(BP) affiliated company, Arcadis G&M of North Carolina, Inc. (Arcadis) personnel performed annual groundwater monitoring and sampling at Former BP Facility #24177 located at 4825 South Tryon Street, Charlotte, Mecklenburg County, North Carolina (the Site). The objective of the groundwater monitoring and sampling program is to confirm stable or decreasing concentrations of dissolved-phase chemicals of concern (COCs) and to maintain compliance with the North Carolina Department of Environmental Quality (NCDEQ) Underground Storage Tank (UST) Program requirements for the site. On August 9, 2023, Arcadis personnel completed an annual groundwater monitoring and sampling event at the Site. Twelve (12) groundwater monitoring wells (MW-1R, MW-2, MW-3, MW-5, MW-7, MW-8, MW-10R, MW-11, MW-12, MW-13, MW-14, and MW-16D) were gauged. Groundwater monitoring wells MW-6 and MW-15 were not accessible and could not be gauged. DTW on August 9, 2023, ranged from 20.37 feet below top of casing (btoc) in groundwater monitoring well MW-12 to 27.23 feet btoc in groundwater monitoring well MW-1R. Free product was not observed at the Site on August 9, 2023. On August 9, 2023, groundwater samples were collected from groundwater monitoring well MW-10R. No other dissolved-phase COCs were detected in concentrations exceeding the applicable North Annual Groundwater Monitoring Report – 2023 arcadis.com ES-2 Carolina GCL Standards. Overall, dissolved-phase COC concentrations have remained stable in comparison to historical groundwater analytical data. The next annual groundwater monitoring and sampling event for the Site is scheduled for September 2024. All groundwater monitoring wells associated with the Site will be gauged to check for free product and to determine the potentiometric surface at the Site. Arcadis will sample groundwater monitoring well MW-10R for analysis of benzene, toluene, ethylbenzene, and total xylenes (BTEX) and methyl tert-butyl ether (MTBE) by Standard Method (SM) 6200B. An Annual Groundwater Monitoring Report will be submitted to the NCDEQ for review and approval within 45-days of receipt of the laboratory analytical report. Annual Groundwater Monitoring Report – 2023 arcadis.com ES-1 1.0 SITE HISTORY AND CHARACTERIZATION Former BP Facility #24177 is located at 4825 South Tryon Street in Charlotte, Mecklenburg County, North Carolina (the Site). This annual monitoring report is being submitted in accordance with 15A NCAC 2L .0400 with the North Carolina Department of Environmental Quality (NC DEQ). The Site is located within a commercial area on the east side of the intersection of South Tryon Street and Nations Ford Road (Figure 1). The Site is a former BP retail fuel station that closed in 1993. Currently, the Site is operated as a used automobile sales and repair lot and is owned by Ziad and Adel Nasrallah in Charlotte, North Carolina. Two (2) one- story buildings are located on the property: a main service building containing an office and three (3) automobile service bays, as well as a storage building. The concrete slab, located behind the main service building, was the foundation to a metal garage constructed by the property owner in August 2006. Gasoline underground storage tanks (USTs) were previously located directly southwest of the garage building and former fuel oil / used oil USTs were previously located directly southeast of the garage building. One or more additional gasoline USTs may also have been located northwest of the main service building, adjacent to the former dispenser islands. A release of an unknown quantity of gasoline was discovered during July 1993 UST closure activities. The Site is located in the Piedmont physiographic province, which is characterized by moderately level inter stream areas separated by broad valleys. Bedrock in Charlotte, North Carolina is mapped within the Charlotte Belt lithologic division of the Piedmont. Competent bedrock in the Piedmont province in North Carolina is typically overlain by variable thicknesses of saprolite and soil, collectively referred to as “overburden.” Groundwater in the Piedmont province occurs in the overburden under unconfined (i.e., water table) conditions, and in the underlying bedrock under both unconfined and confined conditions. Groundwater in the overburden occurs within pore spaces of the unconsolidated medium, including relict bedrock structures (i.e., fractures and foliations). Due to the typical fine-grained nature of saprolite, the formation normally possesses a relatively low permeability and is not generally used for groundwater production. An updated receptor survey, as well as the source area investigation, is summarized in the Groundwater