ESP performed the following field activities:
• Obtained access agreement from off-site property owner to install monitoring well MW-5;
• Oversaw the drilling and installation of monitoring well MW-5;
• Gauged static water levels in site monitoring wells MW-1, MW-2, MW-3, MW-4. The
static water level from MW-5 was not gauged as the construction of the well was too recent
to obtain an accurate measurement; and
• Collected groundwater samples from MW-1, MW-2, MW-3, MW-4, and MW-5 along with
a field duplicate.
Collected water samples were analyzed for volatile organic compounds (VOCs) for comparison to
both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross
Contaminant Levels (GCLs).
Based on results of the above field activities and previous reporting, ESP concludes the following:
• Static water level depths ranged from 28.10 ft to 32.25 ft bTOC;
• The general direction of groundwater flow beneath the site is to the east;
• Free product was not encountered in any of the monitoring wells;
• The site and surrounding areas are reportedly connected to municipal water provided by the
city of Hiddenite;
• No water supply wells are reportedly located within 1,000-feet of the site;

• Benzene and EDB were both detected above GCLs in MW-1 and MW-4 while 1,2-
dicholorethane was detected above its GCL in MW-1;
• Several VOCs were detected above their 2L standards in MW-1, MW-4, and MW-5; and
• No analytes were detected above 2L standards in MW-2 or MW-3.
The general trend in groundwater contaminant concentrations at the site has shown a continued
exceedance of GCLs and/or 2L standards in MW-1 and MW-4 while analyte concentrations in
MW-2 and MW-3 have remained below 2L standards.
Based on the above results, ESP offers the following recommendations:
• Continue to sample site monitoring wells on a semiannual basis to further understand
concentration trends and plume stability;
• Collect top of casing elevation data from MW-5 to establish hydraulic relationship to rest
of the monitoring well network;
• Perform a receptor survey; and
• Consider performing a MMPE event on MW-1 and MW-4 to reduce constituent
concentrations and stabilize contaminant plume.

1.0 INTRODUCTION
1.1 Site Setting
The S&S Grocery site is an approximate 0.77-acre developed site (Tax Parcel No. 0011656) located
at 4271 Cheatham Ford Road in Hiddenite, Alexander County, North Carolina (see Figures 1 and
2). The site includes an approximate 1,320-sqft inactive fueling station built in 1984 along with paved
parking on the southeastern portion of the tax parcel. The northeastern portion of the site includes the
on-site structure, which is currently unoccupied by a tenant or owner. Despite remaining
unoccupied, several active USTs remain on site. The site is bounded to the north, west, and south
by residential and agricultural land, and to the east by Cheatham Ford Road and beyond by
agricultural land.
1.2 Site Geology and Hydrogeology
Consideration of surface and subsurface drainage and geology are of interest since they provide
an indication of the direction that contamination, if present on-site or off-site, could be transported.
The site is located within the Inner Piedmont Belt of the Piedmont Physiographic Province. The
Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills,
and long rolling northeast to southwest trending ridges with incised creeks and river channels.
Rock at the site is described as Metamorphosed Quartz Diorite - foliated to massive. In-place
chemical and physical weathering of parent rocks typically form residual soils in the Piedmont
region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in
the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical
residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to
sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply
defined. This transitional zone is termed “partially weathered rock” or saprolite. Information
obtained from the Web Soil Survey for Alexander County depicts soils on the site as Cecil sandy
clay loam, 2 to 8 percent slopes, moderately eroded (CeB2); Cecil sandy clay loam, 8 to 15 percent
slopes, moderately eroded (CeD2); and Urban land (Ur).
In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural
features present in the underlying rock (i.e., joints, fractures, and faults). Recharge to the water
table is primarily by precipitation infiltrating the surficial soils and percolating downward under
the influence of gravity to the water table. Typically, the water table is not a level surface, but a
subdued reflection of the land surface. The depth to the water table is not consistent and is
dependent upon several factors that include the amount of rainfall, permeability of the soil, the
extent of fracturing in the underlying rock and the influences of groundwater pumping.

The direction and movement of groundwater through soil is generally dependent on soil type, the
presence of relict structures, and the textures of the underlying rock. Fractures, faults, folds, and
foliation planes affect the migration of groundwater in rock. No major geologic features (faults,
etc.) are present at or near the site. Groundwater typically flows in directions parallel to the ground
surface and under the influence of gravity, migrates to discharge points such as surface water
features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be
expected depending on variations in precipitation, surface water run-off and other factors.
Normally, the highest levels of the water table occur in late winter and spring and the lowest levels
occur in the late summer and fall. Based on historical data and July 6, 2023 water level
measurements, groundwater at the site is expected to flow generally to the east.
1.3 Surface Water
The site is located within the Yadkin-Pee Dee drainage basin. The nearest surface water feature is
an unnamed tributary of the Rocky Face Branch. The tributary is located approximately 850 feet
southwest of the site.
1.4 Water Supply Wells
There are no reported water supply wells located within 1,000 ft of the site; however, a receptor
survey has not been conducted within the area. The building on site and surrounding areas are
connected to municipal water from the city of Hiddenite.

