CATLIN Engineers and Scientists CATLIN Project No. 222159 2 August 2023 2.0 EXECUTIVE SUMMARY The Rural Hall Shell, Inc. site is located at 7890 Broad Street, Rural Hall, Forsyth County, North Carolina. Four underground storage tanks (USTs) were previously operated at the site. One 1,000-gallon waste oil UST was removed from the site in 1988. In 2005, a 10,000-gallon gasoline, 8,300-gallon gasoline, and 7,500-gallon gasoline USTs were abandoned in place. A petroleum release was discovered during the 2005 tank closure activities. The purpose of this report is to document the latest groundwater sampling event. On July 25, 2023, CATLIN Engineers and Scientists (CATLIN) personnel measured groundwater at approximately 19.6 feet deep across the site. Light non-aqueous phase liquid (LNAPL, aka free product) was not measured in any of the monitoring wells. Groundwater samples were collected from three monitoring wells (MW-1, MW-02, and MW-03) and submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE). Multiple VOCs were detected in the MW-1, MW-02, and MW-03 samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCL). During the previous monitoring event, tetrachloroethylene was reported above 2L GWQS in the MW-1 sample at a concentration above its 2L GWQS. However, during this event, the concentration of tetrachloroethylene returned to below the laboratory method detection limit, similar to previous events. According to previous reports, municipal water is available to the site vicinity. No water supply wells have been identified within 1,500 feet of the site. CATLIN recommends the site be a candidate for No Further Action (NFA) status following the filing of a Notice of Residual Petroleum (NRP). 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 222159.01P, dated May 25, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #01, approved on May 26, 2023, and Contract Number N70522-A. The approved scope of services for this Task Authorization included to: • Collect three groundwater samples (one from each monitoring well); • Analyze four water samples (three monitoring wells and one field blank) per SM 6200B (including EDB, MTBE, and DIPE); and • Prepare and submit a monitoring report summarizing the findings. CATLIN Engineers and Scientists CATLIN Project No. 222159 3 August 2023 The scope of services was conducted in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Rural Hall Shell, Inc. site is located at 7890 Broad Street, Rural Hall, Forsyth County, North Carolina (Figures 1 and 2). Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. Site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION Rural Hall Automotive owned the four USTs historically operated on-site. The waste oil UST was used by Rural Hall Automotive for fuel storage until its removal in 1988. The gasoline tanks were operated for petroleum retail until November 2004. The site was accepted into the North Carolina UST Section Trust Fund Branch State Lead Program in May 2022 (NCDEQ, 2022). Available information regarding UST owners/operators is presented on Table 1. 4.2 UST INFORMATION One 7,500-gallon gasoline, 10,000-gallon gasoline, 8,300-gallon gasoline, and 1,000-gallon waste oil USTs were previously operated on-site. The tanks were installed in 1953 (T1), 1962 (T4), 1970 (T2), and 1971 (T3). The 1,000-gallon waste oil UST (T4) was removed from the site in 1988. Tanks T1 through T3 operated from their installation until November 2004 and were abandoned in place in 2005. Available UST system information is presented in Table 1 and the approximate former UST system and former dispenser island locations are illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY An on-site release was discovered in 2005 during UST closure activities, when soil contamination was revealed at the site. Details are scarce as the UST closure report is unavailable. 4.4 SITE CHARACTERISTICS The property is owned by Wesley L. Hunsucker and the property is occupied by an automotive repair shop (Rural Hall Automotive), which no longer sells fuel. The parcel is comprised of the automotive shop, the building of a pest control business (Ideal Pest Control), paved surfaces, and a grassy lot in the southwest corner. CATLIN Engineers and Scientists CATLIN Project No. 222159 4 August 2023 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Properties in the site vicinity are a mix of residences, commercial businesses, institutional spaces, and public areas. The site is bound by Broad Street to the east and Summit Street to the north. Businesses adjoin the property to the west (Rural Hall Hair Company) and south (Human Risk LLC). An active gas station (BP) is located to the southeast (across Broad Street). 4.6 RECEPTOR INFORMATION Conducting a receptor survey was outside the scope of this monitoring event. A review of historical files available on the NCDEQ Waste Management Online Database (aka Laserfiche) indicates that the last receptor survey for the Rural Hall Shell, Inc. site was conducted in 2005 by Terraquest Environmental Consultants, P.C. (Terraquest). According to previous reports, municipal water is available to the site vicinity. No water supply wells have been identified within 1,500 feet of the site. Three surface water bodies are located within 1,500 feet of the site. A pond in Covington Memorial Park is located 665 feet southwest and drains into Grassy Creek, a Class C surface water body approximately 1,500 feet west of the site. A tributary of Lucy Branch, also Class C, is 800 feet northeast. Potential receptors are illustrated on Figure 2 and receptor information obtained from Terraquest (2006) is shown on Table 2. 