Refer to the main text and appendices for a complete reporting of our observations and findings. ESP Associates, Inc. (ESP) has completed a Subsequent Monitoring Report documenting assessment activity performed at the Norris Luv Station site (Incident No. 32107). The site is an approximate 0.95-acre commercial property (Tax Parcel No. 335900364017) located at the corner of NC Highway 41 and Oak Street in Chinquapin, Duplin County, North Carolina. This report was completed to summarize the findings of assessment activities performed on May 31, 2023, in accordance with North Carolina Department of Environmental Quality (NCDEQ), Task Authorization No. 1, approved on April 28, 2023. The work was performed as part of the State Lead Contract #N70522-D between NCDEQ and ESP Associates, Inc. This report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ UST Section Guidelines for Assessment and Corrective Action for UST Releases, January 2021, under the supervision of Nora A. Zirps, North Carolina registered professional engineer (North Carolina License No. 023838). On May 31, 2023, ESP performed the following field activities: •Gauging static water levels in existing on-site monitoring wells. •Gauging monitoring well MW-7 for the presence of free product. •Collecting groundwater samples from monitoring wells MW-1, MW-2, MW-3, MW-8, MW-9, MW-10 and MW-11. Although planned, ESP was unable to sample MW-4 because it could not be located. Collected groundwater samples were analyzed for volatile organic compounds (VOCs) for comparison to both North Carolina Groundwater Quality Standards 15A NCAC 2L .0202 (2L Standards) and Gross Contaminant Levels (GCLs). Results of the assessment activities revealed the following: •Static water levels ranged from 0.69 to 4.45 feet below top of casing. •The general direction of groundwater flow beneath the site is toward the south-southeast on the northern portion of the site and toward the east on the southern portion of the site. •Free product is present in MW-7 with a thickness of 1.51 feet, which is greater than the 0.22 feet of free product measured in September 2021 following the August 2021 AFVR event on MW-7. •No VOCs in groundwater exceeded their respective GCLs. Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 iv •Benzene and naphthalene were the only two analytes detected about their 2L Standards in May 2023. Benzene was detected at 312 µg/L in MW-9 which exceeds its 2L Standard of 1 µg/L, and naphthalene was detected at 20.9 µg/L in MW-8 and 53.3 µg/L in MW-9 above its 2L Standard of 6 µg/L. •VOC concentrations appear to have generally decreased in monitoring wells across the site from September 2021 to May 2023. •A groundwater sample was not collected from MW-4 (unable to locate). Based on the above results, ESP offers the following recommendations: •Permanently abandon damaged monitoring well MW-2. A replacement well for MW-2 is not recommended at this time. •Permanently abandon destroyed monitoring well MW-6R and install a replacement monitoring well in the same general location since VOCs were historically detected above 2L Standards at this location. •Prior to the next sampling event, implement a mobile multi-phase extraction (MMPE) event on MW-7. •Continue monitoring the groundwater quality on-site by conducting semi-annual groundwater sampling events for on-site monitoring wells along with gauging of free product in MW-7. Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 1 1.0 INTRODUCTION 1.1 Site Setting The Norris Luv Station site is an approximate 0.95-acre commercial site (Tax Parcel No. 335900364017) located at the corner of NC Highway 41 and Oak Street in Chinquapin, Duplin County, North Carolina (see Figure 1 and Figure 2). The site includes an approximate 2,300-sqft commercial building along with paved parking area. NC Highway 41 runs along the site’s northeastern face, while Oak Street runs along the site’s northwestern face. The adjacent properties to the north, west, and south consist of single-family residences and wooded areas, while the adjacent property to the east is commercial but unoccupied. 1.2 Site Geology and Hydrogeology Consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present on-site or off-site, could be transported. The site is in the Coastal Plain Region, or Inner Coastal Plains. This region is a higher, denser area of sandy soil. The Coastal Plain Region was developed on loose, unconsolidated, and flat layers of sediment, caused by sea level changes and erosion of the mountains. Most parts of the Coastal Plain Region consist of well to moderately well-drained loamy soils. The site is underlain by a sequence of marine sediments of the Cretaceous age known as the Black Creek Formation (Kb). The Black Creek Formation consists of thin beds of fine grained, micaceous sand and thick beds of coarse sand with fossiliferous clay in the upper layers. The soil on the site was found to consist of Dragston fine sandy loan, 0 to 2 percent slopes (Da). Da soil types are found in the uplands. They are developed from beds of sand that grade into and are interbedded with light sandy clays. Da soil types are somewhat poorly drained, with slow runoff, and depth to the water table is at or near the surface in lower areas. Groundwater at the site is supplied by the Black Creek Aquifer. The aquifer’s characteristics are lagoonal to marine consisting of thinly laminated clay interlayered with sand. Sediments in the subsurface are highly organic and are from the Black Creek and Middendorf Formations. On average, the Black Creek Aquifer consists of “nearly 60 percent sand”, and the hydraulic conductivity ranges from 15 to 50 feet/day, averaging 28 feet/day. Recharge of the groundwater is the result of downward percolation from the overlying aquifers. Discharge is typically into streams where there are channels cut into it or its overlying confining unit. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, and the influences of groundwater pumping. Based on depth-to-water level measurements, the general groundwater flow direction beneath the site is estimated to be toward the south-southeast on the northern portion and east on the southern portion. Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 2 On May 31, 2023, the depth to groundwater in the on-site monitoring wells ranged from approximately 0.69 to 4.45 feet below top of well casing (ft bTOC) in locations where free product was not present. 1.3 Surface Water The site is located within the drainage basin of the Oakie Branch-Northeast Cape Fear River, which, at its closest point is located approximately 3,025 feet west of the site. No surface water features were observed on or immediately adjacent to the site; however, an apparent unnamed tributary of the Northeast Cape Fear River is located approximately 250 feet south of the source area (see Figure 1). 1.4 Water Supply Wells Public water is available to the site area. Previous receptor surveys have noted one municipal water supply well adjacent to an elevated water tank located approximately 700 feet northwest and upgradient of the source area. Reportedly, the municipal water supply well is 330 feet deep and is screened at a depth of 295 feet below land surface. No other active drinking water supply wells or municipal water supply wells were reportedly identified within 1,500 feet of the source area during previous investigations (Terracon, 2021). An irrigation well was previously identified on the western adjoining property, a parsonage for a nearby church across Oak Street, approximately 100 feet west and upgradient of the source area. This irrigation well reportedly is not connected to the parsonage and is not used for drinking purposes. (Terracon, 2021). Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 3 2.0 SITE HISTORY The following description of historical site activities was obtained from a report titled “Monitoring Report - Former Norris Luv Station (Incident #32107)” dated November 10, 2021, by Terracon Consultants, Inc. (Terracon, 2021). Tabulated historic groundwater elevations and laboratory analytical results from this report are provided in Appendix A for reference. Locations of referenced wells are depicted on Figure 2. •The former on-site underground storage tank (UST) system consisted of: two 10,000-gallon and two 1,000-gallon gasoline tanks; and one 500-gallon, one 1,000-gallon, and one 2,000- gallon diesel tanks. The entire UST network was removed in March 1993, at which time a petroleum leak was confirmed from the 10,000-gallon gasoline USTs. •Free product has been consistently observed in MW-7. Free product in MW-7 had a thickness of 2.28 feet in February 2020. The free product thickness in MW-7 was reduced to 0.22 feet in September 2021 following a Multiple Aggressive Fluid Vapor Recovery (AFVR) event on MW-7 on August 10, 2021. Historically, the free product thickness in MW-7 also decreased significantly following the removal of contaminated soil in July 2015 and after an AFVR event performed in June 2016. •The only reported exceedance of a Gross Contaminant Level (GCL) in groundwater at the site was benzene in MW-6 in 2011 and 2013 (ranging from 5,800 to 8,000 micrograms per liter [µg/L] compared to the GCL of 5,000 µg/L) before the well was destroyed and replaced with MW-6R. Groundwater was only sampled from MW-6R one time (in 2016) before it was also found to have been destroyed. The 2016 benzene concentration in MW-6R (13.1 µg/L) was well below the GCL. •During recent sampling events (since 2019), benzene concentrations greater than its North Carolina Groundwater Quality Standard 15A NCAC 2L .0202 (2L Standard) of 1 µg/L were detected in wells MW-1, MW-4, MW-8, and MW-9, along with MW-6 and MW-6R before they were destroyed. •During recent sampling events (since 2019), the following additional volatile organic compounds (VOCs) have been detected above their 2L Standards but below GCLs in one or more monitoring well: diisopropyl ether (IPE); ethylbenzene; methyl tert-butyl ether (MTBE); isopropylbenzene (cumene); naphthalene; n-propylbenzene; and xylene. Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 4 3.0 FIELD ACTIVITIES Field activities performed by ESP on May 31, 2023, included: •Gauging static water levels in existing on-site monitoring wells. •Gauging monitoring well MW-7 for the presence of free product. •Collecting groundwater samples from monitoring wells MW-1, MW-2, MW-3, MW-8, MW-9, MW-10 and MW-11. Although planned, ESP was unable to sample MW-4 because it could not be located. As provided in Appendix B, field logbook entries along with groundwater sampling and field instrument calibration forms were completed in the field to document site activities. Details of these activities are provided below. 3.1 Water Level Gauging On May 31, 2023, prior to purging or collection of groundwater samples, depth to groundwater from the top of casing (TOC) within each monitoring well was measured and recorded using a decontaminated electronic water level meter. The water level measurements were collected by first removing the plunger caps from all site monitoring wells and allowing water within the wells to stabilize. The electronic water level meter probe was then lowered into the well and the depth to water measured relative to the well’s TOC. As shown on Table 1, static water level depths ranged from 0.69 to 4.45 ft bTOC (excluding MW-7 which contained free product). As depicted on Figure 3, based on these static water level depth measurements converted to relative groundwater elevations, groundwater flow beneath the site is toward the south-southeast on the northern portion of the site and toward the east on the southern portion of the site. 3.2 Free Product Evaluation During the May 31, 2023, gauging event, free product thickness was measured in MW-7 with a thickness of 1.51 ft (see water level survey form in Appendix B). Free product was not detected in any of the other on-site monitoring wells. 3.3 Groundwater Sampling On May 31, 2023, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-3, MW-8, MW-9, MW-10 and MW-11. Groundwater samples were collected using dedicated and disposable polyvinyl chloride (PVC) bailers (1.5” x 3’) attached to braided nylon rope. Prior to groundwater sample collection, each well was purged using the bailer. During purging, water quality parameters including pH, conductivity, temperature, and turbidity were Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 5 measured using calibrated field water quality instruments. Readings were taken at the start of purging and periodically until a minimum of three well volumes were removed from the well and water quality parameters stabilized. Following purging, a groundwater sample for laboratory analysis was collected from the well using the bailer. The water quality parameters were recorded on groundwater sampling forms along with time, water level depth, and cumulative volume of water purged (see groundwater sampling forms in Appendix B). Groundwater samples were collected following Guidelines for Sampling by the Underground Storage Tank Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ, 2022). Groundwater samples were placed in laboratory- prepared vials preserved with hydrochloric acid (HCl), labeled, and stored on ice in a cooler for subsequent delivery under standard chain-of-custody (COC) procedures to Pace Analytical (Pace), a North Carolina-certified laboratory, located in Huntersville, North Carolina, for analysis. The groundwater samples were analyzed for VOCs by EPA Method 6200B including MTBE, ethylene dibromide (EDB), and IPE. 3.4 Field Quality Control Sampling and Analysis One field duplicate sample was collected from MW-10 and analyzed for VOCs to assess variance. Subsequent Monitoring Report ESP Project No. 23-00200-094 Norris Luv Station (Incident #32107)August 16, 2023 6 4.0 GROUNDWATER ANALYTICAL RESULTS Results of the laboratory analysis of groundwater samples MW-1, MW-2, MW-3, MW-8, MW-9, MW-10, and MW-11 from the May 31, 2023, sampling event (along with several of the recent sampling events for comparison) are tabulated in Table 2. As noted in Table 2, the groundwater analytical results are compared to both 2L Standards and GCLs. The Pace laboratory analytical report is provided in Appendix C. No analytes were detected at concentrations exceeding their respective GCLs during the May 31, 2023, sampling event. The only analytes exceeding their respective 2L Standards were benzene and naphthalene in MW-9, and naphthalene in MW-8 (see Table 2 and Figure 4) detailed as follows: •Benzene was detected at 312 µg/L in MW-9 which exceeds its 2L Standard of 1 µg/L. •Naphthalene was detected at 20.9 µg/L in MW-8 and 53.3 µg/L in MW-9 above its 2L Standard of 6 µg/L. Results of the groundwater sampling results relative to each well showing VOCs exceeding their 2L Standards are depicted on Figure 4. Figure 5 depicts the lateral extent of the dissolved benzene groundwater plume. As compared to the most recent sampling event performed in September 2021, VOC concentrations in on-site monitoring wells across the site have generally decreased. For example, benzene in MW-9 decreased significantly from 1,400 µg/L during the September 2021 sampling event to 312 µg/L during the May 2023 sampling event as compared to its 2L Standard (1 µg/L). Naphthalene exceeded its 2L Standard (6 µg/L) in MW-1, MW-8 (highest concentration of 98.3 µg/L), MW-9, and MW-10 during the September 2021 sampling event, but only exceeded its 2L Standard in MW-8 and MW-9 (highest concentration of 53.3 µg/L) during the May 2023 sampling event.
