2.0 EXECUTIVE SUMMARY
ATC Associates of North Carolina, P.C. (ATC) has completed a Groundwater Monitoring Report for the
First S&L Property site. This report documents the installation of MW-4, an AVFR event, and groundwater
assessment activities conducted at the site between April 24 and May 31, 2023. The activities were
performed based on the May 16, 2023, Task Authorization (TA-03) by the Trust Fund Branch of the
Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of
Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N122019A
between NCDEQ and ATC.
The former UST system at the 2150 Highway 70 property consisted of three 1,000-gallon gasoline USTs
and associated piping and dispensers. The former gasoline service station structure was demolished in
2020. The site was recently used as a commercial self-storage facility. According to historical information,
the site operated as gasoline service station until the 1960s when petroleum was reportedly last sold by the
facility. Three 1,000-gallon gasoline underground storage tanks (USTs) were removed from the site in April
2020. There are three monitoring wells (MW-1 through MW-4) associated with the site. There is one water
supply well (WSW-1) used for irrigation purposes located approximately 370 feet southwest of the site.
Municipal water is available to the site and vicinity.
On April 24, 2023, ATC personnel mobilized to the site to oversee the installation of one 45-foot
groundwater monitoring well (MW-4) to delineate the extent of light non-aqueous phase liquid (LNAPL). On
May 2, 2023, following well installation activities, ATC oversaw one eight-hour aggressive vapor fluid
recovery (AVFR) event performed on MW-1. Approximately three weeks later, on May 30, 2023, ATC
collected groundwater samples from MW-1, MW-2, MW-3, and MW-4. The laboratory analytical results
were compared to the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) and the Gross
Contamination Levels (GCLs). Historical and recent site assessment activities indicate the following:
The AFVR event performed on May 2, 2023, generated approximately 915 gallons of petroleum
impacted groundwater an approximately 0.26 gallons of petroleum impacted vapors. LNAPL was
not detected before or after the AFVR event;
On May 30, 2023, site monitoring wells MW-1 through MW-4 were gauged and sampled. LNAPL
was not encountered during this event;
Groundwater flow appears to flow toward the southwest;
Ethylbenzene, isopropylbenzene, n-propylbenzene, 1,2,4-trimetylbenzene, and 1,3,5-
trimethylbenzene exceeded the 2L Standards in MW-1. The analytical results for MW-2, MW-3,
and MW-4 did not exceed the 2L Standards; and
Benzene was detected in MW-1 at a concentration of 6,320 micrograms per liter (µg/L) exceeding
the GCLs.
The Conceptual Site Model is included in Appendix A. ATC recommends continual AFVR or Mobile Multi-
Phase Extraction (MMPE) events at the site to reduce the benzene concentrations below the GCLs and
achieve site closure.
3.0 SITE DESCRIPTION
3.1 SITE CHARACTERIZATION
The First S&L Property site is located at 2150 Highway 70 in Mebane, Alamance County, North Carolina.
The property is currently used as a commercial public storage facility named The Storage Unit LLC and is
owned by Mr. James Lee Wilson. The site consists of a single-story steel beam and metal structure located
along Highway 70. A site topographic map is provided in Figure 1 and a site map in Figure 2. The Site
Conceptual Model is included as Appendix A.