Site Assessment Report from Piedmont Geologic, P.C. (Piedmont), dated January 2000. The NCDEQ has currently classified the Site as an intermediate risk (I165D) in accordance with 15A NCAC 2L .0400 due to concentrations of benzene greater than the North Carolina Department of Environmental Quality (NCDEQ) Gross Contaminant Level (GCL) Standards for groundwater. Dissolved-phase chemicals of concern (COCs) at the Site are compared to the North Carolina Gross Contaminant Level (GCL) Standards. The land use classification is Commercial. A site location map is presented as Figure 1 and a site map is shown as Figure 2. Annual Groundwater Monitoring Report – 2023 arcadis.com ES-2 2.0 FREE PRODUCT Gauging activities performed at the Site on August 9, 2023, did not indicate the presence of the free product. Historically, the free product has not been detected at the Site. Historical free product gauging information is presented in Appendix A. Annual Groundwater Monitoring Report – 2023 arcadis.com ES-3 3.0 GROUNDWATER MONITORING 3.1 Groundwater Gauging On August 9, 2023, Arcadis personnel completed an annual groundwater monitoring and sampling event at the Site. Twelve (12) groundwater monitoring wells (MW-1R, MW-2, MW-3, MW-5, MW-7, MW-8, MW-10R, MW-11, MW-12, MW-13, MW-14, and MW-16D) were gauged. Groundwater monitoring wells MW-6 and MW-15 were inaccessible and could not be gauged. Gauging was conducted with an oil/water interface probe (IP) prior to purging and sampling to determine depth to bottom (DTB), DTW, and DTP, if present. The IP and attached tape, marked in 0.01-foot increments, were properly decontaminated before each use with Alconox soap and rinsed with distilled water. The DTW was measured from the marked survey point on the top of well casing (TOC). All measurements were recorded to the nearest 0.01-foot increment. On August 9, 2023, DTW ranged from 20.37 feet btoc in groundwater monitoring well MW-12 to 27.23 feet btoc in monitoring well MW-1R. Free product was not detected at the Site on August 9, 2023. The observed groundwater flow direction was towards the southeast, which is consistent with historical observed groundwater flow direction. Monitoring well construction details are included in Table 1. Current groundwater elevations are summarized in Table 2. Historical groundwater gauging data is provided in Appendix A. A potentiometric surface map depicting historical groundwater flow direction for August 9, 2023, is provided as Figure 3. 3.2 Groundwater Sampling On August 9, 2023, groundwater monitoring well MW-10R was purged of stagnant water to prepare for groundwater sampling. Prior to purging, the amount of water to be removed was calculated using the following formula: 3.1415 x r2 x (TD-DTW) x 7.481 = gallons of water (1 well volume) Where: r = radius of well (in feet) TD = total depth of well (in feet) DTW = depth to water (in feet) In order to ensure that the water in the wells is representative of the water in the aquifer, a minimum of three well volumes were removed. Groundwater samples obtained from the groundwater monitoring well were collected from disposable polyethylene bailers using new nylon rope. Groundwater samples were placed in laboratory supplied containers and shipped on wet ice to TestAmerica Inc. in Pensacola, Florida, for analysis of benzene, toluene, ethylbenzene, and total xylenes (BTEX) and methyl-tert butyl ether (MTBE) by Standard Method (SM) 6200B. Groundwater samples submitted for BTEX and MTBE analysis were collected in triplicate Annual Groundwater Monitoring Report – 2023 arcadis.com ES-4 40-milliliter volatile organic analysis (VOA) glass vials with Teflon-lined septa screw caps preserved with hydrochloric acid. The laboratory analytical report and chain-of-custody record for the August 9, 2023, groundwater sampling event is included as Appendix B. 3.3 Groundwater Analytical Results Groundwater analytical data from the August 9, 2023, groundwater sampling event indicated the following: • Dissolved-phase concentrations of benzene were detected in concentrations exceeding the applicable North Carolina GCL Standard of 5,000 µg/L in groundwater monitoring well MW-10R (9,530 µg/L). Dissolved-phase benzene was detected above the applicable North Carolina GCL standard in groundwater monitoring well, MW-10R. Overall, dissolved-phase COC concentrations have remained stable in comparison to historical groundwater analytical data. The next annual groundwater monitoring and sampling event for the Site is scheduled for September 2024. All groundwater monitoring wells associated with the Site will be gauged to check for free product and to determine the potentiometric surface at the Site.