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES Historical files available on Laserfiche do not fully elucidate the site history. A summary of on-site investigations and remedial activities indicated in previous reports is provided herein. The release was discovered in 2005 during UST closure activities. The UST closure report is unavailable, but soil samples were reportedly collected, and it is assumed the laboratory findings were above State Action Levels (Terraquest, 2006). Terraquest conducted a Phase I Limited Site Assessment (LSA) in 2006. A receptor survey was conducted, and no water supply wells were identified within 1,500 feet of the site. Risk classification concluded the site should be ranked as Low Risk with residential land-use. Monitoring well MW-1 was installed, and soil and groundwater samples were collected. No LNAPL was detected during site activities. Laboratory analysis revealed multiple petroleum contaminants in the soil samples at concentrations above their Residential Maximum Soil Contaminant Concentrations (MSCCs). CATLIN Engineers and Scientists CATLIN Project No. 222159 5 August 2023 the groundwater samples (February and March 2006) showed multiple contaminants above their 2L GWQS, but below their GCL (Terraquest, 2006). No further monitoring or remediation efforts appear to have been conducted between 2006 and 2022. Due to the Low Risk ranking of the site, a NRP was filed in April 2022 and the site was closed. However, the site was reopened in May 2022 to facilitate further sampling (Ryals, 2022). CATLIN first mobilized to the site June 2022. Measurable LNAPL was detected in monitoring well MW-1 (0.06 feet thick); therefore, no groundwater sample could be collected (CATLIN, 2022A). In August 2022, CATLIN supervised an aggressive fluid vapor recovery (AFVR) event utilizing monitoring well MW-1 as the extraction point. The event lasted for a duration of eight hours and removed a total of 1,115 gallons of impacted groundwater and LNAPL. A calculated 10.266 pounds of petroleum vapors were emitted, equivalent to approximately 1.643 gallons of petroleum. Air samples were collected at the start of the event and prior to its termination. Laboratory analysis indicated a total petroleum hydrocarbon (TPH) reduction of approximately 29% (CATLIN, 2022B). CATLIN returned to the site in September 2022 and February 2023 to conduct groundwater sampling at MW-1. During both sampling events, analytical results revealed multiple petroleum constituents at concentrations above 2L GWQS but below GCL (CATLIN, 2022B; 2023A). In April 2023, CATLIN collected samples from monitoring wells MW-1, MW-02, and MW-03. Multiple VOCs were detected in the MW-1 and MW-03 samples at concentrations above their respective 2L GWQS. Only benzene was reported above its 2L GWQS in the sample from MW-02. Tetrachloroethylene was reported above 2L GWQS in the MW-1 sample at a concentration of 110 micrograms per liter (μg/L), above its 2L GWQS of 0.7 μg/L. During previous sampling events (February 2023 and September 2022), it was reported below the laboratory method detection limit of 0.19 μg/L (CATLIN, 2023B). Summarized available historical sampling data from Terraquest (2006) are provided in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Piedmont physiographic province. CATLIN Engineers and Scientists CATLIN Project No. 222159 6 August 2023 According to the 1985 Geologic Map of North Carolina, the site region is underlain by a formation of metagraywacke, amphibolite, and kyanite schist within an overlap of the Inner Piedmont, Chauga, Smith River Allochthon, and Sauratown Mountain belts. The MW-02 and MW-03 monitoring well borings logs indicate that, under a half-foot layer of concrete, orange to red silt with mica is present to approximately 9.5 feet BLS. Orange to tan silty sand with mica was encountered from approximately 9.5 to 25 feet BLS. Saprolite was observed at further depths. 5.2 HYDROGEOLOGY Groundwater – The 2020 Visual Hydrogeologic Framework (VHF) – North Carolina Hydrogeological Database did not identify sufficient boreholes near the site to draw a cross-section. Groundwater is roughly 20 feet deep across the site. Based on limited groundwater elevation data and topographic feature interpretation, groundwater flow is towards the southwest. Surface Water – Three surface water bodies were identified within 1,500 feet of the site: a small pond in Covington Memorial Park, Grassy Creek, and a tributary of the Lucy Branch. The pond also drains into Grassy Creek. According to the NCDEQ North Carolina Surface Water Classifications GIS viewer, both Grassy Creek and Lucy Branch are identified as Class C surface water bodies. 6.0 SITE ASSESSMENT INFORMATION CATLIN conducted field activities on July 25, 2023 in general accordance with the approved TA. Upon arrival at the site, potential hazards were evaluated before beginning field work and their discussion is documented on a Daily Activities Log, included in Appendix C. Photographs of the site are included in Appendix B. Well locations and site features are shown on Figure 3 and well construction details are presented on Table 3. 6.1 GAUGING DATA During previous CATLIN gauging events, the depth to water in monitoring well MW-1 has averaged 20 feet below top of casing (BTOC). In April 2023, the groundwater flow direction was calculated to be toward the southwest. During the July 2023 monitoring event, CATLIN personnel measured depth to water in the monitoring wells using an electronic water interface probe. Prior to use, the probe and cabling were decontaminated according to manufacturer’s recommendations. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR) and NCDEQ; 30656_Rural Hall Shell, Inc. CATLIN Engineers and Scientists CATLIN Project No. 222159 7 August 2023 NCDEQ Guidelines, and Environmental Protection Agency (EPA) Region 4 Operating Procedures. Depth to water was 19.30 feet BTOC in MW-1, 19.43 feet BTOC in MW-02, and 19.99 feet BTOC in MW-03. There was no measurable LNAPL in any of the monitoring wells. Groundwater flow direction was calculated to be toward the southwest. