BACKGROUND INFORMATION The site is the former Purgason’s Grocery located at 4956 Highway 54 in Graham, Alamance County, North Carolina. The site is located in a rural area, sparsely developed with residential properties along NC Highway 54. There is an active automobile repair facility occupying a portion of the on-site building (Figures 1 and 2). Four underground storage tanks (USTs): two 8,000-gallon gasoline, one 2,000-gallon diesel fuel, and one 500-gallon kerosene were registered to Janice Purgason who was listed as the tank owner. According to the UST database records, these USTs were installed in 1972. In 1993, the site was inspected for UST compliance and was found to be out of compliance since the USTs had been in temporary closure for more than 12 months. Mrs. Purgason informed the inspector that she did not have the financial funds to pay for the removal of the USTs. In January and July 1999, Geophex conducted two soil sampling events at the site to determine if a release had occurred from the UST systems. The soil samples confirmed a release from the diesel fuel UST and the site was officially accepted into the Federal Trust Fund Program. Geophex also conducted a water-supply well survey of the site area. Several water-supply wells were identified within 1,000 feet of the source area. On March 24 and 25, 2000, Geophex was contracted to supervise the removal of four USTs from the Purgason’s Grocery site. One 2,000-gallon diesel fuel UST, one 500-gallon kerosene UST, and two 8,000-gallon gasoline USTs were removed. One soil sample was collected from the diesel UST pit, one soil sample was collected from the kerosene UST pit, and two soil samples were collected from beneath each of the gasoline USTs. Soil contamination was confirmed beneath both the diesel fuel and kerosene USTs. On May 11, 2000, three bedrock groundwater monitoring wells were installed at the site. The monitoring wells were also sampled on May 11, 2000 for volatile organic compounds using EPA Methods 601 and 602. Detectable concentrations of petroleum compounds were not identified in the groundwater samples. Please note, due to the nature of the releases at the site it would have been prudent to analyze the groundwater samples for both volatile and semi-volatile organic compounds analyses. Pyramid Environmental & Engineering, P.C. completed a Soil and Groundwater Assessment Report, dated February 7, 2005. Their report concluded the following: • Fifteen water-supply wells were identified within a 1,000-foot radius of the source area. Five water- supply wells are located within 500 feet of the site. • Analytical results of the soil samples collected from eleven soil borings indicated concentrations of petroleum compounds exceeding their respective Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs) in samples collected within the former diesel UST pit, the diesel pump island, and the former kerosene UST pit. Trace concentrations of petroleum compounds were also detected in the soil samples collected along the gasoline product line. None of the detected concentrations exceeded their respective Residential MSCCs. • Analytical results from the groundwater samples collected from temporary monitoring wells indicated concentrations of petroleum-related compounds exceeding their respective North Carolina 2L Former Purgason’s Grocery Graham, Alamance County, North Carolina Progress Project No. 151183.003 June 19, 2011 2 Groundwater Quality Standards (NC2LGWQS) in the area of the former diesel and kerosene USTs. Please note, groundwater samples were not collected in the area of the former gasoline USTs or the pump islands. • None of the compounds detected in the groundwater samples were detected at concentrations above the applicable Gross Contamination Levels (GCLs). • The most recent groundwater samples collected from the nearby water-supply wells did not contain detectable concentrations of targeted compounds. On May 9 and 10, 2011 Progress and Stewart’s Grading and Hauling (Stewart’s) were on-site to excavate the accessible impacted soil located in the vicinity of the former UST system. Based on previously collected soil data and persisting elevated concentrations of petroleum-related compounds in the groundwater, Progress supervised the excavation of approximately 387.70 tons of contaminated soil in the vicinity of the former UST system. Soil excavation activities were conducted utilizing a track mounted excavator. Note that soil excavation activities were limited by the presence of the on-site building to the east and underground utilities from the building to the former pump island. Two excavation areas were completed at the site. Progress collected soil samples along the sidewalls of the southern excavation (N-1, E-1, W-1, and S-1) and disposal soil sample (Disposal-1) from the excavated soil for confirmation/disposal purposes. Soil samples (N-2, E-2, S-2, and W-2) and disposal soil sample (Disposal-2) were collected from the northern excavation. Upon completion of the southern soil excavation activities, the over-excavation area had a width of approximately 26 feet, an approximate length of 30 feet, and a depth ranging from 10 to 13 feet below land surface (bls). The northern excavation (which had a triangular shape) had a width of approximately 15 feet, a length of approximately 18 feet and a depth of approximately ten feet bls. Former dispenser islands and concrete material from the previous excavations were encountered in the northern excavation. Soil samples were not collected from the base of the excavations due to the