(ATC) is pleased to submit the results of the Aggressive Fluid/Vapor Recovery (AFVR) event, and installation and sampling of a Type II groundwater monitoring well at the former Moore’s Exxon located at 7390 North Carolina Highway 16, Glendale Springs, Ashe County, North Carolina. Figure 1 depicts the site on a topographic map, and Figure 2 is a site map with pertinent site features and the location of the installed monitoring well. The AFVR event and monitoring well installation and sampling were performed based on an October 15, 2014, Task Authorization (TA-2) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environment and Natural Resources (NCDENR). The work is being performed as part of the State Lead Contract #N14004i between NCDENR and ATC. A former kerosene UST at the site released product to the subsurface during its removal in 1990. A subsequent release was identified during the removal of one of the site’s former gasoline USTs. The site has been demolished and is now the site of the Glendale Springs Volunteer Fire Department. As part of the prior TA-1, ATC performed groundwater monitoring activities at the site on July 8, 2014. Results from the groundwater monitoring event indicated VOC impact, including free product detected in monitoring well MW-1 at a thickness of 0.11 feet. Petroleum constituents were detected in all of the sampled monitoring wells below 2L Standards except monitoring well MW-3R which contained concentrations of benzene, naphthalene, and n-propylbenzene exceeding 2L Standards. At the conclusion of the groundwater monitoring event, ATC recommended the installation of the additional monitoring wells to further assess and delineate the petroleum subsurface impact. ATC also recommended an AFVR event to remove free phase petroleum product from monitoring well MW-1 and to reduce concentrations in MW-3R below 2L Standards. As part of the TA-2, A & D Environmental Services, LLC (A&D) was subcontracted to perform one (1), ten-hour AFVR event. Monitoring wells MW-1 and MW-3R were used as the extraction Letter Report February 27, 2015 Moore’s Exxon, Incident #6146 ATC Project No 045.18514.2052 points for the ten-hour AFVR event. Prior to performing the AFVR event, MW-1 and MW-3R were gauged for liquid levels. Based on initial gauging data for the AFVR event, free product was not detected in the monitoring wells. Upon completion of the AFVR event, the monitoring wells were again gauged for liquid levels, and free product was not detected. During AFVR activities, a liquid ring vacuum pump unit is plumbed to the designated extraction point, and a drop pipe is extended into the well through an airtight seal at the top of the well casing (TOC) and into the water column. Throughout the AFVR process, a cone of depression forms around a designated recovery point by drawing down the groundwater surface levels, thus causing impacted water surrounding the recovery point to be extracted. Soil petroleum vapor within the cone of depression and the overlying vadose zone are removed as vapor by air passing through the soil. On November 7, 2014, ATC and A&D conducted a 10-hour AFVR event that began at 0800 and ended at 1800. The weather was most cloudy with precipitation in the afternoon, the afternoon high temperature of 50 oF. The AFVR event generated approximately 673 gallons of petroleum impacted groundwater. Field notes and the waste disposal manifest from the AFVR event are provided in Appendix A. As part of the TA-2, ATC also installed one groundwater monitoring well, MW-13 at the site to further delineate petroleum impact. Prior to the field work, ATC provided notification to North Carolina one-call and produced a health and safety plan for the site work. On December 2, 2014, ATC and a North Carolina-registered well driller mobilized to the site to install one groundwater monitoring well. The monitoring well was installed at 7414 NC Highway 16. The access agreement was signed on November 16, 2014 and is located in Appendix B. The property owner of 107 Trading Post Road denied access for the installation of a monitoring well. A copy of the denied access agreement is included in Appendix B. Figure 2 depicts the site layout and the location of monitoring well, that was installed downgradient of the UST basin. The driller installed the well utilizing a track mounted GeoProbe® equipped with direct push technology to a total depth of 30 feet below ground surface (30 ft bgs). A Type II, 2-inch diameter, schedule 40 PVC monitoring well was constructed with 0.010-inch factory-slotted well screen from the base of the borehole at 30 ft bgs to 15 ft bgs, and riser casing was extended to ground surface. A sand pack was installed in the annulus from the base of the boring to 13 ft bgs, followed by a foot of sodium bentonite as a seal, and a sodium bentonite-infused grout from the top of the seal to ground surface. The well was finished with a flush mounted square well pad containing a steel access port, and locked compression cap was placed on the top of casing (TOC). The well construction record is included in Appendix C. On December 2, 2014 after the installation of the the monitoring well, monitoring well MW-13 was sampled. The depth to water was gauged from the TOC in MW-13 prior to purging, and the well construction and gauging information for MW-13 is provided in Table 1. Prior to sampling, the well was purged of three standing water columns using a new disposable bailer. The water sample was collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina-accredited Con-Test Analytical Laboratory in East Longmeadow, Massachusetts. The location requested was on an embankment at an approximately 20˚ slope. Inquired to see if the property owner was on site. I was advised the property owner was not in but was offered contact via phone. After some discussion with the property owner the decision was made to locate the well in the right of way at another location as noted in the image above. The property owner did not want the well encroaching upon his property too much. The property owner advised that it would be better if the install could be put off until such a time that he was available to meet before work began. I advised the property owner that it wouldn’t be possible to put off the install and that I would find a location close to the right of way to install the well. The property owner offered no objections. As a side note the property owner has taken issue with how state dot has not been cooperative with work on a road that runs behind his property. As such he sees no reason to cooperate with any one with or representing a state agency. TUESDAY, DECEMBER 2, 2014 AT 11:23 After determining the approximate location for the well to be based on the discussion with the property owner and the utility locations, hand clearing the boring location begun. The location was observed to have a fiber optic line indicated by locate services, while the other side of the location had a storm drain. These utilities ran along the road and the location of our well was centered between the two with a little better than 5’ of clearance to either utility. Several boring locations were started as asphalt debris was encountered. We discussed the situation and decided that the asphalt was likely debris from or part of an old road surface and I allowed the aggressive use of a spud bar to break up the asphalt.
