HomeMy WebLinkAboutWI-28154_47411_CA_LTRRPT_20230912_GWSWithersRavenel Our People. Your Success.  115 MacKenan Drive | Cary, NC 27511  t: 919.469.3340 | f: 919.467.6008 | www.withersravenel.com | License No. F‐1479  Asheville | Cary | Charlotte | Greensboro | Lumberton | Pittsboro | Southern Pines | Raleigh | Wilmington  September 12, 2023  State of North Carolina  Department of Environmental Quality, Federal & State Lead Program  Division of Waste Management‐Underground Storage Tank Section  1646 Mail Service Center  Raleigh, North Carolina 27699‐1646  Attn:  Ms. Linda Blalock  Reference:    Letter Report – Groundwater Sampling  Holiday Trav‐L‐Park  9102 Coast Guard Road  Emerald Isle, Carteret County, North Carolina  Groundwater Incident Number: 47411  UST Number: WI‐28154  NCDEQ Contract # N70522‐C  WR Project Number:  23‐0307‐CO  Dear Ms. Blalock:  WithersRavenel, Inc. (WR) has prepared this Letter Report documenting the completion of a  groundwater sampling event at the Holiday Trav‐L‐Park site located in Emerald Isle, Carteret  County, NC (NCDEQ TF#47411).    Activities described herein were authorized on August 15, 2023 and performed under task  authorization (TA) 02 for the site, in association with NCDEQ Contract # N70522‐C.    Groundwater sampling – September 2023  WR personnel mobilized to the site on September 5, 2023 for the purposes of completing a site‐ wide groundwater sampling event at the location.  Well Gauging / Groundwater Elevations  WR located and opened each of the existing wells in preparation for gauging, purging and  sampling.  Prior to the purging and sampling of monitoring wells as described below, each was  gauged with a decontaminated electronic water level indicator.  Groundwater depths at the site  ranged from 3.82‐ft beneath TOC in MW‐1R to a depth of 6.97‐ft beneath TOC in MW‐7 on  September 5, 2023. See Table B‐7 for well construction information and current groundwater  elevations at the site.    Letter Report – Groundwater Sampling       Holiday Trav‐L‐Park  September 2023 WR Project # 23‐0307‐CO  Well Purging / Groundwater Sampling  Following gauging, each of the wells sampled were purged/sampled with separate, disposable  polyethylene (PE) bailers or utilizing a submersible pump.  Samples were decanted directly from  the bailer(s) or pump tubing into laboratory‐prepared sample containers holding appropriate  preservative as required for analysis. Groundwater samples were submitted to Waypoint  Laboratories, Inc. (Waypoint) for analysis of VOCs by Standard Method (SM) 6200B.    Laboratory Results  Laboratory results for the groundwater samples obtained from site monitoring wells in September  2023 showed the following:  SM6200B  One or more compounds were reported at concentrations exceeding their NC 2L Standards in samples obtained from MW‐1R, MW‐2R, MW‐3R and MW‐4R. No compounds were reported in any samples at concentrations exceeding their NC GCLs. With the exception of MIBK, reported in the sample from MW‐9 at a concentration beneath the NC 2L Standard and hexachloro‐1,3‐butadiene at a concentration slightly above the NC 2L Standard, no other compounds were reported in samples from any other wells. These data are summarized in Tables B‐4A and B‐4B and shown on Figure 1.  The laboratory  analytical report and chain‐of‐custody record associated with these samples are included as an  attachment.  Contaminant trend charts for total BTEX and total VOCs in select wells are also  included as an attachment.    Based on current data, the extent of groundwater contamination at the location is generally  defined in the surficial aquifer to levels equivalent to the NC 2L Standards.  Based on total VOC  and total BTEX concentrations reported over the June – September 2023 period, contaminants  showed overall decreases (excepting MW‐2R) over the previous sampling event.  These changes Despite what appear as increases in total VOCs and total BTEX in MW‐2R over the June –  September 2023 period, these increases do not appear statistically significant as degradation of  contaminants in site groundwater since the inception of assessment and remedial actions at the  site range from ‐58% to ‐97%.  The increases shown over the June – September 2023 period  within MW‐2R infer slight contaminant rebounding, not uncommon following injection activities.   WR believes that this rebounding does not represent an overall increasing trend at the location  and expects further reductions of contaminants through time.    Copies of field notes and site photographs associated with sampling in September 2023 are  included as attachments.