2.0 SITE HISTORY
The following description of historical site activities was obtained from a report titled “Monitoring
Report, S&S Grocery” dated November 14, 2022, by Terracon Consultants Inc. (Terracon).
• The site and surrounding areas are connected to municipal water provided by the city of
Hiddenite.
• The site’s former UST system comprised of three tanks and a dispenser island were
removed in December of 1998. During the excavation of the tanks, a petroleum release
was discovered.
• In May of 1999, a new UST network was installed to replace the previous system. This
new UST network consists of one 3,000-gallon gasoline UST, one 4,000-gallon gasoline
UST, one 8,000-gallon gasoline UST, and one 2,000-gallon diesel UST. While the site
itself is not presently occupied, this network is considered active at the time of writing.
• On April 20, 1999, NCDEQ requested a Limited Site Assessment (LSA) be performed
but was unable to obtain permission from the site owner. Additional attempts were made
in October 2006 and January 2012 to no effect. NCDEQ State Lead Program assumed
responsibility of the site in April 2012.
• On January 8, 2013, and March 11, 2013, Force Environmental Service Company, LLC
(Force) mobilized to perform the LSA and install a monitoring well network consisting
of MW-1, MW-2, and MW-3 along with TW-2 and TW-3. The wells were successfully
installed, but the LSA was not performed as the property owner requested Force to leave
the property.
• In 2016, Terracon mobilized to obtain an access agreement for the site but were
unsuccessful.
• In November 2021, Terracon mobilized to conduct a groundwater sampling event. Only
MW-1 and MW-3 were located and sampled. MW-1 contained benzene, EDB, and 1,2-
dichloroethane all above their respective GCLs.
• On July 25, 2022, Terracon oversaw the installation of monitoring wells MW-2 and MW-
4. Terracon re-mobilized on July 27, 2022, to conduct a groundwater sampling events
MW-1 through MW-4. Benzene, EDB and 1,2-Dichloroethane were detected above their
GCLs in MW-1 and MW-2. Multiple VOCs were found in exceedance of the 2L
standards in MW-1 and MW-4.
Historical groundwater elevations and analytical results are provided in Appendix A.

3.0 FIELD ACTIVITIES
On July 6, 2023, ESP performed the following field activities:
• Obtained access agreement from off-site property owner to install monitoring well MW-5;
• Oversaw the drilling and installation of monitoring well MW-5;
• Gauged static water levels in site monitoring wells MW-1, MW-2, MW-3, MW-4. The
static water level from MW-5 was not gauged as the construction of the well was too recent
to obtain an accurate measurement; and
• Collected groundwater samples from MW-1, MW-2, MW-3, MW-4, and MW-5 along with
a field duplicate.
Sample locations are depicted on Figure 2. Field logbook entries along with water level survey,
groundwater sampling, and field instrument calibration forms were completed in the field to
document site activities (see Appendix B). Photographs are also provided in Appendix B. Details
of field activities are provided below.
3.1 Access Agreement
ESP obtained an access agreement from Mr. Bobby McLain to install monitoring well MW-5 on
his property located at 4633 Cheatham Ford Road. The access agreement, which Mr. McLain
signed on July 6, 2023, is included as Appendix C. Multiple attempts to obtain an access
agreement to install proposed monitoring well MW-6 to the east of the source area at 4240
Cheatham Road were unsuccessful.
3.2 Monitoring Well Installation
On July 6, 2023, ESP oversaw the installation of groundwater monitoring well MW-5 north of the
site as depicted on Figure 2. Drilling was performed by subcontractor, SAEDACCO Remediation
& Drilling Services, a North Carolina licensed driller. The 8.25-inch diameter boring for MW-5
was advanced using hollow-stem augers to a depth of approximately 45 ft-bgs. A Type-II
monitoring well was then installed within the boring using 2-inch diameter schedule 40 polyvinyl
chloride (PVC) 0.0010-inch factory slotted well screen and solid riser to the surface. MW-5 was
screened from approximately 25 to 45 ft-bgs. A sand filter pack was placed in the well from the
bottom of the well boring to approximately two feet above the top of screen, followed by an
approximate two-foot thick bentonite seal. The bentonite seal was hydrated and remainder of the
borehole was filled with a grout slurry to near the ground surface level. MW-5 was finished with
a traffic-rated 8-inch diameter steel well box and surrounded by a two-foot square concrete pad.
The boring/well construction records are included in Appendix D. Photographs of the site
conditions and installed monitoring well are included in Appendix B.