3.2 SITE BACKGROUND
The former UST system at the 2150 Highway 70 property consisted of three 1,000-gallon gasoline USTs
and associated piping and dispensers. The former gasoline service station structure was demolished in
2020. The most recent landowner prior to The Storage Unit LLC was Wilson Homes, LLC. NCDEQ
determined that Wilson Homes, LLC, neither owned nor operated the former UST system. The UST
inspector for Alamance County, Michelle Sclafani, researched the history of the property and was not able
to determine a tank owner. The property was used for go-karts and possibly a convenience store named
Go-Kart in the 1960s, but the leased ended in 1964. There was no evidence that the tanks were used after
that date. Due to the age of the UST system, the responsible party is unknown. The site was referred to
the NCDEQ State Lead Program in February 2019.
In April 2020, Zebra Environmental and Industrial Services, Inc., (Zebra) removed the three USTs from the
site as documented in an April 24, 2020 UST Closure, 20 Day, and Initial Abatement Action Report
completed by Paragon Environmental Consultants, Inc., (Paragon). According to the report, one UST (T1)
was situated in a tank pit located immediately to the south of the former store building (west tank pit) and
two USTs (T2&T3) were situated in a tank pit located to the southeast of the former store building (east
tank pit). The former dispenser island was situated directly above UST (T1). The USTs were 42 inches in
diameter and 12 feet long. During closure activities, approximately 1,600-gallons of petroleum contact water
was removed from the USTs. Following a visual inspection, the tanks were determined to be in good
condition with minimal surface corrosion observed. Both groundwater and LNAPL were not encountered in
either tank pit. Petroleum odors were noted in the soils beneath the south end of the western tank pit. A
total of six soil samples were collected from beneath the former UST locations at depths of approximately
9 feet below grade surface (bgs). Two soil samples were collected were collected from beneath the former
product piping at depths of 2.5 feet bgs. Laboratory analysis of soil samples collected from the south end
of the west tank pit (TS-1) yielded a concentration of Total Petroleum Hydrocarbons (TPH) Gasoline Range
Organics (GRO) at 53.4 milligrams per kilograms (mg/kg) which exceeds the TPH GRO action level of 50
mg/kg. The remaining soil samples collected resulted in concentrations below detection limits. No
groundwater samples were collected during the closure assessment. In total, approximately 29.29 tons of
contaminated soils were removed from the area directly underneath the south end of the west tank pit. One
“Risk-Based” soil sample collected from west tank pit bottom (PB). Laboratory analysis of the soil sample
yielded concentrations of contaminants in excess of the Soil-to-Water Maximum Soil Contaminant
Concentrations (MSCCs).
On May 1, 2020, Paragon submitted a Limited Site Assessment (LSA) Report documenting the completion
of a receptor survey, installation of a monitoring well, and subsequent groundwater sampling event. One
North Carolina Type II groundwater monitoring well, MW-1, was installed at the site that is constructed of
Schedule 40 PVC screen (0.010-inch slots) from 35 to 20 feet bgs and 2-inch diameter, Schedule 40 PVC
riser to near land surface. Laboratory analysis of the groundwater samples collected from well MW-1,
yielded concentrations of contaminants greater than the applicable NCDEQ Groundwater Quality 2L
Standards. Benzene was listed at a concentration that also exceeded the applicable Gross Contaminant
Level (GCL). The receptor survey identified one water supply well used for irrigation purposes located 370
feet from the site. Public water supplies are available to all of the properties within a radius of 1,000 feet
from 2150 Highway 70. Table 1 presents the water supply well information and Figure 3 presents the
locations of the water supply wells.
On December 3, 2020, the current property owner (The Storage Unit LLC) signed State-Lead Acceptance
letter. A private utility locate was conducted on December 18, 2020, but due to the construction of the
storage unit structure and site grading, the site assessment activities were delayed until July 2021.
On July 17, 2021, ATC oversaw the installation of two on-site monitoring wells (MW-2 and MW-3) to confirm
the extent of the groundwater impacts and to confirm the groundwater flow direction. On June 20, 2021,
site monitoring wells MW-1 through MW-3 were gauged for depth of water. Groundwater samples collected
from monitoring wells MW-2 and MW-3 did not exceed the 2L Standards and/or GCLs. LNAPL was
detected in well MW-1 at a thickness of 0.05 feet. LNAPL had not been detected previously at the site.

On August 16, 2022, site monitoring wells MW-1 through MW-3 were gauged for depth of water.
Approximately 0.19 feet of LNAPL was detected in well MW-1. The analytical results were compared to the
2L Standards and GCLs. No compounds were detected above the 2L Standards and/or GCLs.
3.3 SITE AND REGIONAL GEOLOGY
The site is located in the Carolina Slate Belt of the Piedmont Physiographic Region and is underlain by
metamorphosed granite bedrock of the late Proterozoic to Cambrian age. According to the United States
Department of Agriculture Web Soil Survey, the site is underlain by Cullen clay loam. Lithology encountered
at the site during previous assessment activities consisted of silt with minor amounts of clay to
approximately 35 feet bgs.
3.4 SITE AND REGIONAL HYDROGEOLOGY
The occurrence and movement of groundwater in the Piedmont is within two separate but interconnected
water-bearing zones. A shallow water-bearing zone occurs within the surficial soils and a deeper zone
occurs within the underlying bedrock. Groundwater in the shallow soil zone occurs in the interstitial pore
spaces between the grains comprising the surficial soils. Groundwater in this zone is typically unconfined.
Groundwater movement is generally lateral from recharge areas to small streams that serve as localized
discharge points. The occurrence and movement of groundwater in the underlying water-bearing zone
within the crystalline bedrock is controlled by secondary joints, fractures and faults within the bedrock. On
a regional scale, the direction of groundwater flow is typically from uplands to major streams and
groundwater sinks. Groundwater at the site was encountered at 28.31 feet bgs. Based on topography,
groundwater flows to the north.
4.0 MONITORING WELL INSTALLATION ACTIVITIES
On April 24, 2023, ATC oversaw the installation of one groundwater monitoring well (MW-4) to attempt to
delineate the existing light non-aqueous phase liquid (LNAPL) plume. The locations of the monitoring well
is indicated on Figure 2. ATC contracted with Geologic Exploration, Inc., (GEX), a North Carolina certified
well contractor, to install the well. Prior to well installation activities, the borehole was cleared of potential
underground utilities utilizing a hand auger to approximately 5 feet-bgs. The soil borings for MW-4 was
advanced using a Geoprobe® 7822DT track-mounted drill rig and hollow stem augers, to a total depth of
45 feet bgs. The well was constructed of 2-inch diameter, Schedule 40 PVC screen (0.010-inch slots) from
20 to 45 feet bgs. The well was completed with a 2-foot-by-2-foot concrete pack and 8-inch diameter well
vault, and capped with a lockable water-tight cap. Soil was logged continuously on the augers for lithological
characterization. A composite soil sample was collected every 5 feet for photoionization detection (PID)
screening. The field notes are included in Appendix B. The monitoring well construction record and boring
log are included as Appendix C. Site photographs are included in Appendix D.
5.0 AGGRESSIVE FLUID VAPOR RECOVERY
ATC supervised Eastern Environmental Management, LLC (Eastern) during one eight hour AFVR event on
May 2, 2023. Monitoring well MW-1 was used as the extraction point for the event. Prior to performing the
event, MW-1 was gauged for the possible presence of LNAPL and to record the groundwater elevation.
LNAPL was not detected in the well prior to the event. Monitoring well construction details and groundwater
elevation data from the AFVR event is included as Table 2. Field notes are included in Appendix B.
Photographs of the site and AFVR activities are included in Appendix D.
During AFVR activities, a liquid ring vacuum pump unit was plumbed to the designated extraction point,
and a drop “stinger” pipe extended into the well through an airtight seal at the top of the well casing (TOC)
and into the water column. Throughout the AFVR process, a cone of depression formed around a

