Engineering License No. C-1598 August 31, 2023 Mr. Hassan Osman North Carolina Department of Environmental Quality Division of Waste Management – Underground Storage Tank Section 1646 Mail Service Center Raleigh, North Carolina 27699 Re: Groundwater Sampling Letter Report Avent’s Grocery 2275 Giddensville Road Giddensville, Sampson County, North Carolina NCDEQ Incident #12793 Dear Mr. Osman: ATC Associates of North Carolina, P.C. (ATC) is pleased to submit the results of a water supply well sampling event performed on June 22, 2023, at the Avent’s Grocery site located at 2275 Giddensville Road in Giddensville, Sampson County, North Carolina. A site topographic map is included as Figure 1. Currently, the source property is developed with a single-story building occupied by El Lucero (a restaurant). A site map is included as Figure 2. The assessment activities were performed based on an June 12, 2023, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N70522-B between NCDEQ and ATC. The site consists of two properties (Avent’s Grocery – Incident #12793 and Giddensville Game Room - Incident #3550 [closed]) associated with separate releases. Both properties are located at the intersection of Goshen Church Road and Giddensville Road in Giddensville, Sampson County, North Carolina. The Avent’s property is developed with one single-story building occupied by El Lucero (a restaurant). The Giddensville Game Room site is developed with a vacant one-story building and the property is used for storing vehicles. A receptor survey performed in January 2011 identified numerous potable water supply wells within 1,000 feet of the site. Municipal water is not available to the site or surrounding properties. Water supply well information is included as Table 1. Water supply well locations are shown on Figure 3. On June 22, 2023, ATC mobilized to the site sample active potable water supply wells WSW-2, WSW-6, and WSW-19. Well WSW-2 is located on the south adjacent property to the former Avents Grocery property, which is downgradient of the site. WSW-19 is located on the Avents Grocery site property. WSW-6 is located on the fromer Giddensville Game Room site property, east of the Avents Grocery site property. The samples were collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina-accredited laboratory SGS North America, Inc. in Scott, Louisianna. The samples were analyzed by Standard Method 6200B for volatile organic compounds. Field notes from the event are included in Appendix A. Site photographs are included in Appendix B. Based on the results, ethyl alcohol (16.1 micrograms per liter – µg/L) was detected in WSW-6; however, ethyl alcohol does not have a Title 15A NCAC 02L .0202 Groundwater Quality (2L) Standard, but does have a Interim Maximum Allowable Concentration (IMAC) of 4,000 (µg/L). Ethyl alcohol has not been previously detected in WSW-6. No other compounds were detected in the samples. Water supply well analytical data is included as Table 2. The analytical report is included in Appendix C. If funding allows, ATC recommends installing one vertical extent well next to MW-1 to delineate the vertical extent of the groundwater plume and assessing remedial alternatives for the site. In the interim, ATC recommends a semi-annual water supply well sampling and annual groundwater monitoring event in December 2023.
