(ATC) is pleased to submit this updated receptor survey report for the Hub Center Service site. This report documents the updated receptor survey activities conducted at the site in August 2023. The activities were performed based on a July 5, 2023, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N70522-B between NCDEQ and ATC. The former Hub Service Center Station previously operated two 1,000-gallon gasoline USTs and one 275- gallon kerosene UST, which were closed by removal in 1991 and 1993. The site previously consisted of a vacant single-story building and an onsite water supply well. Three monitoring wells are associated with the site (MW-1, MW-2, and MW-3). A site topographic map is included as Figure 1. A site map depicting monitoring well locations and other pertinent site features is included as Figure 2. Previous assessment activities performed at the site determined that municipal water was not available to the site or surrounding properties, and twenty-seven water supply wells were identified within 1,000 feet of the site, one of which was located on the site property (WSW-4). As part of the receptor survey update, ATC mailed water supply well information and access letters to the owners of the 27 previously identified water supply wells located within 1,000 feet of the site. An example of the receptor survey letter is included in Appendix A. ATC received letter and/or telephone responses from three of the well owners (WSW-3, WSW-21, and WSW-25). Receptor survey letter responses are included in Appendix B. Waters supply well ownership information is included in Table 1. A water supply well location map is included as Figure 3. The site is located in Alamance County, between the town of Ossipee and the unincorporated town of Altamahaw. ATC contacted Alamance Country, the City of Burlington, the town of Elon, the town of Ossipee, and the unincorporated town of Altamahaw to determine if public water is available to the site and/or surrounding areas. Alamance Country and Altamahaw do not operate water department. The City of Burlington, the town of Elon, and the Town of Ossipee do not provide municipal water to the area. As public water is not available, it is assumed that all active water supply wells in the area are used for drinking purposes. On August 7, 2023, ATC conducted a site visit to verify the status of the site, confirm locations of the previously identified wells, and search for any newly constructed wells in the area. The former onsite building has been removed since the previous site visit on March 28, 2023. The onsite water supply well (WSW-4) has also been removed. Because of the groundwater investigation, the North Carolina Department of Environmental Quality (NCDEQ) is requesting information regarding possible water supply well(s) located on your property. However, if the test results show that your well does contain detectable concentrations of these compounds, the UST Section will complete a health risk evaluation, and then the health risk evaluation and laboratory report along with a cover letter will be sent to you upon its completion. The cost of the well sampling and analytical services will be borne by the UST Section, and this agreement will remain in effect until you no longer own the property or refuse the UST Section permission to sample the well.