designated recovery point by drawing down the groundwater surface levels, thus causing impacted water
surrounding the recovery point to be extracted. Soil petroleum vapor within the cone of depression and the
overlying vadose zone were removed as vapor by air passing through the soil.
The AFVR event generated approximately 915 gallons of petroleum impacted groundwater. Field
parameters, including velocity, temperature, and volatile organic compound (VOC) concentrations were
recorded throughout the event. Based on the field readings, approximately 0.26 gallons of petroleum
impacted vapor were recovered during the event. The waste disposal manifest is included in Appendix E.
The AVFR emission calculations are included as Table 3.
6.0 GROUNDWATER ASSESSMENT ACTIVITIES
6.1 GROUNDWATER LEVELS
On May 30, 2023, site monitoring wells MW-1 through MW-4 were gauged for depth of water. LNAPL was
not encountered during this event. Depth to groundwater measurements ranged from 21.32 ft-toc in MW-4
to 26.74 ft-toc in MW-3. Monitoring well construction details and groundwater elevation data are
summarized in Table 2. Groundwater was determined to flow to the southwest. The Groundwater Elevation
Contour Map is included as Figure 4. Field notes from the sampling event are included in Appendix B.
Photographs of the monitoring well locations are included in Appendix D.
6.2 GROUNDWATER QUALITY
On May 30, 2023, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-3, and
MW-4. Samples were collected in laboratory-approved containers, packed in ice and delivered under chain
of custody protocol to SGS North America Inc., in Scott, Louisiana for analyses. Groundwater samples were
analyzed for volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method
6200B.
The analytical results were compared to the 2L Standards and GCLs. Ethylbenzene, isopropylbenzene, n-
propylbenzene, 1,2,4-trimetylbenzene, and 1,3,5-trimethylbenzene exceeded the 2L Standards in MW-1.
Benzene exceeded the GCL in MW-1. The analytical results for MW-2, MW-3, and MW-4 did not exceed
the 2L Standards. Monitoring well analytical results are included in Table 4. Historical monitoring well
analytical results are included as Table 5. Measured field parameters are summarized in Table 6. A
Groundwater Analytical Concentration Map depicting concentrations exceeding the 2L Standards is
included as Figure 5. The laboratory analytical report and chain-of-custody forms are included in Appendix
F.
As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the
laboratory report was conducted. A field blank sample (FB-1) was collected by pouring containerizing
deionized (DI) water directly into sample containers during field activities. Analytical methods and target
compounds associated with the field blank samples remained consistent with those described previously.
Acetone, methylene chloride, and toluene were detected above laboratory method detection limits, but
below the laboratory reporting limits in the field blank sample. These reported constituents are common
laboratory contaminants are marked with “J-flags,” meaning the concentrations are estimates.
During the review, it was concluded that samples were received by the laboratory in acceptable condition
and properly preserved. Samples were analyzed within the correct holding times, and the chain of custody
was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for
each method that was used for the original samples. 1,2,3-trichlorobenzene was detected in the laboratory
method blank above the method detection limit, but below the laboratory reporting limits. The laboratory
fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical

method. Refer to the laboratory report in Appendix F for details regarding QA results for the laboratory
samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any
exceptions do not significantly impact the conclusions presented in this report.
7.0 CONCLUSIONS AND RECOMMENDATIONS

hydrogeologic and engineering practices, and relevant regulatory guidelines at this time and location. Other
than this, no warranty is implied or intended.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form
or properly qualified within the sample results. By my digital signature below, I affirm to the best of my
knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the
quality of the data have been identified by the laboratory, and no information or data have been

GLOSSARY OF TERMS
Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
MDL Method Detection Limit.
RDL Reported Detection Limit.
Rec.Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
(S)
Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and
Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be
detected in all environmental media.
U Not detected at the Reporting Limit (or MDL where applicable).
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.
Uncertainty
(Radiochemistry)Confidence level of 2 sigma.
Case Narrative (Cn)
A brief discussion about the included sample results, including a discussion of any non-conformances to protocol
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.
Qualifier Description
J The identification of the analyte is acceptable; the reported value is an estimate.
J3 The associated batch QC was outside the established quality control range for precision.