historical static groundwater levels ranging from approximately six to eight feet bls. The soil samples were collected using the bucket of the trackhoe and transported to Pace Analytical Services (Pace) under chain-of-custody via their courier for analysis. The sidewall soil samples were analyzed for volatile organic compounds using EPA Method 8260/5035, semi-volatile organic compounds using EPA Method 8270, and volatile and extractable petroleum hydrocarbons (VPH & EPH) using the Massachusetts Department of Environmental Protection (MADEP) Method. The disposal soil samples were analyzed by Pace for gasoline and diesel range total petroleum hydrocarbons (TPH) using EPA Methods 8015/5035 and 3550, respectively. In addition, approximately 150 pounds of PermeOx Plus® was placed and mixed into the base of the southern excavation and 50 pounds into the northern excavation prior to backfilling. The excavation was backfilled with clean fill material and the ground surface covered with stone. The results of the laboratory testing indicated the following: • Laboratory analysis of disposal soil samples Disposal-1 and Disposal-2 detected total petroleum hydrocarbons (TPH) as gasoline and as diesel above the NC Action Levels of 10 mg/Kg. • Laboratory analysis of soil sample N-1 detected targeted compounds above their respective Soil- to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs) and benzo(a)pyrene above its Residential MSCC. Please note, further lateral excavation on these sidewalls was not feasible without electrical service disruption and building shoring activities. • Laboratory analysis of soil samples E-1, S-1, W-1, S-2, and W-2 detected targeted compounds at concentrations below their respective Soil-to-Groundwater MSCCs. Based on the results of the assessment, Progress concluded the following: • Approximately 387.70 tons of petroleum impacted soil was excavated from two separate excavations at the site. Following the soil excavation and prior to backfilling the excavation with imported material, Progress implemented in-situ chemical remediation by placing approximately 150 pounds of PermeOx Plus® in the base of the southern excavation and 50 pounds in the northern excavation. • Laboratory analysis of soil sample N-1 detected targeted compounds above their respective Soil- to-Groundwater MSCCs and benzo(a)pyrene above its Residential MSCC. Benzo(a)pyrene is a polycyclic aromatic hydrocarbon that could be related to the burning of organic material or coal. • Laboratory analysis of soil samples E-2 and N-2 detected targeted compounds above their respective Soil-to-Groundwater MSCCs. Note that additional excavation along these sidewalls was not feasible. • Laboratory analysis of soil samples E-1, S-1, W-1, S-2, and W-2 detected targeted compounds at concentrations below their respective Soil-to-Groundwater MSCCs. Fifteen water-supply wells were previously identified by others within 1,000 feet of the site and five water-supply wells were identified within 500 feet of the site. Based on the removal of the accessible impacted soil within the source area and the concentrations of petroleum-related compounds in the groundwater prior to the excavation of the contaminated soil, Progress recommended the following: • Install one monitoring well in the vicinity of each of the two excavation areas. • Conduct a groundwater sampling event following the installation of site monitoring wells and again in approximately three months to verify the effectiveness of the remedial efforts. • Survey the top of casing of each monitoring well relative to a benchmark to determine the groundwater flow direction beneath the site. Based on the groundwater flow direction and the laboratory test results it may be necessary to install and sample additional monitoring wells to adequately define the horizontal extent of groundwater contamination. Because Progress had utilized the chemical in-situ remediation product PermeOx Plus®, Progress recommended monitoring the groundwater quarterly to document the long-term effect of the remedial activities on the petroleum-related compounds previously detected in the groundwater. Former Purgason’s Grocery Graham, Alamance County, North Carolina Progress Project No. 151183.003 June 19, 2011 4 On July 8, 2011 Progress supervised and documented the installation of two permanent two-inch monitoring wells (MW-4 and MW-5) in the area of the southern excavation and the northern tank pit, respectively, using the hollow stem auger drilling method. Progress sampled monitoring wells MW-1 through MW-5 on July 26, 2011 (Progress Project 151183.002, Source Investigation Report, dated August 23, 2011). Laboratory analysis of the groundwater sample collected from monitoring well MW-4 detected 1,2-dichloroethane, di-isopropyl ether (IPE), and methyl-tert-butyl ether (MTBE) above their respective NC2LGWQS. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-2, MW-3, and MW-5 did not detect targeted compounds above their respective NC2LGWQS. Progress recommended completing additional groundwater monitoring (quarterly) to document the effect of the remedial activities on the petroleum-related compounds in the groundwater for at least one year. Site Geology and Hydrogeology According to the Geologic Map of North Carolina, the subject site is located in the Carolina Slate Belt of the Piedmont Physiographic Province of North Carolina. The site is located in an area underlain by rocks composed of metavolcanic rocks. In the Piedmont Physiographic Province, groundwater generally occurs under water-table conditions and is stored in the pore space between individual grains of residual soil and in the fractures within the underlying parent rock. Due to the intense shearing associated with the thrust faulting in the area, it can be expected that the fractures play a major role in the flow of groundwater in the subsurface. Recharge to the water table is primarily by precipitation infiltrating the upper soils and percolating downward, under the influence of gravity, to the groundwater table. Typically, the water table is not a level surface, but a subdued reflection of the land surface. However, the depth to the water table is not constant, and depends on many factors, which include the amount of rainfall, the permeability of the soil, and the amount of groundwater being pumped in the area. Based on our review of the topographic map and on-site observation, the site is located along the western edge of a north south trending ridge. Groundwater generally flows in directions sub-parallel to the ground surface slopes and under the influence of gravity toward points of discharge such as creeks, swamps, drainage swales, or pumped groundwater wells. Based on topographic inference, groundwater beneath the site most likely flows to the south-southeast towards an unnamed intermittent stream (Figure 1). 2. FIELD ACTIVITIES Progress collected groundwater samples from the existing on-site monitoring wells (MW-1 through MW- 5, Figure 3) on June 1, 2012. Prior to sampling, a static water level measurement was collected from each of the on-site monitoring well to determine the existing well volumes and to determine the groundwater flow direction beneath the site. The water meter was decontaminated prior to use and in- between wells by washing in a solution of Alconox detergent and deionized water followed by a rinse with deionized water. The monitoring wells were then purged by evacuating at least three well volumes using a new disposable bailer dedicated to the well. To further demonstrate that the wells were sufficiently purged, Progress continued to purge the wells until the following geochemical field measurements had stabilized; temperature, and pH. Progress utilized an Oakton ph/CON 10 Series for pH and conductivity calibrated using the manufacturers’ recommendations. Copies of the monitoring well sampling sheets used during the field activities to document well volumes, geochemical testing and other pertinent information are included in the Appendix. Former Purgason’s Grocery Graham, Alamance County, North Carolina Progress Project No. 151183.003 June 19, 2011 5 Following purging, a groundwater sample was collected from the monitoring wells using disposable bailers. Care was taken to minimize volatilization of the samples during the sampling process. Immediately after collection, the groundwater samples were decanted into sample containers provided by the laboratory. The groundwater samples collected from monitoring wells MW-1 through MW-5 were analyzed for VOCs by Standard Method 6200B, for SVOCs using USEPA Method 625BNA and ten tentatively identified compounds (TICs), for ethylene dibromide (EDB) using EPA Method 504.1, and for volatile and extractable petroleum hydrocarbons (VPH and EPH) using the Massachusetts Department of Environmental Protection (MADEP) Methods. The sample containers were labeled with the project name, sample location, and the date and time the sample was collected. The samples were placed in a cooler containing ice to maintain the samples at four degrees Celsius and were picked up via courier and delivered to the Pace Analytical Services, Inc. (Pace) facility located in Huntersville, North Carolina for chemical analysis. Proper chain-of-custody (COC) procedures were maintained throughout the sample collection and transportation process. A copy of the COC is included in the Appendix. 3. LABORATORY RESULTS • Laboratory analysis of the groundwater sample collected from monitoring well MW-4 detected 1,2-dichloroethane (1.6 µg/L) and MTBE (272 µg/L) above their respective NC2LGWQS. • Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-2, MW-3, and MW-5 did not detect targeted compounds above their respective NC2LGWQS. A summary of the laboratory results for the groundwater samples is included in Table 1 and Figure 4. 4. CONCLUSIONS Based on the results of the assessment, Progress concludes the following: • Progress purged and sampled monitoring wells MW-1 through MW-5. • Laboratory analysis of the groundwater sample collected from monitoring well MW-4 detected 1,2-dichloroethane and MTBE above their respective NC2LGWQS; however, the concentrations detected during the June 2012 sampling event demonstrate substantial decreases as comparwed to the results of the July 2011 sampling event. • Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-2, MW-3, and MW-5 did not detect targeted compounds above their respective NC2LGWQS. • Fifteen water-supply wells were previously identified by others within 1,000 feet of the site and five water-supply wells were identified within 500 feet of the site. 5. RECOMMENDATIONS Based on the use of the PermeOx Plus® during over-excavation activities and the remaining concentrations of petroleum-related compounds in excess of their respective NC2LGWQS, Progress recommends the following: • Conduct an additional quarterly groundwater monitoring events to document the effectectiveness of the remedial activities on the petroleum-related compounds in the groundwater. QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in hydrogeologic projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
