(WR) has prepared this Letter Report documenting the completion of an Aggressive Fluid Vapor Recovery (AFVR) event at the US 221 Construction site in Marion, McDowell County, North Carolina. Activities outlined herein were completed under NCDEQ Contract # N70522-C, Task Authorization (TA) 01 for the site, issued by NCDEQ on June 21, 2023. Aggressive Fluid Vapor Recovery Event – MW-1 On July 19, 2023, WR personnel, along with Evo Corporation (EVO) mobilized to the site and conducted an eight-hour AFVR event. This event focused on total fluid recovery from Type II monitoring well MW-1. Prior to performing the AFVR event, WR personnel gauged the depth-to- water within MW-1. Light, non-aqueous phase liquid (LNAPL) was not measured within MW-1. Depth to water and depth to bottom of the well are included in the table below. Vacuum on the well remained at 24-inches (in) of mercury throughout the event. Measured concentrations ranged from 95 parts per million (ppm) to 1,119 ppm. Stack temperature, velocity and relative humidity values were measured with a TSI, Inc. straight probe Model 964 thermoanemometer. At the conclusion of the AFVR, a total of 195 gallons (gal) of liquids were recovered. Emissions through volatilization of organic compounds (based on mass flow calculations) were calculated to be approximately 2.21 pounds, equating to 0.35-gal of petroleum removed as vapor. The disposal manifest and AFVR calculations are included in Appendix A while field notes and site photographs are provided in Appendix B. Groundwater Sampling WR personnel mobilized to the site on August 24, 2023, for the purposes of collecting groundwater samples from monitoring wells MW-1 and MW-7R as well as water supply wells WSW-C, WSW-F, WSW-I, and WSW-U. Prior to purging and sampling, the wells were gauged with an electronic water level indicator. Groundwater was measured within the well at a depth of 28.60 ft beneath the well’s top of casing (ft btoc) in MW-1 to 27.10 ft btoc in MW-7R. After gauging, MW-1 and MW-7R were purged using a dedicated polyethylene bailer. The samples from MW-1 and MW-7R were submitted to Waypoint Analytical, Inc. (Waypoint) for analysis for VOCs by SM6200B. WR also obtained verbal permission from the property owners associated with water supply wells WSW-C, WSW-F, WSW-I, and WSW-U. Each water supply well was allowed to purge for approximately 10 minutes and the sample was collected from an exterior spigot. WR also collected a field blank using laboratory supplied deionized water. The collected samples were submitted to Waypoint for analysis for VOCs by SM6200B. Laboratory Results Monitoring Wells No Light Non-Aqueous Phase Liquid (LNAPL) was measured in MW-1 or MW-7R during the August 2023 sampling event. No petroleum related compounds were detected above the Gross Contaminant Levels (GCLs) in monitoring wells MW-1 or MW-7R. Several petroleum related compounds were reported in MW-1 and MW-7R at concentrations that exceed the 15A NCAC 2L Groundwater Quality Standards (2L Standards). Toluene was reported above the MDL in the field blank but was identified by the laboratory as a probable laboratory contaminant. Analytical results are provided Table B-4.
