(ATC) has completed a Federal/State-Lead Groundwater Monitoring Report (GMR), documenting a February 26, 2019, monitoring event of eight on-site monitoring wells and eight surrounding water supply wells at the former Moore’s Exxon, located at 7390 NC Highway 16 in Glendale Springs, Ashe County, North Carolina. The GMR is being performed based on a February 12, 2019, Task Authorization (TA-2) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N17004 between NCDEQ and ATC. A release from a former kerosene UST at the site was discovered during its removal in 1990. A subsequent release was identified in 1991 during the removal of one of the site’s former gasoline USTs. The site has been demolished and is now the site of the Glendale Springs Volunteer Fire Department. This GMR documents impact conditions related to the former UST system. As part of this Task Authorization, ATC collected groundwater samples from eight site-related monitoring wells. The site groundwater monitoring wells were gauged for depth to water, sampled, and analyzed for volatile organic compounds (VOCs). ATC also collected samples from three water supply wells and analyzed each sample for VOCs. Water supply well WSW-26 was not sampled due to the water being turned off at the property. The findings from the monitoring event indicate the following:  Light non-aqueous phase liquid (LNAPL) was not identified in the monitoring well network;  None of the detected concentrations exceeded Gross Contamination Levels (GCLs);  Monitoring well MW-1 contained concentrations of 10 constituents above the North Carolina Groundwater Standards (2L Standards; Title 15A, NCAC, Subchapter 2L, Part .0202);  Monitoring well 3R contained concentrations of three constituents slightly above detection limits, and none of the detected concentrations exceeded 2L Standards;  Monitoring wells MW-1R, MW-5, MW-10R, MW-11, MW-12, and MW-13 did not contain detectable concentrations of petroleum constituents;  Based on the limited monitoring well network, groundwater appears to flow to the east- northeast;  A concentration of diisopropyl ether was detected below 2L Standards in water supply well WSW-7414. The NCDEQ performed a Health Risk Evaluation (HRE) for WSW- 7414 and indicated no restrictions on the use of the water at this time; and  No detectable concentrations of petroleum compounds were identified in water supply wells WSW-26 or WSW-121. Appreciable remaining subsurface impact by petroleum VOCs above 2L Standards is present in groundwater beneath the site. During the previous 2017 groundwater monitoring event, GCLs were exceeded in monitoring well MW-1. ATC recommends the installation of oxygen releasing socks (ORS) in monitoring well MW-1, followed by a comprehensive groundwater monitoring event approximately 6 months after the ORS installation. ATC also recommends the installation of an air- sparge well to the east of monitoring well MW-1, installed to approximately 40 feet below ground Federal/State-Lead Groundwater Monitoring Report May 10, 2019 Moore’s Exxon – NCDEQ Incident #6146 ATC Project #SLP0614602 3 surface (ft bgs), to be used for air-sparging purposes during future Mobile Multi-Phase Extraction (MMPE) events. 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for the former Moore’s Exxon, which is located at 7390 NC Highway 16 in Glendale Springs, Ashe County, North Carolina. Figure 1 depicts the site on a topographic map. The former site building has been demolished. The site is currently occupied by the Glendale Springs Volunteer Fire Department. Municipal water is not provided to the surrounding area and properties within 1,000 feet of the site obtain potable water from private supply wells. Twenty-six water supply wells have been previously identified within 1,000 feet of the site. 3.2 Site Background Six USTs were formerly associated with the site. Two (2) 2,000-gallon gasoline USTs, one (1) 550-gallon kerosene UST, one (1) 3,000-compartmentalized gasoline UST, one (1) 1,000-gallon gasoline UST, and a heating oil UST of unknown quantity and size. A release of 50 gallons of kerosene was originally reported in 1990 during the removal of the 550-gallon kerosene UST. Approximately 10 yards of soil were excavated to remove contamination from the release. Due to the elevated levels of total petroleum hydrocarbons (TPH) in the closure assessment soil samples, a new release was attributed to one of the 2,000-gallon gasoline USTs. A third release was likely associated with the 1,000-gallon gasoline UST due to the presence of a mixture of petroleum and water and several holes in the tank. In 1997, over one foot of free phase product was gauged in monitoring well MW-1, which is located near the former 2,000-gallon UST associated with the release. Enviro-Tank, Inc. conducted an investigation of the tank basins at the west, south, and east sides of the former building in 1990. Samples collected from the eastern side of the building in the kerosene tank basin yielded total petroleum hydrocarbons (TPH) concentrations of 8,850 milligrams per kilogram (mg/kg). During the removal of one of the 2,000-gallon gasoline USTs and the in-place abandonment of one of the other 2,000-gallon USTs, soil samples were collected, which indicated