3.3 Water Level Gauging
On July 6, 2023, prior to purging or collecting groundwater samples, depth to groundwater from
the top of casing (TOC) within each monitoring well was measured and recorded using a
decontaminated electronic water level meter. The water level measurements were collected by
first removing covers and plunger caps from all site monitoring wells and allowing water within
the wells to stabilize. The electronic water level meter probe was then lowered into the well and
the depth to water measured relative to the well’s TOC.
As noted on Table 1, static water level depths ranged from 28.10 ft to 32.25 ft below top of casing
(ft bTOC). Figure 3 depicts the groundwater elevations based off a benchmark of 100.00 ft given
to the MW-1. As depicted on Figure 3, groundwater flow beneath the site is toward the east.
3.4 Groundwater Sampling
On July 6, 2023, groundwater samples were collected from MW-1 through MW-5. Groundwater
samples were collected using dedicated and disposable polyvinyl chloride (PVC) bailers (1.5” x
3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged
using the bailer. During purging, water quality parameters including pH, conductivity,
temperature, and turbidity were measured using calibrated field water quality instruments.
Readings were taken at the start of purging and periodically until a minimum of three well volumes
were removed from the well and water quality parameters stabilized. Following purging, a
groundwater sample for laboratory analysis was collected from the well using the bailer. The
water quality parameters were recorded on groundwater sampling forms along with time, water
level depth, and cumulative volume of water purged (see groundwater sampling forms in
Appendix B).
Groundwater samples were collected following Guidelines for Sampling by the Underground
Storage Tank Section, Division of Waste Management, North Carolina Department of
Environmental Quality (NCDEQ, 2022). Groundwater samples were placed in laboratory-
prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for
subsequent delivery under standard chain-of-custody (COC) procedures to Pace Analytical (Pace),
a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The
groundwater samples were analyzed for VOCs by EPA Method 6200B including MTBE, ethylene
dibromide (EDB), and isopropyl ether (IPE).
3.5 Water Supply Well Sampling
No water supply wells were sampled as part of this field effort as no water supply wells are reported
to be located within 1,000-feet of the site. The site and all adjacent properties are reportedly
connected to municipal water provided by the city of Hiddenite.

3.6 Field Quality Control Sampling and Analysis
A field duplicate groundwater sample was collected on July 6, 2023, from MW-3 and analyzed for
VOCs by EPA Method 6200B including MTBE, EDB, and IPE to assess variance between
collected samples.

4.0 ANALYTICAL RESULTS
Results of the laboratory analysis of groundwater samples MW-1 through MW-5 are tabulated in
Table 2. As noted in Table 2, the analytical results are compared to both 2L standards and GCLs.
The Pace laboratory analytical report is provided in Appendix E.
The analytes benzene, EDB, and/or 1,2-dichloroethane were detected at concentrations exceeding
their respective GCLs in MW-1 and MW-4. Various other analytes were also detected at
concentrations greater than their respective 2L standards in MW-1, MW-4, and MW-5 while no
analytes were detected above 2L standards in MW-2 or MW-3 (see Table 2 and Figures 4 and 5).
A summary of the analytical results is as follows:
• In MW-1, benzene (21,400 µg/L), EDB (762 µg/L), and 1,2-dichloroethane (1,180 µg/L)
were detected above their GCLs. The analytes IPE (1,250 µg/L), ethylbenzene (3,720
µg/L), MTBE (6,430 µg/L), naphthalene (864 µg/L), n-propylbenzene (393 µg/L), toluene
(52,100 µg/L), 1,2,4-trimethylbenzene (2,700 µg/L), 1,3,5-trimethylbenzene (758 µg/L),
m&p-xylenes (12,300 µg/L), and o-xylene (5,970 µg/L) were detected above 2L standards;
• In MW-2, no constituents were detective above the MDL;
• In MW-3, no constituents were detected above the MDL except for MTBE (0.57 µg/L),
which is well below its 2L standard;
• In MW-4, benzene (11,400 µg/L) and EDB (825 µg/L) were detected above GCLs. The
analytes n-butylbenzene (105µg/L), 1,2-dichloroethane (244 µg/L), IPE (274 µg/L),
ethylbenzene (4,060 µg/L), cumene (160 µg/L), MTBE (387 µg/L), naphthalene (866
µg/L), n-propylbenzene (407 µg/L), toluene (44,600 µg/L), 1,2,4-trimethylbenzene (3,120
µg/L), 1,3,5-trimethylbenzene (899 µg/L), m&p-xylenes (14,600 µg/L), and o-xylene
(7,340 µg/L) were detected above 2L standards; and
• In MW-5, benzene (3,610 µg/L), 1,2-dichloroethane (176 µg/L), IPE (127 µg/L), MTBE
(106 µg/L), naphthalene (118 µg/L), n-propylbenzene (81.8 µg/L), toluene (5,960 µg/L),
m&p-xylenes (1,620 µg/L), and o-xylene (983 µg/L) were detected above 2L standards.
A comparison of groundwater laboratory analytical results from the July 6, 2023 sampling event
to previous sampling events reveal the following:
• Analyte concentrations in MW-1 and MW-4 have remained relatively stable with
continued exceedances of GCLs and 2L standards for various analytes; and
• Analyte concentrations in MW-2 and MW-3 have remained below 2L standards.

5.0 CONCLUSIONS AND RECOMMENDATIONS

1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is