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevation is illustrated on Figure 4 and a groundwater sampling form is provided in Appendix C. 6.2 SAMPLING DATA Following gauging, the monitoring wells were sampled in general accordance with NCDENR and NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining a representative groundwater sample, the monitoring wells were purged by removing a minimum of three well volumes using a new, disposable bailer. Monitoring well groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). Conductivity, pH, oxidation reduction potential (ORP), dissolved oxygen, and temperature measurements were recorded utilizing the VuSitu mobile application (version 1.17.12). The Aqua TROLL was decontaminated according to manufacturer’s recommendations prior to use. Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling form. Copies of the groundwater sampling forms are available in Appendix C. After a minimum of three well volumes were removed (or the well was bailed dry), a groundwater sample was collected from the well and poured into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. A field blank was collected by pouring water from a new, sealed gallon of distilled water directly into laboratory-provided, pre-preserved glassware. The glassware was labeled and placed on ice in an insulated cooler. The groundwater samples and field blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and COC are included in Appendix D. 6.3 SUMMARY OF GROUNDWATER INFORMATION During the 2006 LSA and the previous groundwater sampling event conducted by CATLIN (April 2023), samples from monitoring wells MW-1, MW-02, and MW-03 contained multiple VOCs at concentrations above their NCDEQ; 30656_Rural Hall Shell, Inc. CATLIN Engineers and Scientists CATLIN Project No. 222159 8 August 2023 2L GWQS. However, no constituents were above their GCL. Summarized available historical sampling data from Terraquest (2006) are provided in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4. Historical results for events conducted by CATLIN are in Table 5. Monitoring well sample analytical results are illustrated on Figure 5. A copy of the complete laboratory report and COC documentation are in Appendix D. Monitoring Wells During the July 2023 monitoring event, three monitoring well groundwater samples (MW-1, MW-02, and MW-03) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). No analyte concentrations were detected above GCL. Analytical results reported the following constituents at concentrations above their 2L GWQS in samples MW-1, MW-02, and MW-03: • MW-1:. ethylbenzene, isopropylbenzene, naphthalene, n-propylbenzene, styrene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and total xylenes; • MW-02: benzene and naphthalene; and • MW-03:. benzene, n-butylbenzene, sec-butylbenzene, p-isopropyltoluene, MTBE, naphthalene, n-propylbenzene, 1,2,4-trimethylbenzene, and total xylenes. Field Blank One field blank sample was submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). An estimated concentration (“J”-value) of acetone (a common laboratory artifact) was detected in the field blank sample. No other targeted analytes were detected in the sample. 6.4 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Several petroleum constituents were detected above their respective 2L GWQS in the samples from MW-1, MW-02, and MW-03. However, no constituents were reported above GCL. A summary of monitoring well groundwater sample analytical results are illustrated on Figure 5. The estimated horizontal extent of benzene is illustrated on Figure 6. The dissolved phase contaminant plume has not been horizontally or vertically delineated. NCDEQ; 30656_Rural Hall Shell, Inc. CATLIN Engineers and Scientists CATLIN Project No. 222159 9 August 2023 The highest contaminant concentrations have generally been reported in MW-1. The contaminant concentrations in MW-1, MW-02, and MW-03 have fluctuated since the previous monitoring event in April 2023. During the previous event, tetrachloroethylene was detected at 110 µg/L (above the 2L GWQS of 0.7 µg/L); however, during the July 2023 event tetrachloroethylene returned to below detection limits, similar to previous events. Cleanup Levels Achieved Soil – Soil samples obtained in 2006 indicate that VOC concentrations are above Residential MSCCs (Terraquest, 2006). Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL was not noted during this monitoring event. LNAPL has not been measured at the site since August 2022. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Groundwater samples from three monitoring wells (MW-1, MW-02, and MW-03) were collected and analyzed per SM 6200B (including EDB, MTBE, and DIPE). • No LNAPL was measured in the monitoring wells during this event. LNAPL has not been noted at the site since August 2022. • Multiple petroleum constituents were reported at concentrations above 2L GWQS, but below GCL, in the samples from MW-1, MW-02, and MW-03. • The contaminant concentrations in the monitoring well samples have fluctuated since the previous monitoring event in April 2023. • Tetrachloroethylene has returned to below method detection limits in MW-1, similar to previous events. Recommendations CATLIN recommends the site be a candidate for NFA status following the filing of a NRP. 8.0 LIMITATIONS The groundwater samples analyzed as part of this investigation only provide isolated data points and may not represent conditions at every location in the project area. Analyses and conclusions of this report, being based on interpolation between data NCDEQ; 30656_Rural Hall Shell, Inc.