a second release occurred at the site. TPH concentrations of 24 mg/kg were detected in the soil sample collected at the southern boundary of the site. Soil samples were collected at the southern and eastern edges of the site at approximate depths of 13.5 to 15 feet in May 1996 by Law Environmental. Laboratory analysis indicated that two samples, located near one of the 2,000-gallon gasoline USTs and the 1,000-gallon gasoline UST at the southern boundary of the site, contained TPH concentrations of 9,700 mg/kg and 2,000 mg/kg. In June 1996, the North Carolina Department of Transportation (NCDOT) discovered the presence of free phase petroleum during an easement assessment. In October 1996, Salem Environmental installed four groundwater monitoring wells (MW-1 through MW-4) to 25 feet below ground surface (ft bgs). Two AFVR events were reportedly performed by Seagraves Oil Federal/State-Lead Groundwater Monitoring Report May 10, 2019 Moore’s Exxon – NCDEQ Incident #6146 ATC Project #SLP0614602 4 Company, at the locations of monitoring wells MW-1 and MW-2; however, no documentation of the events was provided. In March, April, June, and July 1997, additional monitoring wells MW-5 through MW-10 were installed by Salem Environmental. In July 1997, over one foot of LNAPL was detected in monitoring well MW-1. Prior to an AFVR event in 1998, 2.73 feet of LNAPL was detected. In June 2000 four soil samples and a composite sample were collected by TRC Triangle during the removal of the 3,000-gallon gasoline UST. The June 2000 samples were below detection limits for TPH analysis. Additional monitoring wells MW-11 and MW-12 were installed upgradient of the source area, and monitoring well MW-13 was installed at the location of the former source area. In July 2002, the previously abandoned 1,000-gallon gasoline UST was removed from the site. Environmental Investigations, Inc. collected two soil samples during the removal process. TPH was detected at concentrations ranging from 730 mg/kg to 3,400 mg/kg. In a monitoring report dated December 29, 2003, Geonetics Corporation stated that most of the monitoring wells had been destroyed. During an April 13, 2010, groundwater monitoring event, monitoring wells MW-11 and MW-12 were the only monitoring wells located. In February 2011, property access for replacement monitoring well installation was granted by the Glendale Springs Fire Chief and Terry Sheets, an adjacent property owner. Monitoring wells MW-1R and MW-3R were installed on-site, and a downgradient monitoring well, MW-10R was also installed. Two of the wells that were thought to have been destroyed were located (MW-1 and MW-5). Force Environmental sampled monitoring wells MW-1R, MW-3R, MW-5, MW- 10R, MW-11, and MW-12. Monitoring well MW-1 contained detectable LNAPL and was not sampled. The analytical results from the sampling event indicated concentrations greater than the North Carolina 2L Standards for Groundwater in monitoring wells MW-1R and MW-3R. ATC performed groundwater monitoring activities at the site on July 8, 2014. Results from the groundwater monitoring event indicated VOC impact, including LNAPL detected in monitoring well MW-1 at a thickness of 0.11 feet. Petroleum constituents were detected in all of the sampled monitoring wells below 2L Standards except monitoring well MW-3R which contained concentrations of benzene, naphthalene, and n-propylbenzene exceeding 2L Standards. During the groundwater monitoring event, ATC also performed a receptor survey update which identified water supply wells within 1,500 feet. Based on the survey and lack of municipal water service in the area, developed properties within 1,500 feet of the site are considered possible receptors. At the conclusion of the groundwater monitoring event, ATC recommended the installation of an additional monitoring well to further assess and delineate the petroleum subsurface impact. On November 7, 2014, ATC and a subcontractor performed a ten-hour AFVR event using monitoring wells MW-1 and MW-3R as extraction points. Prior to performing the AFVR event, wells MW-1 and MW-3R were gauged for liquid levels, and no LNAPL was detected in the monitoring wells. The AFVR event generated approximately 673 gallons of petroleum impacted groundwater. The AFVR subcontractor did not provide vapor concentration measurements. ATC Federal/State-Lead Groundwater Monitoring Report May 10, 2019 Moore’s Exxon – NCDEQ Incident #6146 ATC Project #SLP0614602 5 also installed groundwater monitoring well MW-13 to the south of the site to further delineate the subsurface impact. Following the installation of the monitoring well, well MW-13 was sampled and no detectable concentrations of petroleum impact were identified. Subsequent groundwater monitoring events were conducted in 2015, 2016, and 2017 which included the sampling of nearby water supply wells. Groundwater monitoring was most recently completed on December 12, 2017. ATC collected groundwater samples from water supply wells WSW-26 (107 Trading Post Road), WSW-121 (121 Trading Post Road), WSW-7414 (7414 NC Highway 16). ATC attempted to sample water supply well WSW-3 (231 J W Luke Road); however, water was turned off at the property. Supply well analytical results indicated a concentration of MTBE below 2L Standards in water supply well WSW-7414 (0.48 J µg/L). Concentrations of 2-butanone (MEK) and diisopropyl ether (DIPE) were identified in water supply well WSW-7414 below 2L Standards at concentrations of 3.7 J µg/L and 0.58 µg/L, respectively. No detectable concentrations of petroleum compounds were identified in water supply wells WSW-26 or WSW-121. The NCDEQ completed a risk evaluation for the water supply wells and no restrictions were identified for the water supply wells. Groundwater monitoring of the monitoring well network detected appreciable remaining benzene impact above the GCL in monitoring well MW-1. Nine additional petroleum constituents were identified in monitoring well MW-1 at concentrations above 2L Standards. Monitoring wells MW-5, MW-10R, MW-11, MW-12, and MW-13 did not contain detectable concentrations of petroleum compounds. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, dated 1985, the property lies within the Blue Ridge Physiographic Province, in the Alligator Back Formation of the Ocoee Supergroup. The crystalline metamorphic rock of the Alligator Back Formation at the site is comprised of finely laminated to thin-layered gneiss and micaceous granule conglomerate, with local occurrence of schist, phyllite, and amphibolite. In most areas, the upper Blue Ridge subsurface consists of unconsolidated residual soil, variously known as residuum, saprolite, or partially weathered rock (PWR) that has developed from in-place weathering of the underlying metamorphic bedrock. The residual soils vary in consistency and depth based on local conditions. Bedrock can be found at depths ranging from the surface as outcrops down to greater than 100 feet in areas of easily weathered rock types. Sites near streams and rivers in the Blue Ridge may also contain alluvium deposited during flood events. Monitoring well installation information from an August 1, 1997, Comprehensive Site Assessment by Geonetics Corporation indicated that the site subsurface consisted of saprolite. A monitoring well was installed into the deep aquifer (MW-9) was screened in fractured bedrock which was encountered at approximately 50 feet ft bgs. Bedrock monitoring well MW-9 was destroyed during road widening activities. Historical sampling of monitoring well MW-9 did not indicate petroleum impact to the bedrock well. 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Blue Ridge. ATC encountered groundwater at depths ranging from 3.54 feet to 21.27 feet below the tops of casing Federal/State-Lead Groundwater Monitoring Report May 10, 2019 Moore’s Exxon – NCDEQ Incident #6146 ATC Project #SLP0614602 6 in the monitoring wells at the site during the February 2019, monitoring event. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on the existing site wells, the groundwater flow is to the east-northeast. The bedrock fractures or other planar features of the Blue Ridge Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Most modern water supply wells in the Blue Ridge consist of a casing set through the residual soils into the upper bedrock followed by an open borehole into the bedrock where water bearing fractures were encountered during the drilling. Except for attempted sampling of nearby water supply wells, evaluation of bedrock water quality or hydrology was beyond the scope of the GMR. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Water Supply Wells On February 26, 2019, ATC collected groundwater samples from water supply wells WSW-3 (231 J W Luke Road), WSW-121 (121 Trading Post Road), and WSW-7414 (7414 NC Highway 16). ATC attempted to sample water supply well WSW-26 (107 Trading Post Road); however, water was turned off at the property. ATC also attempted to sample water supply well WSW- 7385, which utilizes the same well as water supply well WSW-26; however, ATC was unable to sample the well due to occupant absence. Table 1 summarizes water supply well information. Figure 2 depicts the locations of the water supply wells. Field notes from the February 26, 2019, groundwater sampling event are presented in Appendix A. The water supply well samples were collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited Con-Test Analytical Laboratory in East Longmeadow, Massachusetts. The water samples were analyzed by EPA Method 6200B for VOCs including petroleum constituents. The analytical report is included in Appendix B. Current supply well analytical results are summarized in Table 2. Historical supply well analytical results are shown in Table 3. Analytical results were compared to the 2L standards. Supply well analytical results indicated a concentration of diisopropyl ether below 2L Standards in water supply well WSW-7414 (0.30 J µg/L). The NCDEQ performed a HRE for WSW-7414 and indicated no restrictions on the use of the water at this time. HRE documentation is provided in Appendix C. No detectable concentrations of petroleum compounds were identified in water supply wells WSW-3 or WSW-121. Federal/State-Lead Groundwater Monitoring Report May 10, 2019 Moore’s Exxon – NCDEQ Incident #6146 ATC Project #SLP0614602 7 As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. ATC also collected a field blank during the groundwater monitoring event. A low detection of 1,2-Dichlorobenzene was detected in the field blank, and is likely a laboratory contaminant due to the fact it was not detected in any of the groundwater or water supply well samples. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 4.2 Groundwater Levels On February 26, 2019, groundwater monitoring was conducted using the site monitoring well network. Water levels were gauged in monitoring wells MW-1, MW-1R, MW-3R, MW-5, MW- 10R, MW-11, MW-12, and MW-13. Figure 3 depicts a site map and site characteristics. An oil/water interface probe was used to measure the depth to groundwater from the top of well casing (TOC). Groundwater elevation was then calculated based on TOC elevations, which are referenced to an arbitrary elevation of 100.00 feet. LNAPL was not encountered in the monitoring well network. Groundwater elevation data are summarized in Table 4. A groundwater contour map depicting groundwater flow is presented in Figure 4. The contour map indicates that groundwater flows to the east-northeast. Field notes from the February 26, 2019, groundwater monitoring event are presented in Appendix A. 4.3 Groundwater Quality On February 26, 2019, groundwater samples were collected from monitoring wells MW-1, MW- 1R, MW-3R, MW-5, MW-10R, MW-11, MW-12, and MW-13. During sampling activities, if sufficient water was available, a three-volume purge was implemented prior to groundwater sample collection to ensure representative groundwater samples. The water samples were collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited Con-Test Analytical Laboratory in East Longmeadow, Massachusetts. The groundwater samples were analyzed by EPA Method 6200B for VOCs including petroleum constituents. The analytical report is included in Appendix B. Groundwater field parameters including temperature, dissolved oxygen, conductivity, pH, and oxidation reduction potential were measured during the monitoring event. Field parameter readings for each well are presented in Table 5. Current groundwater analytical results are summarized in Table 6. Historical groundwater analytical results are shown in Table 7. The groundwater analytical results were compared to the 2L Standards and GCLs. Groundwater analytical results indicate the following:  LNAPL was not identified in the monitoring well network; Federal/State-Lead Groundwater Monitoring Report May 10, 2019 Moore’s Exxon – NCDEQ Incident #6146 ATC Project #SLP0614602 8  None of the detected concentrations exceeded GCLs;  Monitoring well MW-1 contained concentrations of 10 constituents above 2L Standards;  Monitoring well 3R contained concentrations of three constituents slightly above detection limits, and none of the detected concentrations exceeded 2L Standards;  Monitoring wells MW-1R, MW-5, MW-10R, MW-11, MW-12, and MW-13 did not contain detectable concentrations of petroleum constituents;  Based on the limited monitoring well network, groundwater appears to flow to the east- northeast;  A concentration of diisopropyl ether was detected below 2L Standards in water supply well WSW-7414; and  No detectable concentrations of petroleum compounds were identified in water supply wells WSW-26 or WSW-121. Figure 5 depicts a Groundwater Quality Map displaying the compounds above 2L Standards. The QA and QC measures and conditions applicable to the water supply well monitoring as discussed in section 5.1, also apply to the monitoring well sampling. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a GMR documenting a February 26, 2019, monitoring event for the former Moore’s Exxon, located at 7390 NC Highway 16, in Glendale Springs, Ashe County, North Carolina. Results from the groundwater monitoring event indicate appreciable remaining benzene impact above the 2L Standards in monitoring well MW-1. Ten concentrations of petroleum constituents were identified in monitoring well MW-1 at concentrations above 2L Standards. During the previous 2017 groundwater monitoring event, GCLs were exceeded in monitoring well MW-1. Monitoring well MW-3R contained concentrations of three compounds slightly above detection limits, and below 2L Standards. No petroleum compounds were detected in monitoring wells MW-1R, MW-5, MW-10R, MW-11, MW-12, or MW-13. Based on the results from the February 26, 2019 groundwater monitoring event, ATC recommends the installation of oxygen releasing socks (ORS) in monitoring well MW-1, followed by a comprehensive groundwater monitoring event approximately 6 months after the ORS installation. ATC also recommends the installation of an air-sparge well to the east of monitoring well MW-1, installed to approximately 40 ft bgs, to be used for air-sparging purposes during future MMPE events. The standards used to determine if the water is suitable for drinking and cooking are the United States Environmental Protection Agency’s Maximum Contaminant Levels (MCLs) or, if no MCLs exist, North Carolina Groundwater Standards (2L). If the contaminant concentration exceeds the applicable standard for using the water for drinking and cooking, the contaminant concentration is further analyzed to determine if the water is suitable for other household uses, such as showering, bathing, washing dishes, flushing toilets, and hand washing.
